NOON SHOULD BE INTERESTING ® k® :mm -- _ KENAI CITY COUNCIL MINUTES 24 FEBRUARY 1965 Roll call: Present - Chester Cone, Billy McCann, Roger Meeks, Gene !brin, isomer Swires, Mayor James G. Dye; Absent - Vernon L. "Bud" Lofstedt. Dave Boyer requested certification from Council for the Kenai City Cab as being in operation on Saturday 20 Feb., 1965. Ibis request led to a lengthy discussion as to who was, or wasn't, in operation by the deadline set by Council at last week's meeting. Trooper Allen was contacted and appeared a little later at the meeting, but was unable to clarify the situation to Council's satisfaction. llarold "Duke" Deering presented a letter from an Anchorage car dealer that delivery of his car from the ship was made at 10 p.m. on Monday 22 Feb. Speakers from the floor were: Dave Boyer, Duke Deering, Mr. and Mrs. Les Eaton. Discussion also led to revision of last week's action which eliminated Stan's Cab from the list of those Cabs permitted to operate for the 90 day probationary period. In order to correct this inadvertant inequity !florin moved, Swires seconded, that last week's motion regarding taxicabs should include Werner in the list of those given a 90 day probationary permit to operate, and that he should come under the same terms as the others. Motion passed unanimously. Swires moved, Morin seconded, Council have a special meeting on Cabs in a week or so. Motion passed unanimously. Meeting date was set for Monday, 1 March at 7 p.m. and Trooper Allen was requested to be present. Council adjourned for a short recess and reconvened in about twenty minutes. John Coveyou requested direction on maintenance of two roads on Airport Subdivision. (The road behind PNA and the Flight Service Station Road.) Morin moved, Cone seconded the road behind PNA be maintained by the City, the other road to FAA's FSS be main- tained by the Airport. Roll call vote defeated the motion. McCann moved, Mb rin seconded, the Airport be instructed to clean both roads and the CPA pad. Passed un- animously by roll call vote. Coveyou also wanted instruction on obtaining, mechanical work on the loader. Al Hud- son, Chairman of the Airport Commission, will talk with Jaynes and Linderman on see- ing that this is fixed. Council also conferred with .lames Linderman regarding a City mechanic's job, and in- structed the Clerk to place an ad in the paper for a man for this position. Tom Smythe and Janet McCabe of Alaska State Housing Authority presented a more de- tailed subdivision Plat of a portion of the Airport lands. Real Estate Research has projected the population growth to 1985 as being 8 thousand. This number of people will require SO acres of housing. IS acres of industrial, but the business acreage is already adequate. The next step the City should undertake, according to Smythe, is an application for 702 money from Community Facilities Agency for advance planning. This planning can include utilities, streets, etc., and the money would become a grant if construction is undertaken. The Plat presented by ASHA can be used as aguide for advanced planning if Council approves. Said Plat still has some revisions to be made, as Galliett has submitted some suggestions; Roguszka also hasn't had an opportunity to study the Plat. Thore was some discussion on tones --it was thought a high density area here would be too far away from the town proper. There should be a minimum of 80' for width of the lots as they are only 100' deep. The 30 grade change in the Curve by PNA would allow for a secondary road along the Kenai Spur which will reduce traffic hazards by providing limited access to the Highway, but will still be adequate to handle traffic. The Street plan in the residential zone of the S/D is also designee to discourage through traffic to the Airport and to accomodate only the homes there. There was some discussion on the differences between light industrial and business zones, and also, which areas should be developed first. It was thought the lots --TVVr- I COUNCIL MINUTES 24 Feb 65 Page two provided with access routes would be utilized first, unless a developer wanted to construct his own road to an outlying lot. The N.W. portion of the S/D should he developed in conjunction with the lands along Birch Drive. It has been estimated by "experts" there will be a 30% increase in income in the next 15 years, and most of this money will be spent on items other than food, clothing and the necessities of life. ,fore will be invested in hobbies, recreational activities and leisurely pursuits. Kenai needs close contact with Anchorage and some thought might be given to a portion of a S/D being dedicated to homes with room for airplane hangars adjacent. Problems of access from the run -way would have to be worked out, but it is in the