8:00 P.M. May 11, 1966.
Item 1. Canvass the ballots of the regular election.
Item 2, Hold Study session on proposod Zoning Ordinance.
Item 3. Set time and date for next regular meeting of the
Oity Council.

Roll Call: Members present: Chester Cone, Billy ,U:aan0 (gene '-brin, and Carl Seaman
absent were: laud Lofstedt, Roger Woks, and .lames C. lye

1. As required by the City Code tho Deputy City Clerk delivered to the council the
Election Judges' certificate of election, returns, registration cards, ballots and
seven absentee ballot,... The Vlce-'Mayor opened absentee ballots ndid called out Four (4)
votes for Robert T. B:.elefold, six (6) votes for Chester (:one, t►,n (2) votes for
Waldo Coyle, one (1) vote for.Jerry Thompson, and one (1) write in vote for reorge
Navarre. lie also in(4uirod if there were any protests of election procedures. None had
been received by the Clerk, and none were rogisterod from the floor.
Seaman moved, NtCann seconded, that there being no protests of election procedures
either oral or written, that the canvassing of the ballots of the election of 10 May,1966
be recorded as 86 votes for Robert T. Bielefeld, 88 votes for Chester Cone, 50 votes for
Waldo Coyle, 38 votes for henry 11. Knackstedt, 4U votes for .Jerry I). Thompson, 1 write
in vote for Sidney Stephens, and 1 write in vote for George Navarre. A total of 160
ballots cast. Pbtion passed unanimously.
2. Council met with the City !Tanning and Zoning Commission in study session to discuss
proposed changes in the new Zoning Ordinance,
3. Due to the fact that Kenai Central High School will hold their graduation exercises
on Wednesday, 18 May, 1966, which is the night for the regular Council meetnnl+; the time
for meeting will be changed.
Seaman moved, Cone seconded, the next meeting of the City Council be held Tuesday,
17 May 1966, at 8:00. Nbtion passed unanimously.
Air. Harrison Reported:
1. A call has been received from Dr. Struthers ; who «ould like to deal
exclusively with the City in setting up his practice in Kenai. Dr. Struthers- would
like no subsidy from the City, but would like help in acquiring a loan to bring his
own equipment to Kenai. Council authorized Mr. Harrison to purchase tickets for Dr.
and Mrs. Struthers to come to Kenai hbnday, 16 May 1966. Dr. r, �Irs. Struthers and
i the Council and their wives will meet for diner at 6:00 p.m. Dbnday, and later Council
I and Dr. Struthers will meet to discuss business matters.
2. Public auction was held today on bonus bid land leases for lots in Aleyeska 1,
Aleyeska II, and Cook Inlet Industrial Air Park. A total of 13 lots were leased, the
remaining lot will be open for over the counter lease on Thursday, 12 May 1966, at
' 9:00 a.m. in the City Clerk's Office.
3. Mr. liarrison recommended that council authorize that approximately two acres
in the East Addition and approximately two acres at the intersection of Beaver Loop Road
and Kenai Spur Highway be placed for lease at a minimum of.025 per square foot, under
the same terms and conditions as Aleyeska Subdivision.
Seaman moved, McCann seconded that the City offer for lease approximately 2 acres
-- in the East Addition and approximately two acres at the intersection of Beaver Loop Rd.

4. Mr. Harrison recommended that Council authorize the sale of Lot 3, Block 6,
Original Townsite, at a Public Outcry sale for a minimum of $12,000.00.
Seaman moved, McCann seconded] that Lot 3, Block 6, Original Townsite, be placed for
sale at a public outcry sale for a minimum of $12,000.00 under the same terms and con-
ditions as Aleyeska Subdivision. Roll Call vote followed with: Affirmative - Cone,
McCann, Seaman, 1brin. Negative: \one.

S. Mr. Harrison recomilanded to Council that the City offer the Fredricksons
$SS6.00 for the complete right-of-way through their property for the purpose of the
Beaver Loop Road re-aligawnt.
Cone imived, Seaman seconded, the City offer Fredricksons $SS6.00 for the ontire
right-of-way through their property. Roll Call vote followed with: Affirliative -
Cone, Mc Cann, Morin, Seaman Nogative: None.

Friday, 13 May 1966, at S:00 p.m. In the City Hall.
Discussion was held on present pre -registration requirements for city elections.
There have been objections voiced on this requirement. Council will confer with the
City Attorney, .James L. Fisher, on the possibility of discontinuing this requirement.
Mr. William IVells, Wells Plumbing; and Heating, presented a letter to Council. asking! `
that airport land across from his business establisliment be put up for lease, as lie would
like this land for storage (no construction would be done). Cowicil instructed City
Manager Harrison to contact FAA asking for a permit to issue a use permit for this
land.
Vice -Mayor fibrin expressed appreciation to Councilman Billy McCann for the four
years Ile has served this City as a City Councilman. Vice -May Morin also reported that
letters of appreciation should be sent to all councilmen upon the completion of their
terms.
