anniversary. Council heartily concurred and will form a plan for so doing.

At the request of the Atty., the mooting adjournod to the City Mapagor's office for an
executive session to discuss rights -of -way and easements for tiro Airport Approach Zone.

Roconvening, after 30 minutes Council changed the Order of Business to discuss Itom
P-1: Contract with State Police. This is the same as for proceeding years, except tha
cost is higher; now is $17,050.00. Thorn was some discussion by Council and Corporal -
linglish;..Council was interested in figures for oxtablishing its own City police Pores;
Harrison estimates the cost to be about $50 000 for a three man force, cars, radio,
jail budget, etc. Harrison also suggestod the present contract should stipulate:, No. 1.
Police would also be under the jyrisdiction of the City, at least enough to lend legality
to their actions in our behalf; 02. that the contract should state they are responsible
for enforcing the City's ordinances.
Cane moved, Bielefeld seconded, to accept tho police contract with tho two changes
as sot forth by tine Clty Manager. Motion carried unanimously.
The City Manager roportod:
1. Pt. Kenai will be dedicated at 2 p.m. 7 Aug., 1967• this is also Military Day; the
Mayor will welcome the gcosts; there will be some Military people hero.
2. It is nocossary to have a special mooting Saturday 5 August 1907, at 2#00 p.m. to
consider the water and sower bids on project 007-1-002f11 which will be opeinod Friday at
2 p.m. The lingr. will need 24 itrs. to analyze the bids. Harrison will not be here, but
Jaynes will.
3. A letter from the Alcoholic Beverage Control Board requests a meeting with Council
and bar ownors; this will be Wed., 0 August at 8 p.m.; Council will also canvass tine
ballots and receive the bids on the bond sales at this meeting.
4. The power requirements for Wildwood next year are estimated to be about 675 KVA or
4 million kWh per year - this is almost triple the present needs.
5. Harrison requested authorization to borrow $20,817.11 to pay Nnpr. for WiS - this is
to be borrowed against the bonds and grant money.
Seaman moved, Cone seconded, to approve the loan from NBA for $25,817.11 to pay
Galliett on project #07-1-00272. Motion carried unanimously.
Ile will wait for money to ray Rivers on Airstrip Extension as we are applying for
partial payment from N. A. A. and from the State. Winco will look into this.
6. Harrison asked for authorization to announce the amount of money availablo from EOA
prior to opening the bids on W&S.
Seaman moved,; McCollum seconded, to authorize the Bity Manager to annoutcc open-
ly and publicly the amount of money availablo for LUA, 11-8 project 1107-1-00281 beforo
bids are opened. Motion passed unanimously.
7. Kenai has received a good sharp of 8DA monies being dispersed by the lied. Govat'.
$502,000 is one of, the larger appropriations.

during construction of Terminal Building.
17. Council authorized Harrison to draft conditions of lease for Tract U-1 to put it
in private hands; this would be Commercially zoned - possibly for retail services; the
two year development plan, with throe year; to complete is too long - this will be
changed.
18. The Atty. had suggested a proposed rebuttal to the article in the ". oochako News
last week.
19. Pletcher Theatres requested a transfer of lease to expedite financing.
Bielefeld moved, Cane seconded, to transfor the lease of W. U. Fletcher, Lot 9,
Aloyeska S/U, to Konai City Dovolopmont, Inc. to NB of A and/or SHA. Motion passed unan.
Minutes of tao meeting of 17 July, 1967 were corrected and approved.
Minutes of the meeting of 19 July, 1967 wore corrected and approved.

Seaman moved, Cono seconded, to approve Ord. #119, Amending the Nat'l. Electric
Coda of the Nat'l. Piro Code, Sec. 17-8-(G) for first reading. Motion passed unan.
F-4: McCollwn moved, Soamau seconded, to accept the gravel bid of Better Concrete
Products @ $.50 per cu. yd. Tisis was the only bid received, though invitations were
mailed to several companies. Motion passed unanimously.
SoCoPro will advertise in the paper according to the Charter if this applies.

to Kenai Stool Bidgs. They are putting a 60' x 36' office building here, which will
face the other street. Motion carried unanimously,

G-2: Carignan brought Wuacil up to date on casomonts for WF,S Projects and presented
Ros. 67-46 authorizing the City to trade laid in Lot 33 for r.o.w. thru Lot 32, all
in Sec. 6.
Seaman moved, McCollum seconded, to adopt Ices. 67-46 authorizing transfer of a
portion of land in L. 33 for WETS r.o.w. on L. 32, Scc, 6, TSN, It11W, S.M. Motion
passed unanimously.
11te r.o.w. from Bill Wells will not be needed as we will swing the line over.
In brief, W&S easements are finished; still need some for paving.
Harrison requested authorization to sell Lot 31 and to advertise on approved de-
velopment plan. Council says okay; this is a small triangular lot of no good to any-
one right now.
CHange Order N3, Phase II, CIIAP, has been approved; will take about ten days
to got the water up Willow Street.
A letter of intent of notice; to proceed was received, but documents have to be
approved before the Notice can be issued.
G-3: Harrison presented lies. 67-45, Amending Res. 67-39, providing for alternate no-
tice in newspaper for Notice of Special Election.
Bielefeld moved, Cone seconded, to adopt lies. 67-45, to advertise Notice of
Special Election in Vie Cheechako News. Motion carried unanimously.
Harrison says the National Guard is going to switch corners in the Municipal Park so
they can boar some of the W$S assessment; this will also give them a better site
for their development plans.
The Planning Commission is recommending changes in the requirements in the Zoning Ord.
for side yeards, set backs, etc. and will hold public hearings on this and the size
of lots in various zones. Council discussed this and changes in the S/D Ord. and
agreed we should be as lenient as possible, but we are growing so fast, we mast watch
that our City follows an orderly pattern.
There was some discussion on Boyer's letter; this will be referred to the
Boro Sanitarian.
Betty Warren gave a brief resume of the Boro meeting; the City resolution on the mill
levy was voted down.
Following discussion of the article in the Cheechako, Cone moved, McCollum seconded, to
put letter in as paid advertisement and sign it by the City Council. Passed unanimously.
There was discussion on speed limits double striping of Highway, etc.; Harrison will
talk this over with the District Eng1neer for liwys.

A RESOLUTION REQUESTING THE RE -CONSIDERATION OF THE TAX RAISE BY THE KENAI
' PENINSULA BOROUGH FOR BOROUGH PURPOSES.
WHEREAS, the City of Kenai, representing the citizens within the corporate
limits of the City of Kenai, have been advised that there has been a tax
increase from five mills to sevem mills for borough purposes in the Kenai
Peninsula Borough.
AND WHEREAS, at the present time there is no capitol improvement program
approved by vote, by the people of the Kenai Peninsula Borough, justifying
the collection of funds for the purpose of accomplishing capitol improvement,
programs,
AND WHEREAS, the operation of the Kenai Peninsula Borough, excluding such
capitol Improvement programs, can well be taken care of out of the already
existing five mill levy.
NOW THEREFORE, it be resolved by the City Council of the City of Kenai, that:
1. The Kenai Peninsula Borough Assembly, be and here is respectfully
requested to rescind their action setting a seven mill tax levy for
the 1967-68 fiscal year and that said tax levy be not to exceed five
i mills.
2. That the Kenai Peninsula Assembly, immediately bring before the
public, the comprehensive bonding program for the construction of
schools or other capitol improvements for the borough.
