Item B-1: Mr. Clem Tillion, State Representative, did not attend the meeting. 'fr.
'Pillion was scheduled to give a report on this year's legislature.
Item 11-2: Mr. Richard Dbrgan and Air. Nlark Beauchamp, of: Birch Drive, presented to
Council a potition sided by property ownors in the Birch Drive immediatearea for con-
struction of a year round road, by a street assessment program. Mr. \organ reported that
it was the feeling of the citizens of the Birch (hive area that assessment be made on this
by road front footage not on-squaro footage of the total lot. Council agreed that this
would seem only fair. Mr. Pbrgan also reported that since this area was one f thmost
populated and highly taxed areas in Kenai that the assessment should be on s /,��"

City IUnager Harrison repurted that the first of the StL" oepartment'G Summ.r
projects was Birch Drive. Mr. Harrison was also in favor of putting in ►,rater and sewor
while they ware constructing, a new road, so they would not have to tear tlae road up twice.
Mr. Morgan felt that the combining of these two projects would be met with agreement by
the citizens of the Birch Drive area. Mr. ilarrison ask tluit `•ir. 6brgan and Mr. Beauchamp
and. Council consider a G.o. Bond for Capitol Improvement of $400,000 ($200,000 for water
and sewer, 200,000 for Streets) on a first come first served basis. Assessments then
on streets and water acid sewer would be paid on three year installments. Mr, Harrison
also ask that Council not act on this petition until fwids are actually received as there
are other areas where streets are also needed and the people in those areas (following the
example set by the Birch Drive area citizens) will no doubt submit petitions also. City
Manager Ilarrison congradulated Mr. {iorgan :aid Mr. Beauchamp and the citizens of the larch
Drive area oa their organized efforts and in setting a fine example for other citizens to
follow.
Council accepted the petition; Nlr. Ilarrison Said he could have Harrold Galliett,
Engineer, figure the cost of running, water and sewer to this area.
Minutes of the last meeting were approved.
The CityNNanagor reported:
1, final approval of the Kenai Nlunicipal Airport Terminal Building has been received from
HUD. Construction on this building by J. B. 1Varrack Company will begin in approximately
one Hoek.
2. 11hile in Seattle Mr. Ilarrison met with Jerry Hanson to discuss furture expansion of the
present water and sewer system with 20% Revenue and G.U. Bonds and 80% grant monies.
Mr. Harrison was advised that there is a.possibility of this happening this summer, :also
that Mr. Harrold Galliett should be used to finish this project as it is not wise to
change engineers on a project. Jerry Hanson also advised fir. Harrison to go ahead and
ask HUD for planning grants for the Wildwood Line, water F, sewer, gas, electric system,
streets and library, but not to count to heavy on receiving them. Also, due to the fact
that it will now take from 8 to 12 months before applications for grants are considered,
Mr, ilanson will try to have our applications now in post dated to August 196S so that we
call be at the li—M of the line for receiving of grant monies.
3. A letter from llavid Newton Boyer, Harbor View Motel, buss been received re water and
sewer assessments on Bluff Street. This was tabled and put on the adjenda for the next
Council meeting.
The Mayor Reported:
1. A letter has been received from Trans -Alaska Telephone Company in regard to having
City concurrance on their request to the Public Service Crnmnission for exclusive service
in this area.
2. Secretary of State, Hugh Wade, was a victor to Kenai this past week and is interested

