Airport Commission memuers present: Harold Anderson, John Morris, Roald Amundsen, Carl Seaman and Al Hudson, Chairman. Also: (;ene Roguszka, Airport Consultant and George Jaynes, Airport Director. Council members present: Mayor Dye, Councilmen Chet Cone, "Bud" Lofstedt, Billy McCann, RcSer Meeks, Gene .161orin.and Homer Swires. Meeting called for purpose of determining action on bonding for the Kenai Terminal Building. Roguszka started to review the program as set forth by Don Meyer, i.e. the City should get a public facilities loan thru CIA and 1111FA, etc. Mayor Dye thought all present were aware of the program and asked the Commission what course of action they wanted to pursue. They had several choices: Let Ro?uszka go ahead with his proposal; engage anc' Engineer (Cortheil, for instance); contract with Governmental Statistical Services, continue with on Meyer, etc. When questioned, Roguszka said he could complete his feasibility,$ L hin a few days after the first of the moatn. A lot depended on how soon he could get information from Realestate Research Corp. in Calif. The data needed from them is the marketability of land and projected economy of the area for the next five years. Council apologized for acting before the Commission had ruled or expressed an opinion on the procedure to follow, but had done so in order to speed up the planning, as time is short, and it is hoped the Terminal Bldg. can be ready for occupancy by 1 Jan. 166. John tb riis said the Comm. had not actually dis-approved; they hadn't voted one way or the other; they simply wanted to know core about the study Roguszka would do --Would there be addi- tional studies required at more cost to the City? trill this maximum fee of $1500 take care of follow up work? etc. Roguszka said his study would zncinde:a,five year projection of costs and revenues at the Airt)ort, and a determination from FAA as to whether money from sale and lease of land can be obligated for bonding; that he would naturally expect to follow up any inquiries on details of the study, at no extra cost to the City; that his fee was not to exceed $1500, and it may well be much less than that --it depended on the time expended and whether or not some of the data can be readily acquired. Letter from GSC was read in which they offered to take on the bonding for $2796, and guaranteed to sell the bonds or forgive the fee. Council had the same sort of proposal from Moyer, except his "fee" was about $2500--but Meyer said there would be no quibblinp over this --that his co. would prepare the bonds for public sale for nothing in order to Rot the program started. Council also feels his suggestion to go thru HIIFA and get 3 3/4 money could not be matched by anything CSC might offer. After hearing Roguszka's intention to back up his study with any additional information that might be required, and his asser- tion that this study can be used for any other project the Airport might wish to undertake during the next five years, the Commission felt Roguszka's proposal should be accepted. All were in accord with this except Seaman, who was opposed to "studies" in general, and,who was -not -convinced the additional study was worth $1500. However, he stated he thought the Council should do as they thought best. The Ihyor repeated his opinion of last week: that the City has always paid Roguszka a sub- stantial sum for work done in the past; maybe this iab is worth only $500, maybe not --but he is fairly certain anyone else doing the Job would have to start from the beginning, and it would undoubtedly cost more, or at least, just as much. That his fee, or any consultant's fee,was up to the proposer; that it is up to Council to either accept or refuse. * Regular Meeting of Council was called to order at 8:15 p.m. After considerable discussion, Chet Cone moved, considering Don Meyer's comment on the capability of Roguszka, we retain Roguszka on the basis of his proposal stated here tonight at a fee not to exceed $1500, and we continue with preparation of bond- ing for the terminal building. Roll call vote passed the motion unanimously. Swires moved, Lofstedt seconded, to retain Don Meyer as finanical consultant to pre- pare the bonds for public sale, and to advise him Roguszka will furnish the data required. '•lotion passed unanimously. =d I _- U Council Minutes 21 "ar 6:, Pale two Jim Doyle, representing the Fire Department, inquired if the F.U. should budget for gas and oil, tires and tubes, etc. for the fire trucks, ambulance, etc. Council advised them to include these things in the budget, but to consider the City's agree- ment with International B.F. Goodrich for tires and batteries as no dealer can match the prices they offer to Cities. They snould also consult with other Citv Depart- ments in ordering tires and tubes, as a volume order might result in still lower costs. Wildwood Motors was the agent for handling these tires, etc. Mrs. Louise Boyer extended an invitation to the City Council to attend the opening of the Buoy Room and the Harbor Room at the Boyer Hotel on Sat., 27 March; cocktails 6 to 7 and Smorgasbord following. Minutes of the last meeting, were approved. Correspondence was read: Letter from Fisher to Council re the Kenai Bridge Site with suggestion conies of the letter be sent to the Congressional Delegation, Corps of Engineers, etc. Council thot debate on a site is premature and decided not to send such a letter at this time. Letters to Fisher in response to correspondence from him re appro- priations for shortfall money (from Bartlett), and re North Road Project (from Steen). Letter from Gantz re bonding cols. for Wf,S nroject stating the City may be assured