Minutes of the last meeting were approved.
Persons to be heard arrived late and were:
Al Hudson, reporting on word from FAA reizardin2 the application of Dave Boyer for
a Helioport: FAA does not license for this, but Boyer will have to fill out a
form notifying them of his intent. Clerk will contact Boyer and qive him forms.
Bill Wells offerred to build a 30' x 32' extension to the Civic Center, install
a central heating system, etc. for $350 per month for five years. These figures
are not exact, but gives a rough estimate of costs. Council will consider this
at budget time.
Harold "Duke" Deering inquired why a hearing for application to start a Cab Co.
had not been called. Council reminded him they were awaiting his application in
writing as the Code requires. Clerk said Boyer had applied in writing, so hear-
ing for him will be held on 17 February 1965 at Council meeting. If Deerine's
application meets Code requirements the hearing will include his application also.
"Mac" McCurdy wanted to know if the mechanic's job was filled. McAllister was
shifted to Streets and Water and Sewer. There is no mechanic as such, but .James
Linderman is being used in that capacity by the Airport Division. Mccurfly17
qudstioned Line man's qualifications as a mechanic; Chet Cone and Jaynes both
say he is an A #1 mechanic, having had six years experience as heavy duty mech-
anic, and three years with Alagco. Speakers from the floor besides McCurdy were
Hediey Parsons and George Jaynes, Airport Manager. Council is still following
the policy of advertising for help if the job is to last over two weeks. Mc-
Curdy also inquired if the City furnishes gas to employees for their private
vehicles. All employees but KCL Mgr. are using their cars on City business and
some gas is being furnished to Coveyou, as he has the longest runs.
Ed Evans reported the sewer system is no0in operation and he recommends the City
take over this part and start collecting revenue from it. The water lines are
being flushed from the West end of town and lines are clear up to Fish f, Wildlife.
Council will not accept the water lines until it has been chlorinated and tested
according to Dept. of Health standards. Galliett will be down next week to super•
vise this operation. Well House No. 2 has one or two days more work before it
will be functioning properly.
Correspondence was read: Memo from Airport Director to FAA in answer to their
request for payment for costs of operating run -way lights since the City took
over the airport. Cbeck for $964.96 was mailed as per agreement. Application
Boyer for Cab Co. was read: McCann moved, Morin seconded, to advertise for
public hearing for Boyer's application for taxi permit. Passed unanimously.
Morin moved, McCann seconded, "Duke" Deering's application be submitted in writ-
ing prior to advertising for a public hearing. Passed unanimously.
Attorney's letter to Gen. Reeves was reviewed requesting consideration be given
to stationing air force personnel here with a view to increasing school enroll -

went. Council agreed to send the letter. Bills totalling $9,593.25 were pre-

with expected $4,000 to be received in sales tax revenue this month. Circulating
on Council table is draft of a suggested letter, from the Atty., requesting Legis.
lators to aid Kenai in obtaining additional funds to complete the airport project..
The Anchorage Times quoted almost $21 million in "unobligatod funds" at the
close of this fiscal year in the State budget.

Clerk's report: City reed, notice to place trash barrels on racks if we wish
Kenai Garbage service to continue--Followipg discussion, Council decided City
personnel can handle garbage disposal in the future.
Checks totalling $2,171.30 had been written to cover W&S pay-
roll from 1 Jan. to 31 Jan. This covers, Evans, Bookkeeper, Stephens and
Gillilan--Mrs. Caughran's salary was not paid.
$632.87 in interest has accrued from Bridge Reserve and C.D.Fund:
Applications are being reed. for deputy clerk's job in response
to advertisement in the Cheechako News. Council will review these next week.
Clerk called attention to various Legislation: What is the
status of the City's application for Tidelands? The Bore also can acquire tide-
lands adjacent to Cities of H.B.20 passes. SB43 would hive the Public Service
Comm. power over utility rates in Mm icipalities, etc. JIB 15 would make it
possible for City to issue Revenue Bonds without an election; HB 43 would add
Health Powers to the Boro--do we want the Boro controlling City sanitation, etc.?
SB 58 would out Boro elections on a partisan basis; IiB 47 would make possible
a refunding of general obligation bonds --the City might get a lower interest
rate???
Oberts has been working with Clerk to allocate insurance ex-
penses to various departments. The City is obligated to pay the entire amount
of the premium as that is the policy established three years ago. lie are al-
ready four months delinquent in payment. If the City wants to change this pro-
cedure next year, this can be done, but it cannot be done retroactively. oberts
is obliged to pay the entire amount as he is billed for it. The City should be
getting approx. $5,000 of this returned as the City will not be paying school
insurance after 1 July 165.

