Members present - Chester Cone, John liulion, Billy McCann, Florin McCollum; Members absent - Bob Bielefeld, Carl Seaman and Mayor James G. Dye. Also present: Robbins.and Welsh of F.A.A.; G. L. Jaynes, Airport Mgr.; Lt. Col. Henry of Wildwood AFB, City Mgr. Harrison explained Council was to hear Galliett on W&S plans for advertising. Galliett outline water and sewer design, following the plans, page by page. Said outline follows those approved by Council in preliminary design at the meeting of S May, 1967. Barrow and disposal areas would be: each side of the gulley on 2nd, 3rd, 4th and Sth avenues; on flats at the end of Cedar; gulley by Russian Chirch, and along the Bluff to cover up the trash. Street improvements in conjunction with WFS would include: 1' gravel on top of adequate frost susceptible material; taps on the mains; burrowings under the high- way; monuments restored; manholes and lift stations. Galliett outlined the areas for street paving: Main, Overland, Mission, Willow, Pen- insula, Broad. Council will consider paving Bluff instead of Broad. With the exception of Main st. which will be paved to a width of 401, all other streets will be paved for 36' • Next priority for streets would be Upland, Cook, Alaska (if not vacated), Highland Way (if not vacated), etc. The biggest problem is in getting rights -of -way in some areas. May have to bore under old PNA Bldg. This will bear more thought. Harrison will consult with the Atty. on declaration of taking procedures, etc. AS will be bid together; paving by itself and will come later. McCann moved, Hulien seconded, to table water, sewer and paving plans for fur- ther study. .Motion passed unanimously. Allan Corthell presented final plans for the airport run -way extension. This is a $703 300 project to be financed thusly: FAA, $444,000; State $2379364 and City $210900. It will extend the run -way by 2500' with paved turn around at the north end; will pre- pare the airport for jet traffic; will provide installation of emergency power plant, taxiways and parking apron. This taxi way will be separate from the run -way, so that the airport can handle 75% of the operation - jets turning on the North end would tie it up. Will also provide for paving in front of Terminal Building and ramp lights. There was discussion on the float plane basin. Of the total cost of constructicui, costs are: Construction, $600,000; Engineer- ing, $69,000, Administration, $21,000 and Contingencies, $5300. McCann moved, McCollum Seconded, to approve the plans and specs for bid with in- structions to the engineer to insert Sec. T-14 and T-15, contingent on approval from the FAA. Roll call vote passed the motion una n im o u si )y The engineer will circulate the invitations to bd to contractors. On Item 4, Gas, Harrison said he had received the plans at noon and he had. no recom- mendation now, but suggested Council hear Hunsuck, and take action later. Hunsuck outlined the final gas design as presented to Council at the meeting of 5 April, 1967; specs were not available as the City is still negotiating with a pri- vate coagiany; the agreement is in the hands of Atty. Richard 0. Gantz who meet with Council next week. There was discussion on franchising vs. City -ownership; route of gas lines; service to Wildwood. Council, Harrison and Col. Hendry will meet with the Air Force in Anch. next weeff. Harrison reviewed the actions on CAP ground. McCann moved, Huiien seconded, to table gas plans for further study. Passed unanimously Harrison will look into jurisdiction over speeders an the Military road.
