MINUSTUS OF SPLCIAL CODICIL AUTING, NMN M ROYAL RUDMJBT, 22 JUNL, 1967
Called for the purpose of considering bid award on Phase IV, Project 007-1-00058,
Gas Distribution System, CIIAI', and to consider assignment of a lease in SAA.
Members present: Mayor Lye, Billy McCann, Florin McCollum and Carl Seaman; mem-
bers absent - Chester Cone (arrived in time for vote on the last question),
John Hulien and Bob Bielefeld.
Also present: City Mgr. Jams W. Harrison and Lngr. Frank Wince of ACLW.
Wince stated the Mechanical kngr. Hunsuck, had called from Anchorage and reported:
Ken M. Ilinchey intends to be President of a new company; financing comes from his
father; he has hired Ralph Morava who has had many years experience with gas lines,
having worked on the Whittier -Anchorage Pipeline and with M-K Co.; Morava is also
certified by the Corps of Engineers as a welder - however ACLW will re -certify
all welders; a Mike Beaver is to be the excavator; they inted to hire wilders
thru the local union rather than Tulsa; they have the equipment and can get mat-
erials; they can start within two weeks, or immediately thereafter.
Wince recommends the contract be awarded to Hinchey. There was some dis-
cussion as to what would be to the best interest of the City.
Seaman mcmad, McCann seconded to accept the engineer's recommendation to
award the bid on Phase IV, Proj. #07-1-00058, (Gas) to low bidder Ken M. Hinchey
Co., subject to EDA approval. Motion carried unanimously.
Harrison explained Bolstridge and Smith, for financial reasons needed to assign
lease to First Fed.
After brief discussion, McCann moved, Seaman seconded, to authorize the
City Manager to approve the assignment of lease by Solstridge and Smith, on Lot 6,
B1. 5, Small Aircraft Apron to First Federal Savings & Loan. Motion carried unan-
imously.
