Roll calls Members present - Bud Lofatedt, Billy McCann, Roger Meeks, gene Morin,
Carl Seaman and Mayor Jumus Uyos Members absent - Cheater Cone.
Also presents City Mgr. .tames Harrison, City Atty. James Fisher, 'terminal Bldg,
Architect Arthur Bunnell, Utility Supervisor C. E. Lyons, Sltop Supervisor. Wayne Wade,
and Planning Commission members Ituby Coyle and Catherine Malone.
Cosby Steen, District 8ngr. for Department of Highways was in the audience, accom-
panied by Bill Hopkins, Assistant to the Governor.
Council directed discussion to them covering extension of the airport runway,
road projects and dock and harbor improvements.
One of the main concerns was whether or not the State was going to pre-empt
Federal Aid to Airport Funds for use of State -run airports. Hopkins nor Steen knew
tine answer to this.
Atty. Fisher also suggested Alaska's position, as a whole, whould be bettered
by having Kenai as an alternate landing field to Anchorage.
In answer to a question, Steen said the Dept* has some plans for beautification
of the highways, but nothing specific as yet. Their landscape artist in Juneau is
working on the project, and they do have specs on the best kind of grasses, seeds,
etc, to plant in various spots.
The re -modeling of the highway between the high school and Wildwood will be
according to the existing road except for the curve by the airport which will be
straightened somewhat. This still must be inspected and approved; a public hearing
must be held; estimated time - two or three months.
The Mayor suggested a letter be directed to Highways thanking them for the
cooperation they have shown on road projects on the Peninsula; the people are more
aware of what's being done, what the plans are, etco than ever in the past.
Seaman moved, McCann seconded, to write a letter to the Dept. of Hwyas thanking
them for their cooperation and expressing, appreciation for work done and urging a
continuance of their good efforts. Motion carried unanimously.

1. Letter from HHFA was received reminding the City they had to approve any interim
finaaeittg agreement the City might enter into, and that a Construction Fund had to be
set up.
2. Sitka Day, 13 Feb is to be observed to raise funds for restoration of the Russian
Orthodox Church in Sitka. Lowell Thomas, Jr. will show his latest pictures "Adventure
of the South Pacific"; Admission fees Adults-$2.00, Children - $1,00; 3/4's of the
proceeds will go to the Church Fund. All agencies are urged to contribute on this day,
so can be presented at the same time.
..� 3. Invitation from Alaska Federation of Women's Clubs to meeting will be channeled
to local Clubs.
4. Letter from Pacific Fire Underwriters says they will let us know later what our
rating will be. There was some discussion on fire insurance rates, etc.
S. Letter from USPHS with final payment has been received. A more detailed report
j! will be made on this at the next meeting.
ii 6. Letter from Collier Carbon Chemical Corp. says they appreciate the interest, and
' the comprehensive letter from Galliett pointing out the advantages of constructing a
' plant in this area; they say Kenai is a potential site along with 2 or 3 others.