realm of possibility. The float plane plans were changed somewhat as this was thought to be high value land and perhaps should be reserved for other purposes; also FAA might have a problem of visibility from the tower if buildings are placed between the sea plane facility and the run -way and tower. The remainder of the General Plan will be up -dated. but priority has been given to development of Airport area first. Ed Evans inquired whether or not Council had made any decision regarding Galliett's written recommendation to accept the Water & Sewer Construction Project. He says he wants to complete the job the best he can and to everyone's satisfaction. He hopes to have the line break by F & WL fixed this week, and will donate his time next week for a re -flushing of the lines. lie maintains water samples from fire hydrants is not a good method for testing the water. He also reported a new pump has been in- stalled in Well house s2, and the relief valve purchaed by Galliett for a small pump was working perfectly. Galliett's letter advocating acceptance of the Wf,S System was discussed; any un- finished work can be handled by the contract's one year guarantee. McCann moved, Cone seconded, to accept the Water $ Sewer on the terms of Galliett's letter, and to apply for the balance of the grant monies from HHFA and USPHS. Roll call vote passed the motion unanimously. There was si,= discussion on purchase of materials and equipment from Caughran Ex- cavating, Inc., but Evans could not say as to costs, etc. Council then discussed the changes proposed in the Administrative Code as outlined in S9 101., and the Public Service Commission legislation in HB 138. The Mayor will be in Juneau on 4th and Sth of March and will try to talk with the Committee members involved in various hearings on the two bills. The tormer would eliminate the Mayor of a City serving on a Borough assembly as it expressly states a Mayor shall not be a member of the Council, and that Boro Assemblymen shall be elected as a Council - Assembly representative; it also would allow anyone having lived in the Boro only 30 days to run for such office. Council feels 30 days is not an adequate time for indoctrination into local affairs. SB 101 also allows Cities located over SO miles from a Boro seat to act as their own Board of Equalization and Platting Boards which discriminates against Cities within the SO mile radius, in that the Boro Assembly acts as Board of Equalization for the latter. There are other numerous items which are controversial and should be studied further. The Clerk will write for copies of HB 138 (PSC) so Council will have copies. The Attorney reported: What about sending his letter notifying the bonding companies of the status of the W$S project? McCann moved, Swires seconded, to send Fisher's letter to the Bonding Co'.s Passed unanimously. I Council Minutes 24 Feb 65 Page three The Mayor requested direction on amounts to concentrate on in his talks in Juneau -- the $40,000 only or that plus the $29,500 for conclusion of taxi -way paving, etc. and the sea plane facility. Council and Atty. thought the City should try for the full amounts as this total was the figure originally planned on when the City took over the Airport. There was a short discussion on the need for a City Manager and possible candidates. Council urged Mayor Dye to consider the post, but he declindd the honor (?). The minutes were corrected to show DIcCatn as abstaining from the vote on Ord. #78. Clerk reported: Notice 6f-foreclosure of 1962 taxes was going to be published this Friday --the Mayor, Atty. and Clerk thought 1963 taxes should be included in this list. Council agreed delinquent taxes should be cleaned up as much as possible be - fore the Born takes over. Morin moved, Swires seconded, to foreclose on 1962, 1963 and 1964 delinquent taxes. Motion passed unanimously. Clerk also presented a S/D Plat of Block Three of the Thompson Park S/D which was approved by the Planning Commission. Morin moved, Cone seconded, to adopt Res. #65-4 approving the S/D Plat of B1. 3, Thompson Park S/D. Passed unanimously. Morin presented Ordinance #80 amending the Liquor License Code. McCann moved, Morin seconded, to approve for first reading Ord. #80 regarding Liquor Licenses. Passed unanimously. Clay Lyons, Mgr. for Kenai City Light, reported: Jim May and Stan Thompson had re- quested disconnects from H.E.A. and were told this would be accomplished Friday. H.E.A. had inquired of May where he expected to get power and he said KCL. H.E.A. doubted the legality of this action and expressed the intention of taking further action. COuhcil directed the chock to the School be written and that payment to the Dept. of Public Safety be postponed a while longer. Meeting adjourned 12 mid -mite.
