Clerk - Ouke Deering has requested the Second Reading of Taxi Amendments be
postponed until next week.
Still getting repercussions on the billing for the Anchorage Mews
"One Year Leter" coverage. Departments were not aware this was going to cost.
Nominating petitions may be obtained at Clerk's office. There are
two Council seats expiring, also the 'Mayor's seat, and have to elect a member
to fill the one yr. un-expired term of Knackstedt--now filled by Chet Cone.
There is also one vacancy in the School Board. Petitions must be signed by
twenty signatures of registered voters and property owners. Petitions must
be returned to Clerk's office by 27 APRIL 1965 S P.M.
�•�.�.— Hoper to have the budget to you by the wee _oT 21 April. All depart-
ments are preparing their own, and Clerk hopes to have the summary done by then.

Gpne dorin was elected Acting Aayor for a few minutes when the Mayor appeared.
Barris Jackson inquired of Council w;iat was involved in granting a franchise for
wrecker service/ 'Nould it prohibit other wreckers fro.n operating; within the
City? If so, he favored open competition for wrecker business. His firma of
Wildwood %lotors has a PSC permit; Viey have recently nurchascd a new wrecker
and plan to offer 24 hr. service. Council considered an ordinance to limit the
number of wreckers to the present three, uut action was tabled until more in-
formation can be obtained from the Public Service Comnission.
George Robinson requested Council to secure land:: in the Central portion of
Sec. 34, T64, Rllh, S..'4. as a parks and Recreation parcel. There are 75 children
in this vicinity, and parents and homeowners hoped to erect playground equipment,
clear some of the ground, install picnic tables, etc. Tae City will pursue this
further, as the map shows this particular area as having been withdrawn from sub-
division for residences.
A. L. Hudson requested permission to publish a notice of rental space available
in the Terminal 3uilding, dependent on the outcome of the election, and inviting
interested parties to contact the Airport Commission. Council discussed this at
some lenght ; Morin :roved, ',leeks seconded, to hold the notice regarding space
until the election is hold. Roll call vote: Affirmative - Lofstedt, Aieeks,
'dorin; Negative - Cone and McCann. Hudson also presented an information sheet
on the size, scope, purpose and need for a terminal building for distribution to
Boxholders and to the public in general. 'dorin suggested the brochure include
an explanation of the difference between general obligation and revenue bonds.
Council also recommended the brochure be approved by the Airport Commission be-
fore it is distributed. There was considerable discussion on making space avail-
able for Borough offices in the event the Borough Assembly would consider locat-
ing in Kenai. G~, McCann, Morin and 4aC4!'S thought space could be made available
for at least 22 1/2a a sq. ft.; Lofstedt and the Mayor thought a more inviting
proposal should be presented; i.e. token payment to meet power costs or Janitorial
services, etc. The Airport Commission will give this fu rther study adn try to
let the Mayor know its findings before the next Boro meeting on the 20th.
Doris Swires presented a map of Sec. 6, T5.4, RlIW, s.m. showing an area the Cent-
enniel Commission recommended for a park for toruists. She had conferred with
Roscoe Bell, Director of the Div. of Lands, who said the City could have it by
making application. Mrs. Swires will present this to Planning Commission for
approval, etc. The Centenniel Commission also recommended moving the Tourist
Center building to City property East of Lake St. and Kest of the galley by the
FAA Station. Council concurred and instructed Mrs. Swires to work with the Plan-
ning Commission and the Airport Commission. The latter will have to get approval
from FAA for this project.
The Shell Oil Co. has a model of the platform in Cook Inlet for display purposes.
An effort will be made to transport this to Kenai in time for the tourist season.
Ws. Swires hopes to get some of the oil companies to donate a replica of an oil
derrick to place by the Tourist Center.
Ken Jordan suggested no name be submitted on the ballots at the coming election
for a school board member as the time for serving will be only one month. Mem-
bers for the Advisory School Board, under the Boro, must be elected at a public
meeting, so the present members will automatically be terminated. I'he Mayor

