Roll call: Members present - Chester Cone, Florine McCollum, Carl Seaman and Mayor
James G. Dye: ,Members absent: John Hulien and Bob Bielefeld who were out of townp
and Billy McCann who was representing the City at a Boro Assembly meeting.
Also present, City ;Mgr. Harrison.
Agenda Item 1. The City Manager presented Ordinance #115 Granting a Franchise for
a Gas Distribution System.
The Mayor affirmed this has been duly publicised, advertised and public hear-
ings held; in addition to the regular public hearings at the readings of the Ord-
inance, a special public hearing was held on 21 .Tune.
This meeting was opened to public hearing; there were no objections from
the floor.
Cone moved McCollum seconded, to adopt Ord. #115, Granting an Exclusive
Franchise to Kenai Utility Service Corporation For a Gas System Distribution System
in the City. Roll call vote: Affirmative - Cone, McCollum, Seaman, Dye. Negative -
none.
2. Harrison presented Res. 67-41 accepting a Replat of Lots 2,3,4, 81. 60 East
Addition, explaining these lots were very small, and in order to get financing, the
owner had to place his two buildings on larger lots, therefore he was making two
lots out of three.
Council said the owners should be notified in writing of the erosion problem
on the south boundary of these lots along the Bluff.
Since the Planning Commission has approved the Plat and Harrison says every-
thing is adequate, Seaman moved, McCollum seconded, to adopt Res. 67-41. Motion
carried unanimously.
3. Harrison said the Administration needs directing as to amounts the City might
be able to pay for easements for bond projects.
Council says on streets, if the owners do not want to donate easements, then
the streets will not be improved in front of these lots, the routing will be changed;
an 1V4S, Council thot 254 per sq. ft. could be a starting point, 'the there isn't
much money in the program for payment for rights-oi-way.
There was some discussion on the EDA project in CIIAP.
Meeting adjourned 8:20 p.m.
