ROLL CALL: Members present - Charles A. Bailie, Robert Bielefeld, James
Hornaday, Hugh Malone and Mayor Eugene H. Morin.
Members absent: James Doyle,.•Flohine McCollum, Judi Browning,
and Nancy Powers.
C - The Minutes of December 2, 1970 were approved as read.
D - Correspondence covered in reports.
E - 1 City's Mangger's report.
(a) Ormond Robbins read a letter from the State Division of
Planning and Research regarding our requests for State and
Federal Assistance to expand our Water & Sewer projects.,in
the City of Kenai. Most of the Administrative spadework is
out of the way.
(b) The City Manager read a letter from the Alaska Parking Co. asking
for an increase in parking fees, no action taken at this time.
(c) Mr. Robbins, read a letter from Ray C1ark9 American Legion
Post 20 and one from Mrs. Jean Clark, American Legion
Auxiliary Post 20, protesting the loss of the Fort Kenay as
a meeting place.
(d) Mr. Robbins read a memo from Ray Burt concerning the Kenai
Historical Society's meeting of December 14, 1970 regarding
Fort Kenay. They recommended the Council hold any action
until the meeting of January 6, 1971. The Council consented
to strike Agenda item F-2 and place it on the Agenda for
January 6, 1971.
Nancy Powers, Junior Councilman arrived at this time.
(e) Bruce Massey reported the Water Trunk Line completed. The
City is withholding final payment until the Council has a final
inspection of the facilities. The tour to be December 26,
1970 at 10:00 A.M. The Clerk to send a reminder to Council.
(f) Robbins reported the bid opening on Janitorial Services were
held this morning at 101130. He stated there was not sufficient
time to evaluate the bids and he recommended this be deferred
until the next meeting of January 60 1971. The Council so
consented.

E - 5 Ray Burt reported the KCL, W & S and Natural gas filings
to the Public Utility Commission are prepared and ready
for submission. He also reported the City has not received
the bill from the auditors although he has asked for it
twice. The Mayor advised not to pay the firm until Council
receives a letter from them on the savings to the City
by dissolving the five City positions last December.
Malone asked the Finance Director when the mid -season
budget revision would be held and was advised it will be
held between Christmas and New Years.
Malone asked the City Manager if Clarence Ladd's road situation
was cleared up. The City Manager advised him some work was
done but not enough and that Ladd was not satisfied. The
Public Works Dept. will work more on this.
E - 6 Malone reported he was at the last Planning & Zoning meeting.
The Commission is quite concerned over the state of the
City zoning maps. The maps cannot be clearly interpreted.
There has been discrepencies 5 or 6 years back. Mr. Jaynes
has been working on this. After this has been researched the
Commission would like to adopt an Ordinance to dissolve
these discrepencies. The final map should be made by someone
of repute.
E - 7 Malone gave the Borough Assemblyman's Report on the joint
session with the Peninsula School Board of december 8, and of
the re ula r meeting of December 15, 1970. They heard a
study from the Western Environmental Planning Associates.
Any action was deferred until December 15. Fritz Hall asked
to be noted as being present, stating this is the 3rd meeting
and he wished to be recorded present on the roll, saying
-� there is nothing in the record saying he is unseated.
The Audit report was given by Nr. Siddle. There were no
discrepencies. Bud Keener replaced Chuck Simon Jr. on E.D.D.
Malone served notice that he will present a petition to the
Assembly requesting reapportionment of the Assembly to comply
with State laws. The Assembly passed Resolution 70-39, Labeling
of fishing industry products and establishing advisory quality
control committees. The Assembly passed Ordinance 70-14 on
Senior Citizens tax relief. Assembly moved to change Financial
Consultants from the firm of Foster and Marshall to a new
firm, Seattle Northwest Securities Corp. Assembly approved
money for drapes for Seward Elementary School, Seward High
School, Soldotna Jr. High and money for stage curtbins for
Seward Elementary.

E - 2 The City Attorney's report was heard at this time.
Fisher reported he has the Petition for Re -apportionment
ready for signatures. He also reported the Judge's
installation was a resounding success. tie further
reported of the very fine co -operation -given by the news
media, the City forces, grader operators, and the City
Police. Fisher advised Council the City needs a Charter
revision. Malone stated the Commission should be elected by
the citizens of Kenai.
F - 1 Deferred - no representation from the Sno-Shoe Gun Club.
F - 2 Deferred until the next Council meeting of January 6, 1971.

G - 2 Bailie moved and Bielefeld seconded to accept Resolution
70-22, Providing for a Special Election for election of a
Mayor and two other Councilmen to serve until election of
their successors in October 19749 putting in the date of
election as January 26, 1971. Motion passed unanimously.
G - 3 Bielefeld moved and Bailie seconded to accept Resolution
70-260 Authorizing the City Manager, Ormond Robbins to sign
Utility Relocation Agreement with the Alaska State Department
of Highways for relocating utilities in the Urban Section.
The motion passed unanimously.
G - 4 Bailie moved and Bielefeld seconded to accept Ordinance 190-70,
Providing for the Repeal of Section 6-109 Kenai Code 19639 for
the first reading. The motion passed with Bailie voting yes;
Bielefeld. yes; Hornaday, yes; Malone, yes; Morin, yes; and
Powers, yes.
G - 5 After much discussion of a State Office Building in the
City of Kenai. Council advised administration to pursue this
matter and obtain population figures of each locality and to
keep this alive. and to also set up a meeting with Council
and Senator Palmer and Representative Tillion for Thursday.
December 30, 19709 when they will be in Kenai.
G - 6 Malone reported on the Thursday night meeting with the
members of the Twin City Hockey League. They are interested
in setting up a Borough wide competitive hockey rinks. After
much discussion on this. Hornaday moved and Malone seconded to
instruct the City administration to co-ordinate with the
Borough School Board in the construction of a Hockey rink at

the Junior Nigh School yard in the amount of $1,000,
provided this is constructed by February 1, 1971. The
motion passed unanimously.
N - 1 Carl Cook asked if Council would have Ron Combs contact
him -in regards to the Recreation Center.

SPECIAL MEETING
KENAI CITY COUNCIL
DECEMBER 91 1970
ROLL CALL: Members presentl Mayor Morin, Councilman bailie,
Councilman Bielefeld, Councilman Ilornaday, and Councilman Malone.
Also present: Ormond Robbins, City Manager, James Fisher, City
Attorney,and Finance Director Ray Hurt.
The clerk reported that the Administration had not received any
formal protests as to election procedures.
Mayor Morin opened the meeting to receive any protest as to elec-
tion procedures. There were none and the public hearing was closed.
The clerk stated that there was one Challenged Ballot.,
The ballot of George Jaynes was challenged because no record of
voter registration could be located at the polls. Mr. Jaynes is
registered in the official city records.
Motion by Bielefeld to accept the vote of Mr. Jaynesl seconded by
Bailie. Motion carried unanimously.
Mayor Morin announced the total canvass of votes and each Councilman
signed the Certificate of Canvass, a copy of which accompanies these
minutes.
After much discussion the date of election for Mayor and two Council-
man was set for January 26, 1970.
Meeting adjourned 900 p. m.
