KBNAI CITY COUNCIL MINUTES 7 SEP EMBER 1966 Roll Call: Members present - Bob Bielefeld, Chester Cone, Cone Morin, Carl Seaman and Mayor James G. Dye. Also present: City Manager James W. Harrison, Planning Commission members Ruby Coyle, Mrs. Jack Allen. James Bookey addressed Council about building a shopping center utilizing SBA and 502 money. They cannot got enough land from private sources and want to lease, or buy, land from the City. The site preferred was South of the old run -way. But, the Govn't, will not lend money as long as the City's S-yr. review clause is in the lease contract. Bookey wanted to see if the City could omit that clause until the loan is paid off -- a period of about 25 years. There are about 1S people who want to have businesses in this complex, and the Kenai City Development, Inc. would be the legal entity borrowing the money. Council discussed this project at length and speakers from the floor were: Leo Oberts, Ruby Coyle and Stan Thompson. Also discussed were: methods of leasing, rates, site for the complex, the proposed change in the curve of the Hwy. by the Airport. Council instructed the City Mpr. to confer with FAA, who will talk with GSA, on the S-yr. clause; Harrison also will talk with SBA and S02 men to try to arrive ...� at •an,understanding acceptable to all concerned. Waldo Coyle talked with Council about the submarine cable at the mouth of the River. The City has applied for a renewal of a permit given to Kenai Power Corp. to lay a power cable across (under) the River to accomodate Columbia Wards Fisheries and others South of the River. Coyloy:maintains this would jeopardize the City's plan to dredge the River mouth and to establish a harbor here. Also, he says anchored boats are inclined to drift and the anchors could cause severe damage to the cable. He suggests the cable be laid be- tween Northwest Cannery and C.W.F. Harrison says the River mouth site was chosen because of the former permit given to Rowley by the Corps of Bngrs. He talked with Col. Farley, the head R.O.W. agent, and the head designer and they say the cost of the project is so expensive-- i.e. dredging, etc. --the cost of the cable is negligible, in the event it had to be moved. The Corps' permit was for buried cable S' down. Council instructed Harrison to seek a written sommitment from the Corps that the presence of a submarine cable would not effect the City's project for dredging and for construction of a harbor. Minutes of the last meeting were corrected and approved. In order to satusfy the requirements of ASHA for housing study it is necessary to amend the action taken by Council at the last meeting. Seaman moved, Cone seconded, to rescind the action regarding low and median income housing project taken at the last meeting. Motion passed unanimously. Seaman moved, Morin seconded, to study strictly the low cost housing project for Kenai. Motion carried unanimously after brief discussion. The City Mgr. reported: 1. The Alaska Municipal League Convention is 26,27,28 Oct. in Fairbanks. Planes leaving Kenai at noon can make connections and get delegates to Fairbanks in time for the banquet Wed. eve. Planes leaving Fairbanks Sat. can get us back by Sat. eve. Harrison asks Councilmen to think it over, and let the Administration know if they can go so reservations can be made. There was considerable discussion as to merits of AML; aims of the organiza- tion, etc. Mayor Dye is President of the group. F Council Minutes 7 Sept 66 Page two 2. Requested a special council meeting next Wed., 14th to discuss: 1. Power problems, set guidelines for policy; 2, Insurance for City employees. Council will meet at 8 p.m, 3. Letters re Telephone service may have paid off--Sen. Bartlett had written RBA, and had received a letter explaining the nature of the loan applied for, etc. All of which may assist TAT in getting approval of its application. 