A: Roll call: Members present - Charles A. oailie, Rouert Bielefeld, Chester Cone, John Halien, Vice Mayor dilly McCann, Florine McCallum-, Members absent - Mayor Eugene ii. Morin, wno is in Los Angeles for tiie Century Trade Fair. A-1: Harrison explained the Planning Commission had scheduled this hearing for Council, and ne requested Council defer action until a recomitendation is had from them as to the re -zoning of Lots 22 thru 33, Sec. 6, T5N, R114, S.M, from suburban residential to General Commercial. Tha meeting was opened to public hearing; there were no speakers; Vice Mayor ordered this be held over until a recommendation is received from the Planning Connnissi on. 0-1: Mr. Larry Carr.reminded Council of the City's committment to review the com- mercial power rates saying they are paying a higher rate in Kenai than in their store in Anchorage and Fairbanks; their leases for space and ad prices for mer- chandise were computed on the theory that power rates would be reduced, but this has not happened in the ten months they have been in business here. They will be forced to raise prices if the present rates continue. They compared their rate with the rate the City sells to Wildwood (14 mills) saying the City has too high a mark-up. Mr. Gottstein said they are paying as much as Wildwood station, and he con- tneded the CVty had not lived up to its part of the bargain. Harrison explained the City Council had before them tonight a rate study by Crews, Madnaes & Hoffman and they hoped to get the commercial rate lowered. The City has been worrying about this rate for four years or more. The City t4gr. also explained the rate to Wildwood is a special, negotiated rate - the City buys at 14 mills from CUL for Wildwood only, thus they can sell at a lower rate to them. The remainder of the purchased power is bought at 22 mills on a descending scale according to amount used. Mr. Strandberg, Pres. of CUL, and the City Council agreed they would work together to see if cheaper power could be made available to large users such as Carr's store would be. Study sessions wiII be held, and Carr's wiII be informed. as to the outcome. Carr also asked that consideration be given to make the rate reduction retro- active to the opening of their business. C; Minutes of the last meeting were approved. E-1: The City Manager reported: 1. Hal Drinkall is under consideration for the appointment as Director of the Goven- or's Advisory Board's Committee on Foreign Fisheries. There was public discussion about urging this appointment. Those who know fir. Drinkall thought it would be a good appointment. 2. Council needs to act formally for accepting Wookland 5/D Part III's electrical system. - Bielefeld moved, Cone seconded, to approve the electric system in Woodland S/D, Part III. Motion carried unanimously. 3. Council agreed to enter into an agreement with PlacNaster's answering service for $6U a month. 4. Trans -America Title is holding open house in the Locko Bldg. Fri., 7 Mar. from 3 to 6 p.m. 5. Harrison will be in Anchorage Friday to talk with AHSA about the mapping and to Mr. Gagnon about low-cost housing. 6. He recommended the reading of the University of Alaska's Business Review as the portion on Kenai is enlightening; he is preparing a review for the newspapers, but Council may read the City's copy at any time. There was consideraule discussion on Harrison's request for quidancs on whether or not the City cn:w should be used to move the Connie to the location chosen by Vie Chamuer of Commerce. Council had said the City should not pay any of the costs on the plane, noriever we nave taken out insurance on it, so would be covered while moving it. Councilman Bielefeld said he was not in favor of the City doing the work as there was plenty to do on the airfield and cited one instance of the poor lighting for in -coming planes. After more discussion, Cone moved, Hulien seconded, to use the City crew in spare time to move the Connie. Roll call vote: Affirmative - Cone, Hulien, McCann, McCollum; Negative - Bailie, ►3ie lefeld. The crews have already worked two days clearing trees for the right of way, and Harrison thought two or three more days should get the job done. E-2: The Atty. reported: 1. Asked that items F-1 and F-L be deleted from the Agenda as his "paper mill" has ndtfunctioned as they had hoped. Council concurred with this request. 2. He will be in Juneau next week to urge the appointment of a Superior Court Judge for the Peninsula; this could lead to appointment also of an Asst. Dist. Atty., etc. and would save the people on the Peninsula heavy costs of going to Anchorage. 3. He had scanned lightly the garbage contract and recommended it have a 5 yr. limit. 4. Fisher suggested Item G-2 either be tabled or action deferred until the City can get a valid Certificate of Insurance on.Avis Rent-a-Car's operation on the Airport Parking concession. Council tabled this until later. E-4: Cone reported on the Bourough meeting: 1. A Board is being set up for the special service arcs for the hospital. 2. Publication will be made of the delinquent sales tax list. 3. The school construction program was discussed; they received the school budget for study and will have a work session on the 25th. F-3: Walt Steige, of Crews P1aclnnes and Hoffman presented the Electrical Rate Study calling attention to comparison of rates on P. 3, showing Kenai lower than 9 other power companies on all but commercial rate; their recommendation is to design two bus. rates - one for small users under 3,000 kwh, and the other for users of over 36000. This would be a substantial saving to the consumer, and would still enable KCL to have a 1.7 coverage on ndebtedness; they do not recommend this rate be reduced less than the 1.7. Council received the report for study; it is not available to the public until accepted, as there may be more changes due to proposed action for Carr's, etc. F-4: Harrison said Thorn Drilling nad the low bid on drilling the water wells, and had been asked to furnish a bond; this has been done and he recommended the award go to them. Hulien moved, McCollum seconded, to accept the bid of Thorn Drilling for 2 shallow wells (55') and one deep (1501) well for $90750.00. After public discussion, and assurance from Massey the bids had been considered on the same basis, the motion passed unanimously by roll call vote. G-1: Harrison presented Res. #69-5. After brief discussion, Bailie moved, Bielefeld seconded, to approve Res. #69-5, Togiak Subdivision Plat, Motion carried unanimously by roll call vote.
