Res. 6840 Authorizing Sale of Jail lot to City Commerce - -7 Ind KENAI CITY COUNCIL MINUTES - SPECIAL MEETING 5:15 P.M., 14 MARCH, 1968 Vice,Mayor Seaman conducted the first few minutes of the meeting until Mayor Dye appeared. Members present: Chester Cone, John Hulien, Billy McCann, Florine McCollum Carl Seaman and Mayor James G. Dye; members absent - Robert Bielefeld. Also present: City Mgr. J. W. Harrison, City Engr. N.O.Kjelstad, and Plan- ning Commission Members: James Wilder (Chairman), Ruby Coyle (Acting Secretary), Shirley Morgan and Alex Shadura. Harrison presented Res. 68-8 explaining this was the result of action taken at a City Managers' meeting; there was some discussion on Planning, Platting and Zon- ing in relation to the Borough powers, First Class Cities, Outlying areas and the Senate Bill 283 now before the Legislature. McCann presented Res. 68-8 and moved for its adoption. The motion was seconded by McCollum, and Res. 68-8, Regarding the Powers of First Class Cities to regulate planning, platting and 280ing was unanimously adopted. Harrision presented Res. 68-10, explaining this was an administrative matter to "back-up; by resolution,thp action Council had already taken in the form of a motion. Corte ,moved, McCann seconded, to adopt Res. 68-100 Authorizing the transfer of title to Lot 3. 81. 6, O.T., to City Commerce Corp. and authorizing the City Manager to sign. Motion carried unanimously. ;I There was more discussion on Planning and Zoning Powers with regard to Boroughs and First Class Cities: Cone moved, Seaman seconded, to direct our two Assemblymen to oppose Cities' being mandatorily brought into the Borough for Plannign and Zoning and to oppose the introduction of the Kenai Peninsula Borough's Rules and Regulations in their present form. Motion passed unanimously. Mayor Dye suggested the City concentrate on street grading and up -keep during the r coming break-up; he knows the crews have their hands full, but thought other ` ... things might give way to priority of street mtce. Both Harrison and Kjelstad agreed on this. Harrison informed Council two KCL line -men had quit, effective this month, but replacements are at hand and the work will continue as planned; It is impossible for the City to meet the high wages being paid on construction jobs.
