MINUTES OF SPECIAL CITY COUNCIL MIiI:TING 27 JUNE 1966 (toll call: Members present - Bob Biolefeld, Chester Cone, Roger Meeks, Carl Seaman and Mayor Dye; Members absent - Bud Lofstodt and Gene Morin. Also present: City Mgr. Geo. L. Jaynes, Jr. (Acting), Fire Chief Ken Rice and Shop Foreman Wayne Wade. Specifications for the City's new fire truck were presented and discussed. Seaman moved, Bielefeld seconded, to delete item N2 in the General Con- ditions and Instructions for Bidders. Passed unanimously. Item NS should have the words "or rail barge" inserted after the words "via boat". Item #10 should have the words "and F.O.B. factory" inserted at the end of the first sentence. The second sentence should be deleted. Seaman moved, Meeks seconded, to accept the specs for the fire truck as amended. Motion passed unanimously. The City Manager presented and read Ord. # 99 - Terminal Bldg. Bonds. Seaman roved, Cone seconded, the adoption of Ord. #999 for first reading, .� providing for the issuance and sale of $450,000 revenue bonds of the City for the purpose of providing funds to construct certain airport terminal facilities, and' declaring an emergency. The meeting was opened to public hearing, but there were no speakers. Council discussed the Ordinance and roll call vote was taken: Affirma- tive - Bob Bielefeld, Chester Cone, Roger Meeks, Carl Seaman, Mayor Dye; Negative - none. Ord. #99 was presented for second reading: Meeks moved, Cone seconded, that Ord. #99, providing for the issuance and sale of $450,000 revenue bonds of the City for the purpose of providing funds to construct certain airport terminal facilities, and declaring an emergency be adopted for second sad final reading. Roll call vote: Affirmative - Bielefeld, tone, Meeks, Seaman and Dye; Negative - None. The City Mgr. and the Mayor reported on the Centenniel Committees' meeting at Sol- ` dotna last Saturday. The Federal representatives objected to the 20 yr. lease clause for the Russian Church land --they say it should be 55 years; if the City can furnish proof that every effort was made to get a SS yr. lease, they might be inclined to accept the 20 yr. condition. They also objected to the "descrfmination" clause wherein the lease stipulates that members of the Russian Church shall be employed. ,. The offer of interim financing from the State is to assist Cities in pay- ing for their projects until the Federal monies are obtained. Interest is 41 and repayable by 1 July, 1968. Cone moved, Meeks seconded, to make application for interim financing from State Centenniel in the amount of $19,88S. Motion carried unanimously. - Mayor Dye repeated his report made last week re CUL and gas purchased from Union - Marathon. Seaman moved, Cone seconded, to direct R. W. Beck 4 Associates to make a feasibility study for the City's purchase of CUL's generating plant. Motion passed unanimously. It was suggested this project might be included in the bonding. program to purchase HEA facilities in the City. The Clerk was also directed to write Anchorage Natural Gas and inquire the price of gas at the well head, in the Swanson River Field, for the purpose of re -sale to Peninsula Growers and CUL.
