Vice Mayor Morin presided a short while. larl City Manager Harrison presented a propotiition from Charles Milkert who wants to start a Merchant patrol in Kenai which involves checking on properties he has contracted to watch, lie would make about throe rounds a night with a radio-equippod car. If he finds any unlocked doors, or anything out of line, he would radio the Answering Ser- vice who would tnen contact the owner by telephone. tie would stand by until the owner appeared. Milkert would not do any policing, and would not make arrests, etc. 'rho State Police, while not endorsing any individual, say the idea is a good one, and they would not object. Seaman moved, Meeks seconded, to authorize Milkort to act as merchant patrol- man. Motion passed unanimously. Minutes of the meeting of 18 January, 1907, wore corrocted an approved. Councilman Cone came at this time. The City Manager reported: 1. The Dept. of Highways willl hold a public hearing on re-routing the Spur thru Kenai on Thurs., 2 Mar. at 8 p.m. at the Jr. ft. Curbing, guttering, etc. will be _ part of the discussion, and the Fed. Hwy. people are opposed to this, so Harrison says �} the Council should attend if possible. 2. Final approval has been received from LIDA for Snider's contract for W&S to CIIAP. Notice to proceed will be given after a contractor's conference. 3. Letter from Beck received saying Columbia Ward Fisheries had refused the City's offer for power at this time. 4. Letter from Pollock says R.L'.A. is awaiting further documentation before acting on sale of H.L.A. to City; agreement probably will not be signed before Bond Election. 5, Feb. 23rd Standard will hold an Asphalt Seminar at the Royal Redoubt; admission is froe--buy your own lunch; discussion will center around uses for asphalt to be produced here. 'Twill mean a saving of $3.00 a ton to buy locally. 6. The Kenai Boro Ilealth Agent is issuing the City's permits for food handlors; there are two places that have not passed inspection, and permits will not be issued until requirements are met. Mayor Dye joined the meeting at this time. 7. The Fed. Covn't. is now offering assistance for training adults for job service; the City can use two women to help with the cleaning at the Terminal Bldg., a man or woman for typing and office work at the Airport Supt.'s office, a laborer to help Thomas at the Airport, and a grader operator to work on the airport grounds, strip, etc and another laborer to work on Dark Project. 8. plans for the Barracks of Ft6d&nay have been approved; bids will be opened 10 Feb. at : oa P m. 9. The entire bldg. must have Fpriaklor systow to get insurance reduction at the Terminal.-- This includes the West Porch; system will be installed. 10. Final inspection on Ter. Bldg. 6 Feb. at 8 a.m. Thompson of Anchorage HUD office, Bunnell will be here; Harrison urges Council to come if possible. Approval can be made pending completion of a few projects. 11. Final date of registration to vote in Bond election is 5 p.m. 21 Feb. Special registration is not necessary; only those not registered should sign. 12. A plat of State -held lands within the CVty has been received. Harrison will take these maps his next trip to Anchorage and find out the status of lands not deeded to tlhe City. 13. The City has said there would be no occupancy of the Ter. Bldg. until all bills j owed to the contractor have been paid; peck has been billed for work done on Bar $ Cafo - he consulted with Roguszka, who wrote a letter saying this work was done at the City's instruction and was to be paid for by the City; since this was the under- standing the City will pay this bill--ammmting to about h800. i 1" Council Minutes 1 Feb b7 Page two City Atgr's. report: 14. Insurance for the glass in tie 'for. Bldg. would aluount to $$10218.23 a yr.; for the west entranco exterior glass it would be $606.57. The City will put a binder on this until figures can be had for replacing glass, and whether or got the City is insured for liability for flying glass, etc. 15. Council will be sent copies of the Soro School Capital Improvements Plan for school construction to 1971. lb. An executive session is requested to talk gas contract with Wildwood. With consent of Council, the Order of Business was changed to accomodate people in the audience present for item G-l: A letter from the Ambulance Corps was read proposing the purchase of a new Cadillac ambulance for $14,000. This is fully -equipped, has head room, and space for four strecthers. The present one has room only for two, and does not have head- room. The Corps has $5,000 to apply as down payment. They ask that the City under- write the purchase; they estimate it could be paid off within 3 or 4 years; title would go to the City. Morin moved, Cone seconded, the City underwrite purchase of new ambulance according to the Ambulance Corps' letter. Motion passed unanimously. F-1: The City Mgr. presented Ord. #112-66 for second reading which would repeal por- tions of the Sales Tax. In section 2, numbers 7-33, 7-34, 7-35, 7-36, 7-370 7-38 and 7-39 were deleted as they do not pertain to sales taxes. Morin moved Bielefeld seconded, to approve Ord. 112-66 for Second reading. Motion passed unanimously by roll call vote. F-2: Res. 67-2 was presented by the City Mgr. proposing changes in the Rules h Reg- ulations on the Airport. After some discussion: Seaman moved, Morin seconded, to adopt Res. 67-2. Motion carried unanimously. F-3: The City Manager presented fact sheets and a newspaper lay -out for the taming Bond Programs. There was considerable discussion, and some amending of the presenta- tion, after which Council approved for publication. Material