To consider casomcuts for the Sumnor Projects: !Water, Sower, Streets, Paving, otc.
Roll call: Mombors present - Chester Cone, Billy McCann, McCollum and Carl Seaman,
Members absent - Jolm flulion and Mayor .James G. 11yo. Robt. Bielefeld came later.
Also present: City Manager James W. Harrison mid his assistant R,li. Carignan.
Carignan reviewed the status of the easements for water and sewer in order to bring
before Council the main problems to be resolved. in Sec, 6
The first big problem is getting by the Uva Lorenzo Proporty/between the
gullies by the Inlet. The City needs a 200 ft. strip through her land and would like
to offer to pay her hookup fees and assessments on sewer for this easement. This is
a largo right-of-way, but the line makes a curve here and this is also the site for
one of the siphons.
After brief discussion, McCann moved, Cone seconded to authorize the City Man-
ager to complete negotiations with Mrs. Lonazo. Motion carried unanimously.

The next problem on L, 32, Sec. 31 may be solved by tradingiLot 31 for the R.O.W.
An easement from John Swanson property can be avoided by using the BUM r.o.w. if the
Engineer says okay.
For easement from Bill Wells, Couancil studied the map and discussed the trade of land
he wants to make; i.o., some ground in north-east corner of the City 's land adjoining
his 1. 18 and a 6 ft. easement to got to the cargo door of his building.
McCollum moved, Bielefeld seconded, to authorize the paper work to be prepared
to transfer property with Bill Wells. Motion passed unanimously.
The route under or around the old PNA building will be solved when we know the costs
of each method; and when we know for sure who owns the building and ground; i.e.
either Mr. Stone or Mr. dill. In any event, both men are amenable to giving a R.O.W.
The 5' needed from Mrs. Miller will likely be arranged by trading for street vacation
on the east of her land.
Mrs. Munson will be served from Roberts• place, thus avoiding conflict with !Cooley.
Oa F.A.A.: The Airport Land Fund will pay the assessments; Kenai Pakcers doesn't
want water but the line built to that property will be large enough for future ex-
pansion; fhe City will pay the difference in cost between this future need and what
the FAA needs. After considerable discussion,
Bielefeld moved, McCann seconded, to authorize the City Manager to proceed with
negotiations with FAA thusly:
1. The line will be totally paid for by FAA in lieu of installation costs.
2. The line will be dedicated to the City for maintenance.
3. The City will pay the cost of any size of sewer line above 8" and of water
line above 611.
4. The line would extend to the Daubenspock property.
S. The City will refund to FAA on a pro rata basis any annual increment of
the total installation fee based on a 10 yr. depreciation.
Motion passed unanimously. Harrison said they will not want this until Spring.
There was some discussion on street easements, paving easements, etc. but no action
taken as water and sewer are the primary concerns now.
There was also discussion on relieving payment of assessments for some owners
f' Who are unable to pay. Council is against forclosing on these people.
Harrison announced the Pres. of Western Airlines would be in Kenai Friday at 4:30; and
there will be a ribbon -cutting of the Home Hwy. next SuJV. .4(
Meeting adjourned at 9:30 p.m.
