Roll Call: Members present - Bob Bielefeld (part time), Chester Cone, Billy McCann,
Florine McCollum and Mayor James G. Bye; members absent - John I-lulien and Carl Seaman.'
Also present: City Mgr..J, IV, Harrison; Harold Galliett, Tingr.; Asst. Fire
Chief, .Jim Doyle and Planning Commission ,Member Gene Morin.
1. Harrison explained, in order to follow the wishes of Council, it was necessary to
create Job Classification #0201 for Fire Chief.
McCann moved, McCollwn seconded, to create position #0201. for Fire Chief. Motion
passed unanimously.
There was considerable discussion on amending the budget to fund this job. Res.
W-44 explains the changes made, and is a part of these minutes.
McCann moved, McCollum seconded, to adopt Res. 67-44, Amending the budget to
Provide for Funding for Position of Fire Chief. Motion carried unanimously.
Harrison said he hoped to hire Frank Wisecarver at 8 a.m. tomorrow; he will be
a full time employee, under the CIty ,Mgr. as the Code requires. This amendment to the
budget does not cover the City's share of FICA withholding or Group insurance - Har-
rison is hoping for a miracle to meet this expense.
3. The order of business was changed so Bielefeld could hear Galliett's presentation
for design of the Street Paving Project, as Bielefeld had a charter later.
Galliett explained the specs and bidders doctnnents, showed the routes an the
Plat and answered Council's questions. 60 calendar days are provided for the Project.
Bielefeld left before the vote:
Cone moved, McCann seconded, to accept the plans and specs for Street Paving.
Motion passed unanimously with the Mayor voting to fill the quorum.
Cone moved, McCollum seconded, to start advertising on Wed., 2 August with bid
opening date on 18 August, 1967, at 2:00 P.M. Motion passed unanimously.
Galliett says the documents are all standard government documents which are
familiar to the City and to him.
Council feels there will be some good companies bidding on this project as well
as the Water $ Sewer job.
2. This is a routine matter for the convenience of the Alaska Oil Tools.
McCollum moved, Cone seconded, to approve the assignment of lease of Alaska
Oil Tools for L. 4, 31. 2, CIIAP. Motion carried unanimously.
Council gave some time to discussing the coming Bore meeting in line with the Agenda;
+ i.e. Ord. on Mobile Trailer Court, agricultural land. Council agreed our representa-
tives, Billy McCann, should protest passage of Ordinance #49, Relating to Qualifications
of Boro Assemblyment and Declaring an Emergency.
Morin discussed some aspects of City's policy regarding City-Boro relations and asked
for guidance.
Council adjourned at 9:50 for an executive session to discuss gas rates to-Iildwood.
