Harrison, City Atty. James N. Pishor, Planning Commission Mombers Ruby Coyle and Cathurtno Malone, Harrison reviewed Res. 066-6, Making Award for Construction of Airnnrt 'rorminat Building. Each item was discussed; the contingency fund monies will come from sale of Lots 1 and 6, Aloyeska S/u; '1'ho entire sum can very likely be borrowed, re -invested at a higher rate of interest, thus paying the interest on the interim loan. Harrison recommends passage of the resolution even though it is possible HUD will request changes later. McCann moved, Meeks seconded, to adopt Resolution 066-h, Making Award for Construction of Airport Terminal Building. Motion passed unanimously by roll call vote. Harrison presented Res. #66-7 regarding 63tato Aid for Construction on Locally Owned Airports. Alan Cortholl is touring South Central Alaska with this resolution ask- ing Cities to support it. The Atty. reminded Council, it has boon impossible to got an asnwor out of the State as to whether or not they nro intending to pre-empt PAAP monies for State- owned airports. If this happens, municipally owned airports will suffer. McCann moved, Meeks seconded to adopt Res. 66-7, Programming State -aid for Construction of Locally Owned Airports. Motion passed unanimously by roll call vote. (Cone arrived in time to vote on this motion.) Harrison announced he had received a letter of resignation from C. E. Lyons, Jr., Utilities Supt. Construction work is finished for the time for Kenai City Light, and this was Lyon's specialty. Harrison commended hire for his services, and will write b letter'of thanks relating to this. It is not anticipated a replacement will be made for this position at this time. Should the City got into construction work later on, An engineer, can be hired by contract for the project. Roguszka and Cortholl have submitted a request to lease Lot 1, Aloyeska S/D for construction of a Motel. Union Oil has an option to purchase this lot, said option to mature 120 days after signing. As a result of negotiations between the City Mgr. and Major Marks, the last remain- ing field piece of the Army at IVildwood ( a cannon) will be donated to the City to commemorate the Army's tenure in this area. It will be mounted at Fort Konay when this Site is re -built. i A brief summary of the CAB hearing was given by Harrison and Fisher: this will be covered in detail at the next meeting. The Atty, will prepare a brief for the CAB; it is estimated the cost to the City is about $5,000. One of the most helpful items to go into the record will be the fact that the aircraft utilization on the Kenai Airport is 17 times the National Average. Harrison read from the Anchonage Daily News of 9 Feb., 166, an article wherein the CAB had refused to extend the subsidy to Cordova Airlines between Oct- ober and March on the Anchorago-Soldotna run. the hoard said "the winter time shuttle authority is permissive and that if Cordova finds that it is suffering substantial losses it can discontinue the service at will..... Cordova's failure to submit a dotailed economic justification for its original request for Anchorage- Soldotna turn -around authority creates soma doubt as to whether the authority should have boon granted at all." The Atty. said only "parties" are to be permitted to file a brief. Farley, and his staff, on anything having to do with Corps of Engineers projects. Harrison also informed Council the City's position at the CAB hoarinp was woll- prosented; he said Fisher was the only attorney who was not reprimanded, and who disclpl;aeJ himself so as not to lose his tompor. It is doubtful the Citv will got a transcript of the procoedings as this would cost 72t a sheet, and would amount to about $1,000.
