Harrison and Kenai City Linlit Foreman James Goff. B-1: Clarence Ladd asked Council to do something about relievinv the congestion on streets by Standard Center Service Station. Impoiuided cars are being parked in such a manner as to impede traffic and create a hazard. Harrison talked with the State Police regarding impounding cars that are ob- structing traffic and anain the past few weeks; Council agreed a letter should be directed to headquarters of the State Police asking assistance in eaforcine. our traffic and parking codes. B-2: Roy Tietjen requested approval of Council to switch from City power to that of H.E.A. tie has just purchased a new motor for his drying; machines at the Laundromat and says lie should buv two more due to the fluctuation in power and to low voltage. Harrison says the KCL crew is working every available day -light hour to in- stall a new substation which would relieve the situation; they hope to get this in by the first of the year. Cone, who is on H.E.A. power and also runs a Laundromat, says he would be no better off with H.E.A.; that lie is losing motors also. Council asked Tietjen to continue as he is until the first meeting in January, when the matter can be reviewed, and when the new substation should be in operation. Tietjen also asked about a refund on deposits made; Harrison says the Ord- inance says deposits cannot be refunded unless the customer is discontinuing City power; he thinks the ordinance can be changed to refund money tc those who have been customers for two years and who have been prompt with monthly payments on bills, as long as the utility is keeping up with the ratio of debt coverage required by law. C: Minutes of the meeting of 6 December, 1907 wer approved. E-1: the CIty Manager reported: 1. James Hornaday has resigned from the Planning 4 Zoning Commission; before Council appointes another member, Harrison suggests Council should adopt a resolution with requirements for a member of the Commission, i.e. three year residence in the City, owning real property, and requiring automatic removal if the member misses three con- secutive meetings. Council agreed this should be done. 2. The Chamber of Commerce asks the City work with them on a legislative Work Session with our local representatives the week before the Legislature opens - about 10 January Council thinks this is a rood idea. 3. Martin Construction Co. has been taking sand from airport pit thinking they had permission to do so; they were told twice by the W&S Engr. not to use City material on other than City jobs; Harrison askes permission to charge them at $.20 per yd; Council agreed. 4. Council instructed three letters be written reaardina thn telephone service in this area; since the officers have met with Comicil and have promised various actions to improve the service, Harrison asks if he shouldn't hold off wri.tina, said letters until they have time to follow through with their plans; Council says okay to wait, but to review the situation at the last meeting in January. The furnace from the Fire Hall has boen at the Shot, for about a year but has never been installed; nn one wants to do the duct work on it, but prices for installing would be $b00 plus the duct work; KUSCO offers to install natural ('ns heaters for $1480 which covers everything but the electrical work. In order to bring terminal bldg. rents up to what the feasibility study showed was necessary, farrison provoses to nortion off the large office room on the North end of the bldg. Billy McCatui reported on the last Borough ` octinr.: 1. Tac AsscnUaly granted Collier Carbon a tax incentive for ten y(-ars ; i.e. they will pay $116,000 a yr. in lieu of taxes. 1. The City of Kenai said they would no along with speriding $5,000 for Planning with ASIIA if the pooplo outside Cities ccnnt it. 3. 'Phe Agsomhly seems to he in favor of joining the /41. 4. The next meeticig will he in Seward. S. The Boro is nutting out information on where and ,that the new school construction will he. Harrison said he had met with Peni,n-:ula City Managers last week and they sug- gest asking the Assemhly to take no more action and to amok no more decisions on Plan- ning and Zoning until a definition can be rendered as to what Planning, and Zoning cinsists of; the Local Affairs Agency can define this comnlex subject; then the Borough and Cities can have a guideline. Also, there will be a City 14gr. present at each [lore meetinv,; this should establish better relations between Cities and the Boro and assist in closer cooporation Atty. Fisher reported: 1. He had just presented Harrison with an opinion as to the legality of the title to a building the City is contemplating acquiring* for the ;lunicipal Park. The title appears to he okay except for one siminture. 2. fie has had some difficulties with conflict of interest betweon clients and the City; in these cases he has notified both the client and the City immediately. 3. Sen. Bartlett has introduced a bill for transferring the flealth Center Site; If necessary the City will send a witness to testify when the hearing is called; Har- rison will ask Bartlett if this should be done. 4. There will he a water polution control Seminar on 17 •January in Anchorage; the City should sond a representative; he may be there himself. With consent of Council, the order of business was changed to accomodate Mr. Dieter Meier waiting in the audience. F-G: The City 4igr. presented Ord. 0130-Z ing ('.hange #11 and explained three public hearings had been hold for changin the NO Sec. 35, T6V, 1111110 S.H. from rural resi- dential to General Commercial and that no formal protests were matte. The Ordiance was read and discussed; there were no commonts during the public hearing. Cone moved, McCollum seconded, to adopt Ord.. #130 for first reading and as amended. Motion carried unanimously.by roll call vote. Harrison suggested Mr. Dieier could get his premises ready for business, put- ting up signs, etc., but wait until the second hearing and passage to nctuslly con- duct husiness- `Ar. Meier also acknrnrledged ho would he responsible for moving his building at his own expense if it is discovered in the future he is too close to the r.o.w. and has not allowed for the 40' marginal road required on alt lots tined for comnvrci.al p►irposes in thr! ro-zoned area. F-3: Letter from 'I'nor^rimson says it is all right for the City to buy KCL revenue bond: with delivery In 1969; we would not buy them now, but would sign a commitment to do so in 169; the City is required by Ordinance to call up $10,000 in bonds in 109 and by taking advantage of the offer of 'Mr. Moyer, we can solve ourselves $500.00, as we are buying at 97.5 instead of paying; a premium of 102.5. McCann moved, Bielefeld seconded. to purchase the hond.,; in 1969 as per Mover's offer. Motion carried unani.ously by roll call vote. site F-5: Harrison nresentod the deed to the Armory/which roes to the National Guard as long; as the site is used as an Armory; otherwise it would revert to the C ty. McCollum moved Cone seconded, to authorize the execution of the deed to the National guard for the Armory Site. Motion carried uanimously by roll call vote. G-1: After some discussion, it was decided the City would advertise 1/2 page at $175.00 in the Fairbanks News Miner's annual edition if the Kenai ad is in with the rest of the Peninsula's. G-2: Bielefeld moved, McCann seconded, to approve assignment of lease of lot 5, B1. 6, CIIAP. Motion carried unanimously. G-3: Harrison presented the lease and option on Fidalgo Commercial Center and S/11. After brief discussion, McColltun moved, Bielefeld seconded, to authorize the City Mgr. to execute the lease of Fidalgo Commercial Center and the option for the rest of Fidalgo S/D. Motion carried unanimously. G-4: Cone moved, McCann seconded, to authorize the lease of the small office in the Terminal Bldg. to Jack Peck. Passed unanimously. G-5: Bielefeld moved, McCann seconded, to approve application for gamos of chance and skill for the Chamber of Commerce. Passed unanimously. Since bothe the Mayor and Vice Mayor will be out of town, Cone moved, Bielefeld seconded, to elect iiilly McCann as acting, Mayor until Dye or Seaman are back in town. ;Notion carried.
