Dye: Absent - Bud Lofstedt. Bob ilalloran, of NBA, asked permission to place a sign In the City's r.o.w. The present I rdinanco does not cover business signs, but the now ordinance has sovoral restrictions, and requires those be complied with in a period of three years. Ifal- loran says the sign would give 10' clearance from ground to sign. The pole will be placed in the City's gutter line. Seaman moved, Morin seconded, to allow the NBA sign if the Bank will assume responsibility for any damage or accident that may occur due to the presence of the sign or polo. Motion carried unanimously. Approval of minutes was discussed. The Mayor called attention to his trip to Juneau for the Trucker's Convention. Ile said since the City paid his way, lie testified only one hour at PSC Hearing, and the rest of the time was spent with Legislators. In fact, he accompanied them to Sitka, and was able to talk with many of them with- out the hustle and bustle generally found in .Juneau. Minutes were approved. The City Manager reported: I. Soldotna now has a dog catcher, and he is willing to work in Kenai, also. Ilar- risen is ready to make arrangements for taking care of dogs nicked up, especially furing the Dog Races next week end. Council says this doesn't give people time to got their dogs vaccinated for rabies, purchase licenses, etc. The best thing for now is to got publicity on radio, etc. for people to keep their dons confined, and out of the staging area. The City will contact the vot and arrange for a clinic to be hold, and will also work toward a don pound. linrrisnn will report next meeting for a change in the dog ordinance lessening the requirements for a dog, pound. 2. HBA's Board meeting is 8 March wher;in the City's offer of $150,000 will be discussed. 3. The billing machines from Juneau were crated 28 Feb. and sent via Alaska Steam. 4. Texaco will pay cash on Aloyeska S/D lot as soon as we deliver the deed. S. Union Oil will build their station this year on their Aleyoska S/D lot. 6. It is now possible to reach the police for emergency 24 hours a day. If the local number doesn't answer (283-7878 or 283-7750), and IF it is a real emergency, dial 110, and ask for ZBNIT11-9007. This contacts the radio man with Dept. of public Safety who knows the whereabouts of the Troopers at all times. The Attorney, James E. Fisher, reported: 1. Had received a thank you note from San. Bartlett for the hospitality extended him during, his visit to this area. 2. Nothing further on the CAB matter yet. 3. He would attend a meeting in Fairbanks Friday relating to establishing a Law School for the State of Alaska. fie thought his invitation was due, in part, to his being City Atty. for Kenai. The Mayor reported: 1. re JIB 409 - City-Boro consolidation- most of the Legislators seemed in favor of the Bill, and since this is "permissive" and not mandatory, he saw no reason to object Re fill 410, Bore Assembly composition, Council agreed districting, or olocting-at- largo would be a good arrangment. 118 101 appears to be undergoing so many changes, it will be a now Bill before it's finished. Dye does not look for its passage this year. 2. When in Juneau, he called Stuart in Houston, of Brown and Rood -talked Harbor. lie also talked harbor with Corps of Bnginoors in Juneau--thoy are more receptive than formerly. Kenai was the only City represented there, and this seemed to impress the dolo- gatos. Council Minutos 2 Mar 66 Pape two 3. Ile talked airport with the Logislators. The City is askiap $147,000 for air- strip extension. 1'he 1-AA ulruady has appropriated their share, and the City's would come from force account work. It was the City's understanding, when assuminc responsibility for the Airport, that capital improvements would be financed by the State and fed. Covn'ts. State owned airports are being expanded, paved, etc,., but Kenai is boinp penalized for trying to carry its share of public responsibilities. 'rho Kenai airport is one of the most vital links of communication in the Stnto today, clue to the growth of tho Oil industry, and to the increase in military air traffic. It was decided the City would draft a bill,similnr to ogle Kodiak submitted to the Logtslaturo, and would request Kilchor to present it, and wnuid send copies to other "friends" of Kenai. Seaman moved, McCann seconded, to prepare a bill for the State Legislature similar to Kodiak bill requesting money for airport extension. Carried unanimously. McCann moved, Cone seconded, information be sent to Kilchor for preparation of a resolution re the Small Boat Harbor. Passed unanimously. 