Council agreed we should promote districtin; for Boro represent -
Discussion of "use tax" reveals the Bnro's sales tax can be im-
plemented without enforcing the"use" tax element --this was the opinion of the
Atty. General.
Clay Lyons reported: McMaster Answering Service has offered'to handle the emer-
gency alarm signals on the well houses for $5.00 a month and $S.00 for each call.
Council suggested a limit up to $25.00 a month. Lyons will confer with them on
this. He has 27 residents signed up for KCL power if and when they can be served.
Wed. morning the new generator at CUL went out --Lyons and the crew were out there
from 9:30 to 11:00 a.m.; Later on Lyons was at Wildwood and discovered they had
been carrying part of their load since 8:00 a.m. The CUL Mgr. hadn't mentioned
this to Lyons even tho' he remarked about the small load Ifildood was taking at
CUL. Furthermore, Wildwood will pick up their entire load themselves and will
carry it until such time as the new engine is fixed. Lyon put in a call to Don
Meyer in Anchorage to discuss revenue bonds for generating purposes. Mr. Meyer
had been discussing this with R.W.Beck a week prior and said he would be in Kenai
next week for further consultation.
Council meeting was interrupted for a while with C. D. warnings of an earthquake
- centering 200 mi. East of Shemya, and possible tidal wave hazard.
Morin presented Ord. #78 increasing the number of liquor licenses for Boyer Hotel.
Morin moved, Swires seconded, to adopt Ord. 978 on first reading. Passed unani-
mously, McCann abstaining with Council consent. Second reading will be on the
' Agenda next week.
McCann moved, Swires seconded, to approve the application for games of chance and

showing proposed North (toad extensions. Passed unanimously.
Clerk was instructed to contact Roguszka regarding parties interested in timber
resources on the Peninsula.
There was considerable discussion regarding service area for Kenai City Light.
Council discussed ways and means of paying Tachick for street construction orig-
inally scheduled to be done with City equipment and personnel. Due to heavy
sums paid by the General Fund for completion of the Water and Sewer Project it
j appeared the money for Tachick would have to be borrowed from another fund.
The Bridge Reserve Fund is specifically for Bridge purposes, Sec. 7-16, City Code.
The Charter empowers Council to borrow money to meet appropriations from a fund
! for any fiscal year in anticipation of the collection of estimated revenues for
that year for that fund, when authorized by resolution or ordinance passed by
the council, if the total of such loan does not exceed 75% of the estimated
revenues of the fund for the year, and if the debt shall be paid back before the
end of the next fiscal year. The Airport Fund is adequate now, but the Chair-
man of the Airport Commission and Airport 6lanager expect large sums to be expend-
ed in the near future. Revenues from the street assessment are payable over a
three year period.. The Attorney was not present to assist Council, and the
Clerk does not anticipate any large revenues other than the raw fish tax. ,
McCann moved, Lofstedt seconded, to pay Bob Tachick out of the Airport Fund.
Motion passed unanimously.
The Attorney is requested to amend the proposed Liquor License amendment to
contain the phrase "liquor licenses may not be transferred by the named appli-
cant for a period of 10 years".
