McCann said he could not vote on the issui, but he was very much in favor and it was the way such a situation should be handled, rather than going out of tot -in for sucn service. Hulien moved, Bielefeld seconded, to approve the annlication for Caterer's per- mit to Rainbow dar for ;larch of Dimes Benefit to be held at Enchanted Gardens. Roll call vote: Affirmative - Bielefeld, Cone, Hulien Seaman; Negative - none; Abstaininn- McCann. B-3: Fire Chief 'Aisecarver requested Council approval for buying radios - three mo- bile unites and one base station; these are different frequency from tite City's and cannot be bouqht on tite same contract the City has with Electro-Service; they cost $3,916.70 - 10% down payment - monthly payments of $121.00. Wisecarver said tite Fire Dept. could handle the down payment and possibly the monthly payments, but were not too sure of the latter. He said the fire rating should improve if radios are had. After some discussion, McCann moved, Cone seconded, to authorize the City Mqr. to get radios for the Fire Dept. on a lease -purchase basis if funds are. available. Roll call vote passed the motion unanim. Minutes of the meeting of 3 January, 1968, were approved. D-1: In response to a letter from the Kenai Chamber of Commerce, McCann moved, Bielefeld seconded, the Mayor should proclaim 24 January as Arthur English Day. E-1: Nels K9elstad reported for the Citv Manaqer: Motion carried unanimously. 1. The C.A.P. Building was shipped 22 Dec., 1967, but we don't know where it is; a tracer is being made; it should take about 2 112 weeks to erect after arrival. 2. The two substations are being delayed also: the 1-0 copper wire was found on the dock in Seattle - is heing sent air freiqht - should be here tomorrni - should take 3 days to hook-up - this is for the City Sub; the pot heads for CUL sub are still missing - should be in Anchorage. There will be only one shut down to get both subs in action when all materials are assembled; the City crew will work on the Cite sub, and the CUL sub will be handled by contract; it may take several hours, but ample notice will he given users. - f The City Clerk requested Council approval of final payment to Arctic Asphalt Paving, Inc. for Phase III, CIIAP; the Engineer (Wince) had signed and recommended payment. ----- -- Cone moved, McCann seconded, to authorize the City Manaqer to execute documents for final payment to Arctic Asphalt for Phase III, CIIAP. R611 call vote passed tite motion unanimously. E-4: Bielefeld and McCann reported on the last Borough meeting: Several resolutions were passed and sent alone to the? Juneau Legislature; subiects covered were tax incentives, roads, servings; publication of fore r:lnsur,- licts, water pollution, land selection, un-organized boroughs (should be. activated). The tax fore closure list will be published 19 Jan, 1968; the Chamber of Com- merce is having a session on school bonds at its meeting next week; the Boro is sending out pamphlets on school bonds very soon. Litigation of the City has had some action at the last Court session: Condemnation on nareels for W&S rinhts-of-way and for Airport approach Zones were favorable ruled on as to authority and necessity; there's only one parcel left now that will likely be ruled on; one other may be settled outside Court; Court will be held again in March. 3. Fisher suggested the City should keep up its attempts to get all land inside the City that has been transferred to the State from the Federal Government; he has been working with the COty Manager on this,, says there's 1/2 lot by Birch Dr. that is now available. Bielefeld asked auout the City's tax records that were compiled by Glen McKee; these are public records and have been turned over to the Borough. F-1: Kjelstad read the City 14gr's. memo regarding the amended constitution of the Kenay Teen Club recommending its adoption. Cone moved, Hulien seconded, to accept the new Constitution of the Teen Club. Motion passed unanimously by roll call vote. Council advised the Club should be selective for adult chaperones for dances. F-2: Kjelstad read the City Mgr's. memo regarding the amended contract to blildwood for electric power. McCann moved, Bielefeld seconded, to approve the amendment to 4lildwond electric contract, and to authorize the City Manager to siqn. Carried unanimously by roll call.