the companies will meet their obligations under their contracts of insurance. Also memo from Atty. to Gantz,forwardine evidence of the City's accept- ance of the W$S Project. Notice from the Boro of Public Bearing on Boro Ord. 99, Amending Ord. #8 (Property Taxi Ord.) which would exempt inventories from taxation --inventories being anything that is for re -sale and subject to the sales tax. bearing will be TWA., April 6, 10 a.m., Homer, Alaska in basement of the Methodist Church. Mayor asked for opinions re this: One merchant was for it --another was against. This led to a discussion in general re boro taxes --sales and prone —sty; also on weighted voting, selection of Boro Assembly members on partisan basis, and from districts, etc Clerk reported: Map from ASBA still doesn't show all lands Council wanted desig- nated. Will return it for additions. Clerk tried to contact them while in Anci. this a.m., but failed. Copy of application from Pendleton, Ore. forwarded to Airport Comm. Clerk was instructed to write Meehan of PSC stating all City require- ments for taxicabs and relating all action of the Council with regard to Stan's Cab. It seems Werner has I'SC authority to haul passengers from the airport to Nikiska, Soldotna; etc. Mayor reported: City should inquire into application of Kenai Packers for tidelands. Clerk will have F. J. Malone research the description. Presented two plats showing proposed routes of the gas line from the Union Gas Field to the Swanson River Area, with request from the Corps of Engineers for comment from the City --Do we object to either of the two proposed routes? Clerk will write the City has no objection to either route, but would hope they would be responsible for maintaining arty erosion along the bank if the route chosen is that at the River mouth --also that the line, which would be 10' below the River bottom there, would be lowered, or removed, in the event the City wishes to dredge for deeper harbor and entrance to the River at some future date, or wishes to make any harbor improvements that would require the line to be deeper. Discussion of the second route, crossing the River farther up, led to discussion or notice in -the paper about preserving the barabara sites --these are numerous in the Kenai area, and could be a decided attraction for tourists. Clay Lyons reported: telegram from Wade, Utilities Mgr..at Fairbanks says there will be a meeting of Utilities Managers in Juneau Monday 29th. Clerk was also instructed to contact various sources reeardint a City Manaeer for the next fiscal year. Mayor asked Council's opinion on the sales tax, etc. (Boro Ordinance). Most of Council felt real property sales should not be exempt; also thought maybe a 2% sales tax might be adequate rather than 30; opinion was divided on exempting in- ventories from the property tax. There were 25 peonle at the meeting Monday 22 on Bore Sales Tax Hearing. Mayor presented Resolution #65-8 urging Congress to undertake comnrehensive studies of the cost of Federally sponsored national disaster insurance. �1cCann moved, Morin seconded, to adopt Res. #65-8. Motion passed unanimously. Swires announced Killen had called from Anchorage, wanting to know if there was anything particular the City wanted to pa§' oti•to Sen. Bartlett who is in Anchorage. Council thot the Coastal route should have preference; then Bridge, small boat harbor and Turnagain Crossing. Ruby Coyle mentioned 114.0. 979, signed in 1941, says the road to Hope shall be approved by the F & 1tiL, and they definitely favor the Coastal route. Clerk was instructed to answer Director Sell of Div. of Lands re sale of Mental Health Lands in Sections 6 and 1 that the Council preferred the sale be held in Kenai at the Library, any day but Thursday, and to let him know the Kenai Gen. Plan, ' Zoning Ordinance and Subdivision Ordinance is available on request if developers are interested in having same before the sale. The Mayor reported FAA plans to assign their surplus equipment to the City. The Atty. reported: Oral notice has been received Caughran Excavating Inc. is in- stituting a suit against the City for loss due to the earthquake. lie will know more about this on Thursday. Re sale of city -owned property he suggested we might publish invitatidn for negotiated sale, listing properties available, prices accept- able, etc. Council thinks all sales should be public and should be sealed bids. The City needs only to get delinquent taxes, court costs and administrative costs -- the objective is not to profit, but to put the land in use. If any parcel appears to be worth more than $5,000, the electorate would have to vote on whether or not h to sell. The Ord. changing classification of churches for power rate purposes is not ready yet. Re the court hearing tomorrow, the Mayor cannot be present; Swires, Lyons, Goff and the Atty. will go. 4j Swires reports the tank and meter situation on the Airport has been settled. The Atty. suggests a thank you wire to McNealy be sent, also tele- grams to Begich, Pollock and Kilcher. Clerk will send. Discussion was had on whether or not to send a delegate to Juneau re CSHB 138. Cone moved, Morin seconded, to send a delegate to Juneau,if it's important enough, j for any hearings on H.B. 138. Eiotion passed unanimously. Clerk was instructed to request the Atty. to change the amendments to the Taxi Ord. so requirements for taxi liability insurance are the same as required by Anchorage's.. Harold Deering will bring suggested changes to the Clerk for submission to Council. Doris Swires announced all Legislators will be at Carpenter's Hall in for Anchorage a dinner on 10 April; Banquet for Bartlett on 15 May.