is included with these minutes. Morin pointed out a bond program for $600,000 failed in Fairbanks.twice,about 4 or 5 years ago; this year they passed the identical program, but rising costs had increased the amount of the project to over a million dollars. There was a lengthy discussion on the gas bond; John Hulien said the Chamber of Com- merce wanted to work with the City on all the bond issues; that we are all on the same ball team; it is their intention to try to put all the facts before the people; the Chamber does not intend to take a stand pro or con; they only want to broadcast as much information as possible. G-2: Res. 67-4 was presented establishing rates for taxi meters. Morin moved, Seaman seconded to adopt Res. 67-4. motion passed unanimously. G-3: (a) Seaman moved Morin seconded, to authorize the City Ngr. to sign the lease to Technical Services, Inc. for Lot 2, 81. S, CIIAP. Motion carried unanimously. (b) Meeks moved, Cone seconded, office space in the Ter. Bldg. be leased to Kenai Lofsted Air Service. Motion passed unanimously with Lofstedt abstaining. The Mayor reported: 1. Post Office was robbed 19 Jan.; no report was reed. from the Police on this; checks were burned; boxes broken into; P.O. will have to be closed if vandalism continues during evening and night hours. The City mgr. will write again to ask the Fed. Govn't. to provide adequate and satisfactory parking space by their facility. ! Council Minutes 1 Feb 67 page three I Mayor's report (cont'd.) 2. Dye suggested appointing a committee to work toward getting the Labor Hiring [call in Kenai; this will be reviewed later. 3. Inquired if the City couldn't clamp down somehow on the sale of beer to teen-agers. Harrisca will work on this. Seaman reported; 1. The Boro had a Civil Defense meeting the 26th, and are considering a full time C. D. Director at $15,000 a yr. 2. Tax incentive will be discussed at the next meeting again; the opinion of the Assembly now is to let the State have its own incentive program as long as it doesn't interfere with the Boro's portion of the tax monies. Then the Boro can adopt its tax incentive program if it so desires. A call from Western Oil 4 Gas revealed they have facts and figures to present to the Boro regarding the tax incentive and the proposed revision of the sales tax. 3. Study session will be held on the School Board's Construction and Bonding Program - and Architect has been hired to project the needs, etc. Morin suggested a Bond Coun- sellor snould talk with the Boro to explain bond financing. 4. An ordinance to revise the Boro sales tax ceiling is up for consideration at the next Friday meeting at 7 p.m. in Homer. S. once again he requested approval of his resignation from the Boro Assembly for reasons of health. There was a lot of discussion an most of these items; Council reluctantly accepted Seaman's resignation and Meeks moved, Bielefeld seconded, to appoint Morin to serve on the Boro Assemb- ly to represent Kenai. Motion passed unanimously with Morin abstaining. Morin was asked to try to delay any action on tax incentive until Western Oil,. $ Gas Co. can present their financial reports. Meeting adjourned for executive session at 12 midnight. This means that each property owner will pay 1rd of the of the street abutting bin property, with his neighbor across the street also paying 1/3rd. The proceeds of this bond would be used to pay the full 1/3 of the City (the Center third) and to finance the other portions to the property owners for a period of years. :The benefited property owner could pay cash for his paving, or if he elect• to pay it over a period of years, proper interest will be charged to service that share of the bonds. As these smounts are paid back, other properties may be improved with the revolving funds so created* n addition to the paving in the down -town area, there are many streets n the City of Kenai that need to be brought up to a serviceable standard. These streets were In existence before the present sub -division ordinance was enacted and therefore, must be improved b the City. This wo uld.also be done on an assessment basis,arobably similar to that done in the Wilson Street Assessment Districi7 and would be financed from t his bond. it is anticipated that all of t e work would be done under proper contract and that all work done would be toward eventually having proper streets for paving - The total bond of $400,000.00 would require $20,000 for interest and $13#606 for principal or $33#600 annually at 5% - 30 year bonds. This building Mould house the lidalnistrative Offices of the Gity of Kenai and all of its Utilitiss, A090vating Offices for the entire City, City Council 0h"bora and a Municipal Library. In addition it Mould be designed, if proper contracts spay be negotiated$ to house office space for other governmental agencies requiring joint use of the building with the City of Kenai. The total Bond of $300,000.00, if retired solely from tax revenues on Ad -valorem taxes would require an annual interest payment of $15#0000 a4 annual principal payment of $10#3000 or a total of $25#300 for the retirement of 30 year bonds at 5%• It is anticipatod, however, that the utilities utilising space in the building would pay the regular rental into the retirement fund for this bond, and also, that the rental for the other goveraosntal agencies would be properly applied to retiroment of the bond. With this financeing, it is anticipated that funds other than tax funds would pay one-half of the annual cost of this bond. The coact payuanto would, of course, depend upon the degree or ratio of occupancy by other than General Goverment Agencies.
