Accepting bid of Peninsula Chrysler - McCabe Powers for options on KCL Line Truck at $4,439.5U plus 6% interest to be paid in 24 monthly installments. 6. Items 1 and 2 were delayed until dorough Chairman Coorge ;davarre could arrive. Item 6 was added to the agenda. 4. McCann moved, Bielefeld seconded, to approve the application for a permit for games of ciiance and skill for the Kenai Chamber of Commerce. This is for tnuir sponsorship of tie Dog Races with raffle. (lotion carried unanimously. 5. Tne Clerk said Council had neglected to take action on the optional items for the KonalCity Light Line Truck when accepting the bid at the last meeting. Options were discussed, but the motion to accept the bid did not include options. The Line Truck itself is to cost $32,4b5.55, plus 6Z interest, to be paid in 24 monthly installments. McCann said he certainly m=ant the options should be included in his motion, therefore he moved, Bielefeld seconded, to accept the bid of Peninsula Chrysler - irtcCabe Powar; for options on the KCL Line truck for $46439#50 plus 6% interest, to be paid in 24 monthly installments. Motion carrien unan;mously. b. Mayor Morin sought concurrence of Council in granting a half -day (loliday to City forces on Christmas and New Years Eves. This has been the practice in the past; City offices will be closed at noon on December 24.and 31. 1. Chairman Navarre arrived at this tiara and was asked how the City and Borough could work together on the fire service areas. The City's area, at this time, encompasses the land within the City Limits. Navarre said the Borough had sev- eral fire areas and would appreciate help from the Fire Chief in organizing the fire area, setting up a budget, etc. Wisecarver is already working with the Boro on this and Council agreed he could continue to do so. Wisecarver said assistance to the boro on fire calls would have to be worked on a schedule that would not endanger the City. He has three men he can definitely depend on from n a.m. to 5 p.m. Week ends he has 6 or i men on stand-bs& for fire calls. The assessments for the fire service area al lows $50,000 for costs; $2a,000 of this has already been advanced. Costs for mutual fire protection will have to be worked out and re- ported on later. 2. Council asked if the Borough could lend assistance to the City in advising on financial procedures if called on to do so. Aavarre said his personnel is available to all Cities in the Borough as long as it doesn't interfer with their ovm work. The Clerk said the main difficulty nod is the delay in getting the Auditors together with the Burroughs Corp. representatives to get the City's - books set up on the 3urrougns machine. (land posting to the Journals is being done to record day to day operations, but the City has worked without ledgers for six months, and the situation is becoming ridiculous. The Clerk inquired if any personnel at the Boro office is qualified to set up accounts on a Burroughs machine, and if so. does Counril want to forg t tis auditors and the Burroughs people and have the 'Kenai Boro people assist the City staff. The Clerk also stated .t` a idea that the Clerk is Head of the 0.?pt. of Finance is a misconception. Tne Financial advisor to the City has always been the City Manager. The Clerk has not "kept" the books of the City for j 18 months. On 1 July, 1969, Mrs. Etta Garnett became the accountant and served until 17 3ovember. At that tins, Mrs. 'Zelda Ritter took over the job and is still working 'in that capacity. After some discussion, Council will try to get the Auditors and the uurrougiis people together. davarre said he wouldn't want his people to spend a lot of time getting a system set up and find out later it is not in accord with the auditors recom- mendations; We boro is not familiar with the City's procedures; Tlavarre is confident the auditors are capable of bringing our books up to date on the macnine; he says no system is any good unless you follow through onAt. it. Mayor Morin suggested Council should become more knowledgable from month to month and that a Finance Committee might be helpful. Hulien did not agree with this - he said unless a different system can be initiated it is hard to know where we are financially; the way it is Council is suddenly surprised to find the City is out of money. The Mayor thanked Navarre for caning. Navarre said he would like to met with i the City Manager at the earliest date. I Councilman Malone suggested the corrections to minutes should be detailed so additions, deletions, etc. would be documented.