in the number of registered voters now on file in the City Clerk's Office. P11yor Dye
recommended that Mr. Harrison send him this information. tie also recommended that notice;
be sent to people whose registration is no longer valid, so that they might he aware of
this fact.
3. Discussion wad :cold on the current polling places, and the need for additions or
changes. The idea was brought forth that the Wildwood military might vote with Kenai.
therefore expanding our number of voters.
4. fir. Bob Ward, Gateway Boro Chairman, from .Juneau has requested that the City send them
copies of our Airport Regulations and fee charges as they are making a study of. ;airports
for their future use.
The City Attorney reported:
1. Publish Service Commission need concurrance of the City in the matter of Northway Cab':
Limousine service. �tCann moved, fibrin seconded, City concurr with Public Service Commis-
sion to allow Ward Showalter, dba Northway Cab Company, to have limousine service.
Dbtion passed unanimously.
2. An agreement has been drawn up to waive in advance the benefit of any judgement by
either of the parties in the MA case. Since this was presented to Council at the first
of this meeting, this was tabled until the next meeting.
3. fisher requested that an executive session be held following the ing in rol Me ard to
the pending lawsuit regarding water and sewer project.
4. Kenai was the only City officially represented at the Valdez "All American City"
celebration and the Seward celebration from the Kenai Peninsula.
Item F-1: City Nhnagor Harrison presented to Council recommended lot lease values for lot:.
in the Cook Inlet Industrial Air Park. These figures wore based on appraisals submitted
from three different appraisers, and ran from 2t a square foot (High) for corner lots
to 1¢ a square foot (low) for industrial land. It was pointed out that all these leases
have a five year review clause. Tho bids for those lots will he officially opened on
Wednesday, hhy 119 1966.
Mc Caiui moved, %rin seconded, to take figures reducing square footage rental rate
in the Cook Inlet Industrial Air Park as computed by the average of three appraisals.
Motion passed unanimously.
Item F-2: Decision on the land lease of the Russian Church property for a historical site
` was tabled until the next meeting. There was discussion of the possibility of adding
another paragraph in the lease giving the City first option to purchase if the land is
ever to be sold. City Attorney Fisher was instructed to look over the lease with the
possibility of the new paragraph in mind. Mr. Ilmor Gagnon, of PUN, seems to think that
t Russian Church land has been sold in the past. The Federal Government will not land
irony unless property is owned by a public entity. Council will review these points
6. before the next meeting.
The request of Kenai Broadcasting Company for land for an antennae was tabled as
no representative was present.
- Item G-1: Ace Cab's application for an additional cab was submitted to Council. Mr.
Harrison was directed to set .up a public hearing on this matter.
Mr. Ward Showaltor, Northway Cab, reported that he had received a temporary permit
for 180 day to run his limousine. service.
Item G-2: Surplus Salo forms ware submitted to Council for their approval of this sale.
Mr. Harrison reported that all funds received from this sale must and would bo properly
credited to each department submitting surplus property. The Department heads and the
Mechanic, Wayne Wade, will set a reasonable price on each piece of surplus property, this
property sloes not have to sell if the price is not reasonable.
Nbrin moved, McCann seconded, that the Surplus Sale form be accepted and items
listed on this form be declared surplus and be advertised for sale. Nbti.on passed
unanimously.

Mr. Harrison was directed by Council to purchase the tape recorder Council has been
using,from Mrs. Helen Stetzer for $100,00.
The City has received two gas distribution proposals; Council will study both pro-
posals and then invite tho two parties involved.
Mr. Leo T. Oberts, of Aborts Insurance and Real Estate, reported that Kenai now
has an eight rating on fire .insurance where before Kenai had a 10 rating.
Mr. Oberts also reported that he had a client interested in land within the City,
not out further than Beaver Loop Road, and not off the main highway more than one block
on which he could build his business; Mr. Oborts believed his business would be classified
as light industrial. His problem, as reported to the Council, was that there was no
land available in the City (Meeting the qualifications of his client) zoned light indus-
trial other than land in the Cook Inlet Industrial Air Park. Council advised Mr. 3berts
to meet with the City Planning and Zoning Commission before the new Zoning Ordinance
was passed; also, that the bids on the Cook Inlet Industrial Air Park will be opened
next Wednesday for immediate occupancy on as "as -is" basis. Further discussion revealed
that Mr. Obert's client's business could be classified as commercial and therefore no
problem was present as to locating within the City.
Discussion was :also held on 14N A. funds to help the Kenai Peninsula in future
planning (dock, etc.). Mayor Dye expressed the possible need of a committee such as the
one Seward now has. Mr. Harrison and City Attorney Fisher are to confer on this matter.
Mooting adjourned at 10:30 p.m. for executive session.
