Persons Not Scheduled to be Heard: 1. 2. 3• KENAI CITY COUNCIL MINUTES 6 July 19b6 Roll Call: Member present - Bob Bielefeld, Cheater Cone, Roger Meeks, Carl Seaman, and Mayor Dye; Members absent - Bub Lofstedt and Gene Morin. Also present - City Manager James W. Harrison and Planning Commission Members Ruby Coyle, and Kate Malone. Mr. Carl Brady of Era Helicopters appeared before Council with the Use Permit between the City of Kenai and Era Helicopters for the lot just S.E. of the ramp. Mr. Brady was under the impression that when the Municipal Airport expanded and improved this lot that he would then have the option to lease this lot. Mr. Harrison explained that this was a misunderstanding; this lot is part of the land that FAA has said must be reserved for further expansion of the Airport. Mr. Harrison suggested that Mr. Brady select a lot in the Small Aircraft Apron and when this Apron is ready he could move his operations to his lot there. This met with the approval of Mr. Brady and Council. Minutes of the June 15, 1966, meeting were corrected and approved. Minutes of the June 22, 1966, meeting were corrected and approved. Minutes of the June 27, 1966 meeting were approved as typed. The City Manager reported: 1. City received the $30,000 from FAA in time to post it to -the Airport books before the end of the fiscal year. 2. Have Contact Rev. Amvrossy in regard to the revision of the lease between the Russian Orthodox Church and the City of Kenai. Rev. Amvrossy indicated he would probably accept the revision. A copy of the revised lease and a letter explaining this have been sent to him. 3. Mr. William Hunsuck will meet with Council next Wednesday night on the Gas Distribution Systems, 4• Department of Agriculture has received our application on Water, Sewer and Streets. 5. HUD has sent a letter regarding the five applications we now have in their office. They have suggested what we should now do on these applications. 6. There will be a public hearing on Re -Zoning next Wednesday. 7. Interior Department officials are now visiting Alaska. There is a > ossibility that they may visit Kenai. g. The Wally Bynam Caravan will be visiting the Kenai-Soldotna area July 22 and 23, 9. Mr. Adam Corthell has approached Mr. Harrison concerning the possibility of the City submitting an EDA application for a Sea -Train facility to be built on the property Don Inc. has leased from Fredericksons. 10. Mr. Harrison received a letter invitinhim to attend a City Manager's conference with the Vioe-President of the Lited States in Washington D.C. 11. As of the lat of June the City has issued $716#475 worth of building permits. --- City Attorney reports: 1. The H.E.A. vs Kenai City Light will be before the Supreme.Court the week of August 22, 1966. Fisher will be present at tnis hearing. 2. A certificate is being prepared appointing Carl Seaman to the Borough Assembly. Mayor Dye Reported: 1. 'There will be a Centennial exhibit (electrical) sponsored by electrical ' co-ops. The co-ops are donating 20� per meter toward this exhibit. Cone moved, Meeks seconded, that Kenai City Light contribute 20� per meter toward the Centennial Electrical Exhibit in Fairbanks, Alaska. Motion passed unamimously. i . i �f �1 i Page two Kenai City Council Minutes 6 July 1966 2. Land Law Hearings were held in Anchorage July 6, 1966. The City of Kenai was not represented 3. Mr. Eugene Foley, Under Seatretary of Commerce, will be in Homer the 14th of July. Mayor Dye and City Manager Harrison will be there to meet him. 4. City Manager Harrison was asked to join the Kenai Chamber of Commerce representing the City of Kenai. Mr, narrison accepted. The City Planning Commission reported: 1. Mr. John Warren, member of the Planning Commission, has left the State and the Planning Commission would life to have a new member appointed. Jim Wilder has indicated that he would be interested in serving. A letter will be directed to him. 2. Would like to have Mr. Harrison appointed to serve on the EDA Com- mission. Mr Harrison was appointed to do so. Councilman Seaman reported -on the Kenai City Development Company meeting: 1. After election votes were counted, Carl Seaman representing the City, cast his votes with the majority. 2. There will be another meeting to try and work out the problems with the Greenhouse Project and the Royal Redoubt. 3. Discussion was held on the possibility of a shopping center being built In Kenai, and local business vs outside interests. Item F-1: Meeting was then opened to Public Hearing on Ordinance #97-66, adopting the Unionform Building Code. There were no speakers from the floor. The Uity Manager read a letter from Mr. Stan Thompson protesting the passage of this ordinance. Public Hearing was then closed. After considerable discussion: Seaman moved, Cone seconded, Adopting Ordinance #97-66, amending the Code of the City, 1963, Section 4-1, adopting the Uniform building Code, and declaring an emergency. Roll call vote followed: Affirmative- Cone, Bielefeld, Meeks and Seaman. Negative: None. Motion passed unanimously. :. Item F-2: Discussion of R. W. Beck & Associates regarding feasibility of purchase of Consolidated Utilities Limited was tabled. Item F-3: City Manager Harrison recommended to Council that the gas and oil contract be give to Standard Oil Company, as they were the low bidders. A copy of the'bide are attached to these minutes. After discussion, Seaman moved, Bielefeld seconded, to grant the award of the City+s annual gas and oil requirements to Standard Oil Company. Motion passed unanimously. Item F-4.: Ira Englishts lease of Lot #10, Aleyeska S/D #2 was submitted to Council. After studying this, Cone -moved, Seaman seconded, that the City accept the lease of Ira English, DBA English Electric, on Lot #10, Aleyeska S/D.#2. Motion passed unanimously. Item 0-11 Discussion was held on appointing an auditor to do the 1965-06 audit for both Kenai City Light and the City of Kenai. After much dis- cussion, Bielefeld moved, V_eeks seconded, to appoint Mr. Mervin Hiley, CPA, to prepare the 1965-66 audit for Kenai City Light. This audit to be completed in 45 days. Motion passed unanimously Page 3 City Council Minutes 6 July 1966 Seaman moved, Cone Seconded, to appoint Mr. Ted Gaines, CPA, to prepare the 1965-66 audit for the City of Kenai. Audit to be complete within 45 days. Motion passed unanimously. Item G-2: Application of Kenai Chamber of Commerce for a raffle during Kenai Days was received and reviewed and, Seaman moved, Cone seconded to approve application of Kenai Chamber of Commerce for a raffle during Kenai Days. Motion passed unanimously Senator Mike caravel visited the Council Meeting tonight and was introduced to the Council. Senator Gravel stayed approximately 30 minutes answering questions directed to him by the Council. Meeting was adjourned at 11:30 P-M- for executive session on personnel.