Item F-2t CAB hearings
The Atty says we have testimony from all Civic organizations in this part of the
Peninsula; he and the City Mgro, are representing, the City at tho Counsel table.
Titus f.ar, the testimony has concentrated around Homer-Seldovin.
The Union Oil Co., Pan American and Sholl have presented impressive statistics
on their use of PNA for their industry; copies of testimony were obtained for the
City's use; cross examination revealed that Pan Am's business expects to double
next year, yet their activities will represent only 15% of the total. Only one
Oil Co• uses Cordova more than PNA, and they expect this to chnnre as soon as their
work moves to the Cook Inlet area instead of Swanson field.
Harrison says it is a very fair hearing; there is a wide latitude in allowing
questions and the examiners seem interested in getting all the facts.
The City will send a letter of thanks to CAB, after everything is over, ex-
pressing our appreciation for holding the hearing; in Alaska.
Harrison pointed out to Stoats that cross examination of Lars Johnson, Director
of the Division of Aviation, failed to get an answer from him as to whether or not
the State intended pre-ompting FAAP funds for State-owned airfields. Copies of the
testimony from the 3 011 Colso will be given to Steen and Hopkins, along, with copies
of letters giving the background of the City's request for an expansion of the run-
way.
The Mayor revaiwed briefly his interest in the City Dock area, and stated the oil
industry is going to need a Central Supply Point, and will need it soon. The Corps
of Engineers has said it is possible to make Kenai this Point by 1, dredging and
2, eliminating the ice. Tile latter seems to be no problem.
The City will not object to any dock facility going in along the T.nlet, but
neither will we refrain from trying to establish this Central Supply ?oint for the
industry. Wo have not only the Docking Site, but all the related businesses that
are needed for their purposes -- and what ones are not here can easily he estab-
lished.
The Mayor, while interested in maintaining hin own interests in the Dock If
possible, says lie would Rive it up in a minuto if it would accomplish the purpose
of dock construction and establishing harbor facilities. He requests permission
from Council to pursue this matter. Council agreed he was in the best position to
do this; and at the same time, the City Mgre will investigate possibilities of
obtaining grants to supplement any bonding that might be necessary to develops n dock
Seaman moved, McCann seconded, to give the Mayor authority to pursue negotia-
tions with the Oil Companies for planning dock and harbor facilities in the mouth
of the Kenai River. Roll call vote passed the motion unanimously.
The Mayor also stated Union Oil is interested in an option to buy Lot 1, Aleyeska
Subdivision.
Morin moved, Meeks seconded, the City Mgr* be authorized to negotiate with
Union Oil on Lot 1, Aleyeska S/D, in accordance with City policy. Roll call votes
Affirmative - Lof stedt, Moeka, Morin= Negative - McCann, Seaman.
Item F-lt Terminal Building Bids:
Bunnell presented a letter showing the results of negotiations with Leonard
Thomas, representative of J.B.Warrack Co. Letter is included in these minutes.
There was considerable discussion as to further elimination of -ostly items, and
also addition of further charges, i.e. interest on the loan, etc.
Morin moved, Seaman gecondod, to make the tentative award, subject to HHFA
approval, to J. B. Warrack Co. Roll call vote passed the motion unanimously.
Bunnell will continue to work for further deletions of coats.

Item F-5t HCA Conferences
Harrison reported he, Lyons, McCann and Fisher had met with Larry harnen of
REA to discuss the proposed agreement for the Ci.ty's purchase of REA facilities
within the City. They are sticking with their price of $165#000 loss $160000 for
the transformers. Harrison recommends buying the transformers as it is less ex-
pensive to up our voltage to 1440 than to change all transformers; this would on -
tail a change in the substation by Luke's. It in also better to gradually bring
the woold system up to 1440; would be cheaper to operate and would bring better
service to the customer. He also recommends keeping the meters as this would el-
iminate our crew from having to change them, and would let them be avnilablo for
other necessary work.
REA wanted to limit the City to the customers we are now serving outside the
City Limits. We want to serve within 1/2 mile of the transmision line from the
power source. They appear to agree with this, if they will have the right to com-
pete for new services, along with the Cttyp in this "zone". Harrison says this
seems reasonable.
The City cannot agree to payment of $239573 for lose of earnings, and further
claims for severance damages, etc* will have to be worked out.
Harrison suggests the Council study the agreement and take it up for action
after the CAB hearings are finished.
Item F-48 Purchase of Lots owned by Poses
Mr. Art Foss is now willing to sell his lots adjacent to City Hall for the
highest of the three appraisals submitted several months ago. Harrison recommends
the City purchase these, subject to approval from the Planning Commission, as they
are necessary to the City's plan to widen Main St. from Peninsula Ave. to Minsion.
Seaman moved, Masks seconded, to buy Lots 4 and 5, Bl•.17, Original Twnsits
from Art Foss for $3488. Roll call vote passed the motion with McCann dissenting.
Item C-lt Application for Permit for Games of Chane, Kenai Volunteer Fire Deptet
Presented for the purpose of raffling off a"Skidaddler" during the Dog, Races;
McCann moved, Meeks seconded, the application for Games of Chance Permit be approved
for the Kenai Volunteer Fire Department. Motion passed unanimously.
Item G-2t State Legislationt
The Mayor reviewed HB 101, Amendment to the Administrative Code. Council
agreed to defer to his judgment as he has worked with the Alaska Municipal League's
Committee on this bill.
Further proposed legislation will be discussed at the next meeting,.
