Roll calls Members present - Bob Bielefeld, Chester Cone, Roper Meeks,
Gene Morin, Carl Seaman and Mayor James G. Dye. Members absent -Bud Lofstedt.
Also presentt City Manager James W. Harrison and FAA officials,
Robbins, Walsh and James, and Engineer Harold Calliette, Jr.
Galliett displayed a Plat of the proposed construction for water, sewer
and street improvements. His presentation follows:
We would have to re -build the 66wer�line from the Methodist Church to FAA,
changing it from an 8" to a 12" line. This would also serve the cannery,
but Daubenspeck would provide his own lift station. The old pipe might
be used, but it is not very feasible to plan on it.
The line would then cross Beaver Loop, along the Spur Hwy. to
Walkerville. This land along the highway should be •released be FAA for
private ownership. Serving Walker Drive on a lateral, the main line
would then go on East to the Hi School.
Water would parallel the sewer to FAA to the last user there, a 10" line
with 8" extension. This line would come down the Beaver Loops extension,
r acroos CIIAP to the sewer line, and parallel it to the school; Possibly
8" line, and would serve Walkerville along the way.
Another well would be drilled on the 20 acre reserve site East
of the Hi School. There would be four small wells at about half the
cost of the former wells; there would be no salt treatment and no stor-
age, thus insurance rates would not be affected, but it would be quest-
ionable to build expensive wells when they will no longer be needed as
soon as the Kenai River becomes the source of water.
The Health Dept. says there shall be no polutive influence within
200' of a well, and nothing within100' unles cast iron pipe is used with
caulked joints.
The present wells can be moved when the land becomes more valuable
" for other uses than as a source of water.
Messrs. Robbins* Walsh and James liked the plan presented by Galliette
regarding the FAA, and saw no reason why their superiors would not ap-
prove it, though they could not speak for them.
The first thing needed in the Original Townsite is to construct stub -outs
where the paving will go, so as not to disturb the paving later on. These
stub -outs would bes along Overland to Main and to Ft. Kenay:for water.
�'. Sewer stub -outs on Peninsula to Willow, and on Marine, and Broad Ste to
the and of the paying; and Main St. to Etolin S/D.
Water along Marine, Peninsula; down Willow to curbs; Cook to
Riverview; and Russian Church and FBWL.
Sewer lines: a 12' pressure cast iron from treatment plant along beach
to Forest Dr, and up to Fathom Dr.; up Forest Dr. to 5th.
There would be 2 concrete wet wells with 2 siphons ea. to take care
of the flushing action needed; they can handlo 2,000 gals. at a "shot".
The sewage treatment plant can handle this.
Another pressure line would run to the edge of the bluff, up
Spruce, by the Catholic Church, to First Ave. (need 17' easement from
Swanson) up 1st to 5th.
A 10" water line would rtsn along the Spur to Etolin S/D cross over to
1st, up 18t to 4th; acroos 4th to Forest Dr.; down Forest Dr. to Fathom
Dr; stubs to 5th on on Birch Dr. and Forest Dr.; laterals on 1st and

down to Catholic Church.
Wells would be drilled in the approach zone area of the Float Plane
Basin; no storage.

With EDA help the assessment would run about lOt a square ft. for W&S;
without EDA they will be much higher. In fact, according to Galliett,
without EDA the entire project will be difficult, even by cutting, out
the East portion of the Project, which would have to be done.
Assessments would be figured on the frontage times a 150' depth,
the same as on the last system. Special agreements should be made with
:�asrge developers as the 150' depth would not be a fair arrangement for
the City, since the line would be serving a much greater area than on
the normal lot.
These assessments are for the mains only; street improvements
would have to be handled in addition and would run about 5C psf.
Paving assessments would be $17.61 per front foot. This compares
with a $20 per front ft. in Anchorage on a similar paving project.
Paving and st. improvement costs are borne 1/3 by the City and
2/3 by property owners on ea* side of the st. The City's share takes
care of the intersections. Improvements for paving also include concrete
curbs and gutters, with black top in the middle, and provides for a ten
year pay plan.
Street improvements without paving provide a 3' material rading
to drain, gravel to 1' depth, two traffic lanes and ample parkin on the
sides.
Stub -outs will be done first; paving depends on when the asphalt plant
is ready to work; two crews will have to work on W&S with 2 diggers;
the Original Towndite and West portion will be done first, and it is
hoped it can be finished by 15 August.
There was brief discussion on is-o-w for the underground tel. easements.
If EDA grant is not forthcoming, the project for W,S and sts. will be
chopped just East of FAA. Even the West portion will have real serious
problems with EDA help.
After some discussion, Morin moved, Cone seconded, to authorize
'.� the Mayor's trip to Washington to see about EDA grant for W&S. Motion
passed unanimously.
Harrison will first set up the special meeting with Covington Co.
call Bartlett, and if necessary, Mayor Dye will leave for Wash. right
after the meeting with Covington; possibly Tuesday a.m.
Cone moved, Bielefeld seconded, to approve the Master Plan for 167 W&S
as presented by Galliett. Motion passed unanimously.
There was discussion on assistance in getting the easements, construction
use permits, etce needed for these projects.
-- Seaman moved, Meeks seconded, to authorize the City Mgr. to hire
Richard Carrigan to obtain the rights -of -way for W&S. Motion carried
unanimously.
After budget time, the City will advertise for a man to act in three
capacities: 1. an Engineer for the City, 2. Dept of Public Works Mgr.,
and 3. Assistant Mgr. The budget will be undertaken when the Mayor gets
k back (if he goes).
Galliett has the complete materials list for sewer for the Wildwood area;
water will be done Monday; he advises taking a careful look before we
buy. The City will advertise 14 days; contractors will be fully informed

as to the materials on hand; a lot of the program will be broken into
deductible items, so portions can be deleted if necessetry.
Galliett and Council estimated about 2 weeks can be saved by hav-
ing some critical materials on hand; possibly even a month's time can
be saved.

Subject: Assessment Estimate,
1967 Kenai Street Paving
Dear. Mr. Harrison:
This letter transmits my preliminary estimate of paving
assessment for the 1967 Kenai Street Paving Project.
The project cost used is $300,000. This is broken down in
the attached preliminary project estimate. Generous contingencies
have been allowed in this estimate. The City share of this overall
project cost has been taken at $100,000.
The 1967 Kenai Street Paving Project includes paving, curbs
and gutters on the following streets:
