Dye; Members absent - Carl Seaman. Also present: Harold Galliett, James E. Fisher, Bill Hunsuck and City Manager James W. Harrison. Galliett outlined construction for the water system under the present bonding program: First priority - Equipment installed in mobile, and equipment, $20,000 each. Second priority - rest of Overland, Upland (new st.), thence N.E. adjacent to FWL, then no. of construction area, cross gulley South of new Catholic Church onto Spruce St. (1 block west of Birch Dr.) up Biirch Dr. to 5th. Third priority - Forrest Dr. to Fathom Dr. taking in the Arm- ory and Redoubt Terrace S/D. The crossing to Forest Dr. can be made on First, Second, Third, Fourth or Fifth, and will have to be determined after more study. Harrison hopes the crossing can be made as far North as possible so as to get the water as close as possible to the area for the sea -plane facilities. Well #7-A may have to be put in around Third Ave. or North of there, but Galliett doesn't like the idea of another well as it would serve the purpose for three years, five at the most, and it is hoped another source of water can be had before too long. (Referring to a possible source from the River.) This would be a 10" line and would take care of more than pre- sent needs. Lower priorities: Peninsula Ave to Willow St and on to the Spur. Bluff St and make a loop there. East extension - Kenai sputa to FAA to Walkerville Rd.; also down to Kenai Packers (6" line?) and on to Dock area when funds allow. If FAA pays for 6" line, and the City wants a bigger one, the City would pay the difference. From the lower end of Walkerville Rd. up that road to Lawton Dr. (or First Ave.) East to High School. This might entail Well 06-B if constructed. Drilling this well is just as undesirable as #7-A, and for the same reasons. If the City gets the EDA grant, both East E West Systems can be built. If not, the West extension will be done. We should build this year to avoid rising costs. Galliett can get firm plans ready for bid on West portion by 15 May, but Council can approve various phases as•they are completed, thus saving time; there are right-of-way problems to be met; this would still give the contractor 4 months of good weather; notice of intent can be published so interested contractors can get prices and have bids ready when asked for. Galliett suggests gas should go in after water E Sewer and paving should be done on Birch Dr. in 1968. The water line would go deeper than before; design for turn- offs may be changed also --they may be put down in the ground. Sewer system: First priority - pressure sewer on City property to Gulley to top of the bluff; then concrete tank with 2 siphons (no odors); housing on the bluff can be served here; then up Spruce to 1st to Birch Drive to 5th. Hope to have the line 8' deep at 5th. An 8" line should be adequate - 10" would bey for sure. Second priority - pressure sewer up beach on park land to Township line; up Fathom Dr. to Forest Dr. This would be built for the future to go to Township line.;/ (Incidentally, Killen S/D is not Special Council Meeting Minutes 17 Mar 67 Page 2 designed for proper drainage. ) Third priority - exten4sewer on Peninsula and on Marine. Sewer in East Addition ends at a clean out on Lake St. Would like to go to FAA; this area beyond, should be served by another sewer treatment plant. Serving Kenai Pakcers would entail lift station, etc. This would be an 8" line. It can go to First Ave. in Walker- ville, but would need a pumping station. Streets: In putting W&S in the West extension, streets will be put back to a higher standard; they will be ready as a base for paving later, and would have proper grades for drainage. EDA says streets cannot be a part of W&S, so these costs had to be deducted from W&S estimates; the City•s street bonds can provide the higher standard for re -construction. (Will cost about $300,000.) Street paving - Main, Overland to Mission, back to Main. Penin- sula to Broad to Peninsula to Willow to Spur. Would include curbs and gutters, but not sidewalks; also S.W. Main to City Hall; Broad St. by the school, but have to finish the sewer first here. This program would cost about $220,000. The grades to drain already have been established; there would be no storm sewers, but would drain across swales. The only problem is on Mission. The paving amounts to about 62001; would be 2" asphaltic con- crete, and would take 30 to 45 days. Water g sewer lines must be 101 apart, or be steel piping; water would be 12' on one side of the centerline of streets, and sewer 120 on the other side of the centerline. Galliett brought the contracts for all three projects, but thinks he, the CMty Mgr. and City Atty. should review them before presenting them to Council. They will try to meet tomorrow. (Sat.) Hunsuck says he has the design for the Industrial Airpark about com- pleted and will give it to Cortheli next Friday. The preliminary for the total system will be ready in 15-20 days. The big problem is that the steel companies need to know the size of line within 30 days for July 1 delivery. Hunsuck said he can make up a materials list within 15-20 days and Harrison can contact interested parties to alert them to the needs. Hunsuck said this is not part of the contract, and would be an added cost. Hunsuck recommends the City own the system and contract for mtce. and operation of it. If this is done, the PSC would have juris- diction over rates. The City!imust operate and maintain the system if they want to govern the rates. Hunsuck also said it looks much better for an attractive rate structure now as there are potential customers that were not figured in the feasibility study. Bielefeld moved, Meeks seconded, to authorize the City Mgr. to obtain materials list and solicit reputable companies who are in the gas business to submit proposals within twenty days.