4.. March 12 is date for I:DA meeting, Sat. 10 n.m., at the Billoge inn. rho Atty. Is president of the local group and will likely chair the meeting. City Mgr. Ilar- risen and Vice Mayor Morin will represent the City. Councilmen are urged to attend, and the meeting is open to the Public. Item F-1: Mr. Bill Smith of 'Trans -Alaska Tel. Co. outlined nrosent propross for construction and expansion of the system which takes in Seldovin to Cooper Landing, Kenai, North Kenai, Kodiak and North Polo. They are still in the planning stage, and the enginaorinr is progressing nicely. RNA and SBA are joining in financing the project which will enable the custom- er to call Soldovia, Homer, etc. without a long; distance toll charge; it will be an underground system wherever possible; there will be an expansion of the whole design i.e.,, there will be 22 circuits between here and 5nidotu a as opposed to the existing. 5. The plant design will be coordinated with the City's street and utilities plans. It is hoped this construction can be completed in 1966. 'rho rates very likely will be reduced duo to increased patronage. Private line-, will he available where wanted. Dialing 110 sends your call to Site 17, and then to Alaska Communication System. TAT also hopes to put out a first class Directory. Smith says 87o of the growth of. the Company has boon in Kenai; station fain here is 65%; they are now sorvicinp, 32% of the hou-,os in the service area. Mayor Dye extended the City's hopes for spoody development of plans and an offer to assist if possible. Smith introduced Ray Nessal, Central Office Mtco. man who will'bo stationed in Homer; also, Darrell Kennedy with Directory Publications. Council had a short intermission, and excused Billy McCnnn.who was discombabulated with a cold. Item F-2: Dick Thorg;rimson, Bond Counsel for the City on 'terminal Bonding, says the City must hold an election for pledging revenues from sale, rent or lease of non- iarport lands toward the Terminal Bonds. The Council has laready taken this action, - but legal provisions must be complied with, and this calls for pormission of the electorate. Harrison road card. 95 in its entirety. This was prepared by ThorRrimson and provides for the submission to the voters a propositition of whether or not all of the revenues derived from ownership and operation of airport may be pledged to the payment of the airport terminal facility revenue bonds previously authorized, and declaring; an emergency. 'f Councilman Seaman objected to the ()rd. thinking, the future expansion would require funding from airport revenues also. It was pointed out, Council has al- ready pledged these revenues --this ordinance only makes it legal by taking, it to the people; that once the bond redemption fund reaches $52,000, revenues can he channeled to other projects. There were some questions from the floor, but no opposition was expressed. After closing of the public hearing, and more Council discussion, Morin movod, Monks seconded, to approve ordinance 095 on first and final reading. (toll call Vote: Affirmative - Cone, Monks, Morin, Seaman and Dye; Nogativo - None. Itom G-1: Harrison presented Res. 66-8, 'Transferring Right Title and Interest in Lands in the City of Kenai to the State of Alaskn for a Site for Construction of a National Buard Armory. There was some discussion; Morin moved, Cone seconded, to adopt Iles. 66-8 ro land for the National Huard Armory. Passed unanimously. Item G-2 (A) Morin moved, Meeks seconded, to approve Andy's Flying Service lease of Lot 3, Block 1, Small Aircraft Apron. Passed unanimously. (B) After considerable discussion: Seaman moved, Morin seconded, to approve Alaska Aeronautical Use Permit for a trailer. Carried unanimously. (C) Morin moved, Meeks seconded to approve the lease to Butler & Son of L. 1, 81. 4, S.A.A. Carried unanimously. Harrison will remind Butler this does not con- stituto approval of his building plans. (D) Meeks moved, Morin seconded, to approve the lease to .lames G. Bookey, .Jr. for L. 20 B1. 20 S.A.A. Carried unanimously. (E)Morin moved, Cone seconded, to approve a lease to Anchorage Helicopter Sor- vice of L. 1, 111. 29 S.A.A. Passed unanimously. Alaska Item G-3: Application of/Aoronautical was tabled until next meeting. Motion made by Seaman, seconded by Morin, and passed unanimously. Item G-2 (F): Morin moved, Meeks soconded,to approve a lease to Wayne Wado $ Co. for L. 39 B1. 3, S.A.A. Carried unanimously, after the Atty. chocked with the Code on Wade's status as a City employeed doing business with the City. The City MAr, reviewed logislat ton now pending. Only one Bill was voted on: Seaman moved, Meeks seconded, to oppose HB 395 relating to gross revenue p business tax. Roll call vote: Affirmative: Monks and Seaman; Nogativo - Cone, Morin and Dye. The Mayor suggested a notice be placed in the paper that the public is wol- come to read these hills before the Legislature, and recognition be givon to Rep. Tillion and Son. Motcal for sending them to the City.
