SPECIAL MEETING - KENAI CITY COUNCIL - CANVASS BALLOTS, 7 P.M., 14 MAY, 1969
Roll Call: Members present - Robert Bielefeld, Billy McCann, Mrs. Florin Mc-
Collum and Mayor Eugene H. Morin; Members absent - Charles A. Bailie (came later),
Chester Cone ,and John -Hulien.
Mayor Morin asked for procedures for canvassing the ballots.
The City Clerk announced the Administration had not received any formal written
or oral protests as to election procedures, but suggested someone in the audience
might have something to say.
The Mayor opened the meeting to receive any protests as to election procedures.
There were none and the public hearing was closed.
The Clerk ststed there were four absentee ballots and five challenged ballots to
be considered.
Challenged ballots#i came about by Posto Lorenzo not, being listed on the
Boro assessment roll except as "Eva Loranzo, et al". The Clerk checked with the
Atty. who said Mr. Lorenzo could be considered a part of the "et al" and should
be allowed to vote.
McCann moved, Bielefeld seconded, to accept the ballot of Posto Lorenze.
Motion carried unanimously..:
and #3
Challenged ballot #2/was simply a case of the registration card being filed
with the wrong Precinct. It was thought the George Millers lived at Wildwood and
they live instead on Linwood Lane. The Code requires voters to re -register
when moving from one precinct to another, but the Atty. ruled cards can be changed
on the day of election. Therefore both ballots for Mr. and Mrs. Miller should be
received.
Bielefeld moved, McCann seconded, to accept the ballot of George Miller.
Motion passed unanimously.
Bielefeld moved, McCann seconded, to accept the ballot of Lovina Miller.
Motion passed unanimously.
Challenged ballot,.#4 was also a case of the registration card; Mrs. Coppock
moved when her house burned, but card was not changed.
McCollum moved, Bielefeld seconded, to accept the ballot of Mrs. Coppock.
Motion carried unanimously.
Challenged ballot #5, that of Mrs. Helen Batten because of no registration
with either precinct= this ballot should not be accepted.
Bielefeld moved, McCann seconded, to follow the recommendation of the Clerk.
Motion passed unanimously.
Mayor Morin then read the accounting from Judges' and Clerk's certificates from
Precinct Nos. 1 and 29 copy of which accompanies these minutes.
I Councilman Bailie arrived during this reading.
The Mayor then opened and read the results of the 4 absentee and 4 challenged
bailbts which were accepted, and Council tabulated the votes.
- Bielefeld moved, McCollum seconded, to accept the accounting for the ballots
from the two precincts. Motion carried unanimously.
Mayor Morin then announced the total canvass of votes and each Councilman
signed the Certificate of Canvass, copy of which accompanies these minutes.
Meeting adjourned 7:30 p.m.
Respectfully subApe
