Also present: Richard Carrignan, Asst. to the City Mgr., and Harold Galliott, Ling: Galliott reported the plans acid specs have boon completed and hand carried to HIM in Seattle; LDA has about finished with reviewing it, having Riven it priority over about five other projects ahead of ours. This was due to his being present; had it boon in the mail, no tolling when they would got to it. 'rho Health Dept, now is lookint,+ them over, then they go to the Fodoral Water Pollution Control Board. The latter will not give an, opinion until the State Iiealth Dept, rules on them. RDA wants additional data which will take two or throe days to compilo. Changes are being made all the time. Galliott also cautioned that we would have to be very careful of the telephone cable as they are running lines all over the place. The biggest problem is on rights -of -way; anytime you have a million to 1 1/2 million dollar project, there arc many r.'s-o-w to be obtained. A declaration of taking would take 20-30 days. We need one small piece by ►Polls' and one by Swanson. Council says if this proves difficult, we should go on 2nd Ave. instead of First. The next big r.o.w. problem is by Lafflee's place on the bluff. Galliett thinks the Bureau of Indian Affairs can be worked with; ndtutally we will try. On the need for advertising: RDA says plans must be approved firsts else we advertise at our own risk. If the contract is wrong so that they cannot approve we either have to change it later and if they still can't a roves we lose our grant. The construc- tion season is dribbling away. At the probable rate of progross we may not be able to finish the entire project this year, the' we certainly will try. We must get r's.o.w.; government approval, advertise and contractor's must got equipment and materials, etc. RDA says we must advertise 30 days, but can request ponnission to advertise only 15 days; approval for this must come from Washington D.C. Cone moved, McCann seconded to request authorization from RDA to advertise only 15 days for bids on W.S. Proj.00M-00271. Roll call veto: Affirmative - Bielefold, Cones McCann, McCollum, Seaman; Negative - none. It does not have to be nationally advertised as the W(O aspect will not amount to a.million dollars. Concerning the WOS Materials Purchase: Galliott recommends the City accept the Western Utilities bid :for all items except the ono they ommittod, and lot the contractor make his own arrangements on that item. The cost would be $80,000 loss the 8 or 10 thousand for the pipe. The FDA contract purchase form must be used. Harrison says Western Utilities is stocking a warehouse in Anchorage now; this will reliovo the City of carrying big inventories. Also Mr. Blackard, FDA man, will be here next Tuesday. Cone,:mbved, McCann seconded. Council authorize the City Mgr. to make the award on the W&S materials bid to Western Utilities, subject to approvol by the vendor of the standard RDA purchase caitract. Motion passed unanimously by roil call vote. Considerable discussion was given to the route of the lines by old PNA Terminal. Gall- iett will try to got permission from Mr. Bill to go under the bldg. A change order can be executed later if this is not possible, and we can go around, rahter than under . Also need r's.o.w. on Riverview, Munson Lane, upper and of Cook, and something should be done to tie in Broad St. This latter is in the specs as an alternato and would cost about $5 000 to move Tides Inn, etc. Galliett and the Mayor will taX with CAMSiel on this. Cone moved, McCollum seconded to authorize the City Mgr. to advertise for bids for $WS for 15 days and if 13UA doesn't approve it can he extended to 30 days. Motion passed unanimously by roil call veto. Harrison called attention to problems with r.o.w. on the street improvement portion of the project. With consent of Council this was added to the Agenda. 11e said the City was going to have to purchase three buildings: 1.. Showalter's house 2. Old Kenai Commercial Bldg. and 3. one by Vic Segura's. This will cost the Chy well over $30,000, and we cannot handle it; in addition the Street to be povod will service ompty lots, and thoso on the Bluff side are about 10 to 20 feet wide. It is not reasonable to improve this street in this manner; it would be much bettor to pave Cook from junction with Mission to Main St. Galliett says this should be a 50' st. and the City Mgr. thinks there would be no big problem with rights -of -way. There was considerable discussion and study of the map. Council thought this was a vety.-good-idoo hnd-w8e,7g0iUg,t0considor it later, but Galliett said if they in- tended to change it, he needed to know as he is getting his design in final shape, and would have to put a draftsman on it right away. McCann moved, Cate socondod, to change the paving design from the East end of mission to Cook Ave. between blocks 15 and lb, Original Townsite. Motion passed unan- imously. There may be a special meeting next Wednesday to decide an advertising for bids for street improvements. Galliett will work night and day to try to get all this stuff ready, but was instructed to give priority to W&S. There was sane discussion on bids on 114S and Gas for CHAP. These will be an- nounced tomorrow night at regular Council meeting. Harrison announced Phase III bids would be opened first and that all bids had been properly received; that none were in the U. S. Post Office at Kenai. lie asked if all had reviewed the site of the Project and if there were any questions. Bid tabulations are as recorded on attached shoot. Only lump sum bids wore road. All bonds will be reviewed by the }ingineer as will item bids. +, Bids for Phase IV, Gas,were opened next, and are as per attached sheet. Only lump sum bids were read. Unit bids, bonds, etc., will be reviewed by the Engineer. Harrison thanked all for participating and said awards would probably be made at tonorrow night's Council meeting but would be subject to approval by UDA. He announced the City=s projects coming up; i.e. water,: -sewer, paving and street improvements, and invited them to participate.