4. BDA Projects: A. Cook Inlet Industrial Air Park (CIIAP); have two more leases to be approved tonight* thope to have 5 buildings in by hall; KCL has underground cable laid; approval ha; een received for gas line and for the City's using force acct. work --the Board questions the City's numerous applications; a call to Mr. Davis in Seattle explained Kenai's situation, and seemed to be well received by Davis, who said he was aware of the economic growth and demand for services in this area. He told Har- rison the force account plan should be okay, and there was no problem with the gas system. B. Our $1,400,000 application for extended water and sewer system was discussed with DaviT; he wants it all summarized in a letter for consideration in his office. Said letter will be mailed to him as well as to Washington BDA office and to our Senator- S. The City is having problems with iron in the water system: Frank Wince, of ACLW, has been assigned by the Federal Govn't. to test all water and sewerage systems in the State. Tests in various places in Kenai show iron content of 2,33, 3.30, 3.10--the U.S. Drinking Health Standard is .S --The Administration is working diligently with Wince to solve the problem --Also the City finds it necessary to got better testing equipment. 6. The City will purchase another IBM Selectric for the Mgr.'s secretary. She does an . enormous amount of typing and the volume of work warrants the purchase. The typing elements will be interchangeable with the City's present Selectric used in the City Clerk's office. 7. F.A.A. has taken out the City's plan for servicing the Small Aircraft Apron with water principally because the Airport has no Fire truck. Said truck, with foam appara- tus can be had from the City of Palmer who wants to trade it for one of our tanker truck: Kenai will still have two tank trucks, so Council agreed to the exchange. 8. The State Fire Warden is investigating the numerous fires which have taken place in some of Kenai's abandoned buildings. 9. Nine FAA personnel will be here tomorrow to see about setting up a portable tower for establishing flight patterns. 10, Construction on the Terminal Building is coming along well enough to continue to plan for S Nov. as the dedication date. Odin Strandberg inquired if Council is going to review the rate change at next week's meeting. Harrison said the entire meeting would be given over to power, except for the short study on employee insurance. F-1: Complying with the Centennial Committee's request and with consent of Council, the Mayor appointed Councilman Cone to serve with City Mgr. Harrison on the Committee. Other appointees who have Consented to serve are: Morrie Porter, Betty Ames, Mary Willetts, Lance Petersen, Bob Norene and Allan Petersen; Mr. Drowley will represent the Oil Cols, on the Committee. F-2:. Opening and tabulation of bids for the transformer station was held this afternoon by City Mgr., Utility Supt, and City Clerk. Bids were received as follows: John P, Bagoy - $89705.00 Line Materials Industry, Inc. - $S,48S.00 (alternate N2 with oil switch, etc. was $12,26S.00, which the City cannot consider at this time.) Bielefeld moved, Morin seconded, to accept Line Materials' low bid of $S48S.00 for transformer station, Motion carried unanimously after some discussion. 1 Councilman Bielefeld was excused at this time. G-1: Application for transfer of liquor license from Action Development Corp., D/B/A car ems- Council Minutes 7 Sept 66 page three Trophy Room was received; said transfer would change it to Action Development Corp., Tri-City Bowl, Inc, d/b/a Trophy Room, and Sidney A. and Doroty B. Stumph. Morin moved, Cone seconded, the applicationf for transfer of liquor license at the Trophy Room be approved, contingent on satisfactory report from the Police. After some discussion, the motion passed unanimously. G-2: Council concurred with Harrison's recommendation to sign Don Price's application for leasing airport land - Lot 10 Bl. i, CIIAP - where he will put in a radiator re- pair shop. Approval was also given to sign lease for Associated Divers for Lots 1,205,61, Bl. 2; they already have leased Lots 5,6,13, 140 Bl. I in CIIAP. G-3: The Catholic Church needs land owned by the City to add to their acquisitions in Sec. 6. This parcel was offered to the public a yr. or so ago, being part of land foreclosed on for 1961 taxes. Seaman moved, Cone seconded, to sell the south portion of Lot 34, Sec. 60 TSN, R11W, S.M. to the Catholic Church for $500.00 Potion carried unanimously. G-4: Plans and specs for water and sewer system to CIIAP were presented and explained by Harrison. These were discussed at length by Council along with paving Main St., re -building "Old Town", etc. Morin moved, Cone seconded, to approve the plans and specs for W&S to CIIAP. Motion carried unanimously.
