L. 14. Bartley approached Council on buying the 45' x 80' road r.o.w. in front of Hartley Motors Building, and also inquired as to the status of taxes and water assessments on this strip. The City has ciut collected taxes on this for the past three years and the ►I&S assessment did not include the area after an adjustment made subsequent to Council meetinp, of 20 Jan 1965. Mr. Hartley was informed he should inform the Boro Assessor of this situation in order to be released from paying Boro taxes on the r.o.w. Nave Boyer requested from Council: 1. Permission to start a Cab Co., 2. Per- mission to start a Car Rental Service, 3. Permission to locate a heliocopter pad on the Hotel grounds. Council advised him to put his intentions in writing for the Cab Co.; i.e. how many cabs, radio and tel. service, location of cab stand, liability insurance, etc. 2. The car rental service is his business -- all the City requires is Registration; 3. the helioconter pad should go before planning Commission for study of Zoning and Fire Laws., and to the Airport Com- mission with regard to FAA regulations. A public hearing will be held on appli- cation for Cab Co. after receipt of same from Boyer. Mr. Barry inquired if Council would nay any more toward plumbing bills accrued in re -designing the system in his house after it was moved from the Street r.o.w. After considerable disc+ission McCann moved, Swires seconded the City pay no more toward Geneva Armitage'Barry's cost of plumbing. Motion passed unanimously. Georqe Navarre inquired what had been done toward rate reduction study on KCL. R. W. Beck 6 Associates have this under advisement now. Navarre asked to be allowed to offer the City office space when Council considers this matter. He could fix space to the City's needs and specifications. yr. Barry announced Universal Services needs an area to establish a 500 man camp. Clerk will contact them re this. Ernie Knackstedt reported a Mr. Duncan in Sec. 31 was under the impression hed had been billed for a Water h Sewer improvement --Clerk will explain to him this was a Street Assessment Notice. Minutes of the last meeting were approved. Correspondence was read: Letters in the Circulating File re Lease Co. and school roof; City's letter to Don Statter re Floats; Letter to Boro Assessor re prop- erty cards --cards have been returned with apologies; Letter to Lauthauser ex- plaining the City cannot list retail sales returns by name; Doris Swires and Catherine Malone will form a committee to work on story, pictures, etc. to go in the Anchorage Mews' "One Year Later" Edition; Clerk will write AML the Council is adamantly opposed to Legislation forming a Civil Service Commission affecting police and fire personnel; Council says its decision to pay Caughran's payroll can be made retroactive to cover Superintendent and Bookkeeper if the pay period is shown on the Statements and if the Contractor shows earnest in- tention of finishing the job immediately. (Requests for pay amount to $779.05 and206.99--net earnings.) Re Galliett's letter: Morin moved, McCann seconded, Gelliett be directed to fill out Form CFA 105 with suggested revised project summary as per letter of 22 Jan and to submit an explanation of the discrepancies between his financial report and the Clerk's recapitulation. Passed unanimously.
