ROLL CALL
1. Receive report from Allan Corthell on FAA's requirement for
review of leases on Airport Lands every five years.
2. Receive proposal from Corthell concerning contract for services
related to development of Cook Inlet Industrial Air Park.

Roll call: Members present - Bob Bielefeld, Cheater Cone, Honer
Meeks and Mayor James C. Dye: Members absent - Bud Lofatedt, Gene
Morin and Carl Seeman.
Also present: Mrs. Petersen, Chairman of the Kenai Centen-
niel Committee, Mrs. Lauretta Knaokstedt of the Cent. Comm. and
Allan Corthell of Adams.Corthell.Lee, Wince & Associates.
Mrs. Petersen reported notice had been received from the Chairman
of the Kenai Centennial Council that a meeting will be held Sat.
25 June at Riverside House, 10:00 a.m., and the City's application
for funds should be submitted at that time. They also requested
someone should be authorized to present this application and to
represent the City.
There was considerable discussion as to plans, force acct*
work, the amount of money actually to be granted the City eta.
Unfortunately, Mr. Harrison, who has worked on this project was
Outside on Holiday. It was decided the Acting City Mgre and the
City Clerk would work on the application and do the best they
could --also that a call would be placed to Herb Adams to determine
the amount of money coming to the City.
Meeks moved, Bielefeld seconded, to adopt Res. 66-28 Author-
izing the Mayor to represent the City and present the application
for Centennial Grant. Motion passed unanimously.
Acting City Mgr. Geo. L. Jaynes, Jr. suggested the Lions
Club might be interested in installing the Plaques commemorating
Ft. Kenay and Ft. Redoubt.
The Mayor presented Res. 66-29, Authorizing the City Mgr. to sign
for surplus equipment, eta. from FAA.
Cone moved, Bielefeld seconded, to adopt Res. 66-29. Motion
carried unanimously.
The Clerk reported a phone call had been received from Thorgrimson,
Bond Counsel for sale of Terminal Bonds. In accordance with infor-
mal arvangements between him and Harrison, it was decided to proceed
with sale date for bonds on 20 July, and delivery on 15 August.
HUD needs at least fifteen days to prepare the papers, so it is nec-
essary that Council call a special meeting to adopt the emergency
Ordinance which Thorgrimson will send to Kenai this week. He sug-
gested Council meet Monday 27 June, and stressed the necessity of
having an affirmative vote of five Councilmembers for passage of
the Ordinance.
By mutual consent; Council agreed to convene in special
session for the purpose of adopting the emergency ordinance re sale
of terminal bonds; meeting will be Monday, 27 June, 1966, 8:00 p.m.
The Mayor reported on a meeting with Union Oil Co. wherein they were
highly concerned about CUL+s payments for gas consumed for generating
- the City's power. Consideration was riven to sale of the gas wells
to CUL; sale of CUL to the City, etc. The Mayor suggested Beck &
Associates might be contacted to bring their feasibility study up to
date on this; it's evident something will have to be done in the
near future.

k his proposal for Engineering services for development of the Cook
Inlet Industrial Air Park. Said proposal includes engineering for 1.
W&S construction, 2. Clearing, street grading and drainage, 3. Street
paving and 4. Gas line construction.

Corthell said he would try to got the maximum amount of work
for the City for the amount of money involved.
Grand Money (EDA) is $232,000; the City contributes $58,000,
of which $36#000 will be force aocount work. Property assessments
would take care of the City's share, according to Corthell.
He street paving - there were two problemst It isn't practical
on this job --utilities should go in fi*st. boring under pavement can
be accomplished, but the added cost might be better spent elsewhere.
He suggests paving be considered for next year.
Bielefeld moved, Meeks seconded, to accept the proposal of
ACLW for development of Cook Inlet Industrial Air Park. Motion
carried unanimously by roll call vote.
Corthell announced he had called Washington, D.C. concerning the
City's acceptance of the grant offer for CIIAP, and was told every-
thing seemed to be in order, and that he would bo notified if there
was anything also required.
He also reported on a conversation with FAA re the leave conditions
requiring a five year review. They concede the le4see needs some
protection, but were not in favor of a numerical ceiling. A Hanker
had suggeslsg&6g&to to the Cost of Living Index. Coun-

After accepting Corthell's proposal, it was necessary to execute the
contract, etc.
Meeks moved, Cone seconded, to execute the ACLW contract and
submit it to EDA for approval. Motion carried unanimously by roll
call vote.
There was some discussion on whether on not the water lines to the
CIIAP and SAA, Term. Bldg., etc* should also serve the ramps. We
do not have approval for funding yet, but it expected to be approved
by Fall.
If pept,10 • system system is omitted, it would be $1700 credit
to the City; might get approval from the Health Dept. for a well --
cost, $5,260; a sprinkler system would cost $1,750, and should pay
for itself in ten years, if we are hooked up to the City system.
Council says to check with Oberts on this to see how much we will
save.
Council agreed to acquire W&S system as proposed in the EDA
Project and not to let the FAAP project interfer with it.
Corthell says the cut-off date for application for 1967 FAAP funds
for 1967 projects is 15 duly. He suggests the City apply for run-
way extension of at least 1,0001; modification of the lighting sys-
tem ( to high intensity) drainage, float plan basin, approach ease-
ments and a stand by power plant for the run -way lights, He esti-
mates this would cost $430#500; 4i161,437 would oe the City's share.
Corthell will send in the application, and a copy to the State.
The Mayor inquired about correspondence on whether or not the
Statets allotment to Kenai for Airports was a line item in the budget
or not. Also, what the exact amount was supposed to be--$1759000???
