KENAI CITY COUNCIL
7:30 P.M. January 11, 1967
1. Enact Resolution No..67-3 amending the 19C6-67
Budget to provide for specific funds for the construction
of the Cook Inlet Industrial Air Park.

City business).
City Mgr. Harrison presented Resolution 3-0 amending the 19bb-07 Budget as requested
by EDA, shetdng.h6w the;City will finance work in Cook Inlet Industrial Air Park as
the City's share in the project. discussion revealed how 1arrison arrived at this
change in the budget figures.
Seaman moved, Meeks seconded, to adopt Res. 67-3 providing for line item
funding for City's share df CIIAP work. Motion passed unanimously by roll call vote.
The City Mgr. reviewed the Attorney's memorandum regarding the revised gas contract
with Wm. Hunsuck for engineering services for design of a gas distribution system
in the City. During discussion !Harrison said this is a standard engineering con-
tract and is fair to both sides and he recommends it be approved.
Hunsuck plans to set up a testing laboratory in Kenai to read $ calibrate
meters for oil well companies; he will also set up a quality control facility.
Seaman moved, Bielefeld seconded, to authorize the City Manager to sign the
contract with IHunsuck for design of a gas distribution system. Motion carried un-
animously by roll call vote.
Harrison reported on a meeting with the procurement officer of the Air Force re the
Wildwood gas contract wherein he requested information on their position of purchase
of gas from the City.
They will ask for a meeting with the Council in the very near future; they
need to know more about the rate, the area to be served, methods of financing, etc.
They will provide the City with a set of specifications and forms to be completed
which will give the information they must have. They hope to have these specs com-
pleted within 60 days.
Meanwhile, Harrison ,has asked Hunsuck to submit figures for gas rates to the
City without serving Wildwood.
Harrison also learned the Air Force will want to negotiate a new power contract with
the City.
Morin called attention to an article in the Anchorage Times concerning the Mayor's
appearance before the CAB Board in Washington now hearing the Cordova case, wherein
he urged the CAB to permit PNA to continue to serve the City.
Dye also carried a copy of a report from FAA stating definitely that Kenai
was declared the AREA AIRPORT, that Soldotna was not in this category.
Seaman announced there will be a. Borough meeting Friday, 13 Jan.
Council discussed the -Bono Ord. which would require a payment for land of no
less than 10% of the appraised price; Council feels if the land -use is for public
purposes, the Governments should have it for no charge.
Morin inquired if the Boro is still considering sectionalizing the Boro as to
representation --Seaman says yes; they are also discussing change of time for Boro
meetings -- meetings at night or on a Saturday might enable more attendance on the
part of the public; there was discussion as to taxing for School Construction for
Boro purposes. The Boro School Board has requested a 10 million dollar bonding pro-
gram, but the Boro Chairman had decreased it to 5 million dollars.

Ai .TIDING THE 1966 1967 ANNUAL BUDGET OF THE CITY OF KENAI TO
PROVIDE FOR SPECIFIC LINE ITEV ALLOCATION OF FUNDS FOR THE DEVEL-
OPMENT OF THE COOK I14LET INDUSTRIAL AIR PARK.
Whereas, the City of Kenai has secured a grant from the Economic
Development Administration for the development of an industriatl
air park (Project No. 07-01-00058). and
Whereas, it is necessary that the "Force Account" c,r "Natching Portion"
of the: said grant be met by budgeteu funds of the City of Kenai;
NOU THEREFORE BE IT RESOLVED BY TILE CITY COUNCIL OF TIDE CITY OF KENAI:
1. The Annual Budget of the City of Kenai 1966-1967 be amended
as follows:

2. The City Council further Resolves that there is available
either cash funds in the City of Kenai, or pruven anticipated
revenue to meet the 1966-67 budget to meet the requirements
of this revised budget.