suggested this might not necessarily ue the ca=e as the Local Affairs Agency
had suggested the School 3oards continue activities under the Wro; also the
question of voting rights was raised. Council agreed ¢¢ candidate should file a
petition for placing his name on the ballot, and/fg�'gures should be followed.
.John Nb rris briefly outlined a ruling of the Civil Aeronautics 3oard wherein PAA
had been ordered to curtail service to areas West of .Anchorage, to eliminate
direct flights between Kodiak and Seattle, and to decrease the size of the planes
serving this area. INA is petitioning for a reconsideration of the ruling and
has until the 29ta to submit its protests. Morris suggested the City night lend
assistance in urging air traffic be increased, not decreased, and pointing out
the anticipated growth in the area. AcCann roved, ;b rin seconded, a resolution
be drafted by the Atty. and sent to CA3 protesting the decrease in INA services
Hest of Anchorage. i•btion passed unanimously. Copies of the resolution with a
cover letter will be sent to Kodiak and Peninsula Cities served by P Wt with the
suggestion similar action be taken by Civic groups in said Cities. Tile suggestion
was made a brochure might be distributed explaining the situation to the public
and inviting them to write letters to CAB and the Congeessional delegation. A
name petition, or several of them,might be circulated for submission to the CAB,
which would show a public interest in the action. Traffic to Kenai has increased
so much it is a self paying run in the summer, and by revising schedules in tine
winter, it could remain on a self -paying basis.
Trooper English reported there had been an increase in law enforcement activities
the past month, i.e., com;laints, drunkenness, etc. There will be three cars in
the area now with radio communication which will increase the efficiency of their
operations. There was discussion on street sign mutilation and means of correct-
ing it; the Mayor also suggested lighted signals be installed to slow and con-
trol traffic by the High School. Clay Lyons, KCL higr., will check on costs of
these lights. There was also some discussion of the traffic hazard with students
walking on the highway across the two dips.
The Atty. cautioned on the City's making payments with 11ater F, Sewer Construction
Funds. Clark said a check for $42,075 had been received frowIDIFA in this morn-
ing's mail and had been deposited to the W&S Constr. Acct. Check had been written
in the amount of '29,891.96 to the General Fund, $13,589.11 to KCL, and $2,730.00
to H. Galliett, leaving a balance of $7,864.43. The Atty. said no payments must
be made to Caughran Excavating, Inc. until the lien holders have been satisfied --
the Internal Revenue Service or the Employment Security Division have first pri-
ority. In the event the City turned over all available monies to the bonding
companies to lot them decide who gets paid first, this act might be construed as
a payment to the Contractor and would make the City vulnerable to law suits. The
City will try to meet with the representative of the bonding companies (Dick Gantz)
as soon as possible.
The Atty. managed to contact the Division of Lands in time to lodge a protest re-
garding Kenai Packer's application for Tidelands. Council platted on a map the
area they would not object to for granting a permit to the Cannery; said area is
described as following the mean low water line from the up stream boundary,shown
+ on Kenai Packer's application, all the way through the dredged area to where the
-- limit of the dredging line intersects the low water line as indicated on the map,
i a distance of about 900' and about 25' out from mean low water.
'j The Atty. hopes to file on 1962, 1963, and 1964 tax foreclosures in a day or two.

- - Clay Lyons reported a call from Ft. Richardson inquiring about City sewer service
to Wildwood Station. lie estimates about $150,000 to put in a line. The City
cannot foresee service in this area in the near future.

The Atty. reports the Alaska State :lousing Authority's contract appears to be o.k.

Lyons reported on construction costs for lines ie various parts of the City;
also on acquisition of equipment from Frh1. Tney pro;lose we purchase a D-7, a
Grader and a Sno-Go from them and rent it out, figuring it 'will nay for it,,.f
in six years. 'Pais equipment might become available within 4 or 5 months. The
Mayor will talk with FAA and see what can be done.
Minutes of the last meeting were approved, after correction on p. 3.
Correspondence was read: Letter from Leon Silencer of R. I,.. Sock k Associates,
who is in Singapore and expects to be back through Ancnorage in June --says ne
can come to Kenai if desired --Council will let nim know as his departure date
approaches.
A few copies of the R-aalestate Research Corporation's report had
been received. Some discrepancies in the report were mentioned. 'Ir. Leutheuser
will be in Kenai in a week or so.
Letter from :i.4.11illsbury to Strandberg re ;)over for the greenhouse -
Lyons says the City will have to have a contract with them guaranteeing minimum
amounts of power to be used, and puaranteeing the power factor.
The blayor stated tie School Budget for the 3oro very likely would be cut; !le
said the budget was not clear as to the apportionement of monies.
The Clerk reported The 3oro Assessor will be at the Library-1•riday, 23rd April,
to hear objections or corrections on personal property.
The State sale of land in Sec. 6 will oe 12 May at 1 p.m. in the Library; there
are 102.65 acres for sale in Sec. 6 encompassing Lots No. 44 to 163, and 13.58
acres in Sec. 1 involving lots 2 to 6. Iinimur. bid price is $58#300.
There are 28 sewer users and 18 Crater users in the City; a number of citizens
are waiting for the frost to go before hooking up. Tne 5ond issue is based on
100 users.
The City Budget fi;ures were submitted to Council; all Departments utilizing the
General Fund were included except Law Division and the Fire Department. The KCL
and Airport Budgets will be submitted later.
The Clerk was instructed to contact the Anchorage Daily :dews regarding the paid
advertisement as Council didtnot know there was to be a charge. Kenai was the
only City paying for two full pages; other Cities had some advertising, but the
rest was treated as news items. Council did not authorize an expenditure of $600.
New Business on tAe agenda was tabled. Tne item regardinn the sheet metal bldg.
to James Thompson will await planning Commission's approval of the building permit,
and $100 performance bond.
