school property is maintained".

KENAI CITY COUNC ' MINUTES
13 JANUARY 1965
Members present at roll call: Cone, Lofstedt, McCann, Meeks, Morin and Swires.
Mayor Dye absent due to City business in Juneau.
Mrs. Janet McCabe of Alaska State tiousin.o, Authority presented a preliminary sketch
of the Plan which will be incorporated in the revision of the 1980 General Plan.
Said sketch snows tentative land use, zoning, streets, etc. Final plans will be
fixed after the report from Real Estate Research Corporation is received and studiec
Tam Smythe, also of ASIIA, pointed out the preliminary plans show possible land use,
but not the quantity in each catagory. The Real Estate Research Report should
furnish economic data for commercial, industrial, residential, etc. use in general.
ASHA Vecodntends the only change in the Kenai Spur by the airport should be a slight
straightening of the curve, else too much land would be taken from the City. A
road was also shown linking the Old Townsite with Kenai Spur --said road following
the bluff, more or less, with a bridge across the gullies. Beaver Loop would be-
came a major highway leading to a bridge across the Kenai, and a semi -major road
would lead through Walkerville.
The City Administration Building is in a good location right now, being close to
Post Office, Airport and business center. ASHA suggests Urban Renewal for a block
or so West of this concentration with an Armory building. A letter from Col Reger
was read which backs up this plan, as it is the opinion of the National Guard that
an Armory "should be located as close as possible to other community buildings".
Considerable discussion was held by Council and the audience. Speakers from the
floor were: Gene Roguszka, Carl Seaman, George Jaynes, all associated with the
ld.Tport. Planning Commission members participating were: Airs. Catherine Malone,
Robert L. Roper and Al Olson. Mrs. Swires also spoke during the hearing.
Councilman Lofstedt urged a park and recreation area at the Beaver Dam Site, lo-
cated between the two City Well Sites. Council heartily endorsed this suggestion.
Harold "Duke" Deering requested permission to start another taxicab service in the
City. He will present his application in writing showing location of cab stand,
number of vehicles to be used, telephone and radio service, etc. The Clerk will
notify present taxi business (Stan's Cab) and the in -operative Northway Cab of
this new application. A public hearing will be held when the application is con-
sidered. (City Code, Sec. 20-14.)
Minutes of the last meeting were approved.
With consent of Council the Atty."s report was heard: (Change in the order of
business.) It is his opinion the time might be here for turning the Water d Sewer
project over to the bonding companies --Ile will check with Galliett on this Thurs.
The chlorinating system is not in operation yet, due to defects in the equipment
sent from the factory, but Ed Evans reports the system is available for fire
fighting --there's plenty of presurre in the lines. It is also Mr. Evans belief
the system should be closely watched during the first months of operation; that
it will take at least 24 hours a week to maintain the system; the lines are par-
ticularly susceptible to freezing now. In discussing foreclosure of deiisquent
tax properties, Council urges immediate action on foreclosure of 1962 taxes, and
arrangments for sale of 1961 foreclosed lands. Deeds to the latter are now held
by the City. The City is not liable for Borough tax on these properties, but we
are obligated to pay the W&S assessments, plus the $12,000 already owed for other
City property.

There has been a lot of controversy over the newly passed ordinance exempting per-
sonal property from taxation in the City. Discussion revealed an initiative could
e be started to repeal the Boro personal property tax --however, the Atty. General's
Opinion on this has been requested.

The ordinance for transfer of taxing powers to the Roro is not ready --provision
will be made for the City to retain the right to collect for delinquent taxes.
Referring to Don Statter's letter regarding the small boat float -harbor, the Atty.
tried to contact the Mayor in Juneau --the Clerk will reply, pointing out the delay
in harbor construction was due to contractor's failure to perform.
The contract between the City and Carl Seaman was discussed with Mr. Seaman. The
Attorney will re -draft the contract as agreed between Council and Seaman; He will
pay for the line over a ten year period, but the line will belong to the City, and
i Seaman will not be assessed when a main trunk line is installed later on.
Ira English inquired about insurance on the airport lighting job, and asked taat
it be allowed to be cancelled. Alan Corthell was to get a letter to the City re
this, but it has not been received yet.
Correspondence was read: Letter from Hobbs, HHFA authorizing final planning for
KateV and•Sewer Sertite Extension to the Airport Terminal Building; letter of
thanks from High School Principal Stroud for the cooperation shown by the City
during Student -Goverment Day; proposed Bil of Sale Forms were okayed by Council;
Bulletin from Local Affairs Agency sets Kenai's 1964 evaluation at $8,833,425 as
opposed to 1963's $7,488,072--personal property is approximately 201 of the total.
McCann moved, Morin seconded, the Atty.'s bill for services re Lease Co. be paid.
Motion passed unanimously. Galliett's request for partial payment on W$S was
tabled by a motion from McCann, seconded by Horin, and passed unanimously. Tabling
motion was for one week.
Clerk reported: New resolution should be passed appointing Clarence E. Lyons, Jr.
as City Civil Defense Director. McCann moved, Morin seconded, Resolution #64-29
' be adopted. Passed unanimously.
Clerk was instructed to work with Sellars on final payment check.
Clerk will contact Fire Chief Ken Rice about regulating thermostat in Fire Hall.
Considerable discussion was held on heating system. McCann moved, Morin seconded,
the City offer in writing an invitation to local contractors for proposals for
installation of a central heating system for the Civic Center, Fire hall and Jail,
Kenai City Light, with future extensions and expansion of buildings and heating
system in mind. Motion passed unanimously.
Clay Lyons reported KCL was "in the red" for the month of November. He attributed
some of this to lack of payment by Caughran on W&S. Council inquired as to labor --
Lyons plans to have only a two -man crew within two or three weeks. He pointed out
' the need for more office space and said the owner of the Trade Bldg. had offered
the offices on the second floor for $160 per month --this covers heat and lights.
Council feels rental monies would be better spent on expansion of the present
quarters until such time as a capitol improvement program can be instituted for
a Government Center.
