HomeMy WebLinkAbout1966-09-09 Council Minutes - Special MeetingSPRCiAL COUNCIL MEETING - SPACE FOR TRAiLE WS - PENINSULA ENTPRPRISES, INC. 9 SW 66 Meeting was called to order at 7:30 p.m. Members present: Roger Meeks, Gene Morin, Carl Seaman and Mayor James G. Dye; Members absent - Bob Bielefeld, Chester Cone and Bud Lofstedt. Also present City Mgr. Harrison and Dave free, Anchorage Attorney. Mayor Dye explained the meeting was called to see if the City could find space for 50 trailers that are to hous6 workers in the oil industry. Most of the discussion was on Govn't. Lot 1, NE;4NE4, Sec. S, TSN, R11W, S.M., being that parcel of land lying so. of the Kenai Spur Highway, and east of Beaver Loop Rood at the junction of those two roads, and consisting of 39.92 acres. Title to'this land is held by the City, but FAA apprtwai must be obtained for development programs. Mr. Pree said his clients were interested in utility services, proximity to schools and shopping centers. A Plat of the area was given to Preo whereon were marked Schools, shopping center, well houses, closest sewerage hook-up, etc. Zoning was discussed as well as assessments, payments in lieu of assessments, etc. Pree says definitely they would only talk sale or long term lease. If they come into the City, they would want sewer and water and power. It is possible they could construct W&S lines, dedicate them to the City in lieu of assessments. They are also interested in future development and would want a reserve acreage for further expansion and growth. It was thot this could be arranged with City lands lying across the Spur or Beaver Loop--'tho FAA station is presently occupying the latter Harrison will talk with FAA after we hear from Mr. Pree which should be in a week or ten days. W. Pree then requested the City give his clients, Peninsula Enterprises, Inc. the some reduction in lease rates they would give any other lessee. He explained their lease with FM was at A4 a sq. ft., and thru lack of communication with their agent On Kenai, the lease was cancelled for delinquent payments. Ultimately, a new lease was drafted betweea PEI and the City at 1 1/2 cents per Sq, ft. Tho this was half the amount FAA had collected, the Council and Pree seemed to think this was still high, especially since the old air strip will no longer be graded or subject to snow removal. After considerable discussion, Seaman moved, Morin seconded, Lots 14, 15, and 16, site of the hangar,be leased for 14 a sq. ft. and lots 9,10,11,17, 18 and 19, con- sisting of vacant land, be leased for 4o per sq. ft. Motion passed iuuanimously by roll call vote. Morin moved, Seaman seconded, to authorize the City Manager to sign the Lease to Peninsula Enterprises, Inc. with the effective date of 9 May, 1966.
