Some of our Public Improvement monies can be used on this project --as the City's share, i.e. 1V$S, maybe School, Airport? Addition to the Fire Ball?, etc. 540,000 rec-d from USpHS; Has been put into W&S Construction Acct. awaiting Atty's priority list for payments. REPORTS: Mayor Attorney Clerk: Miss Dirtadian is visiting this area on her way to Kodiak. Would like to talk with Council on the Libraries' plan to expand facilities. City's share would be over $13,000--See Library Budget. She will also speak at the Chamber of Commerce dinner pied. noon. ✓ASHA is requesting from Council, Planning Commission, etc:. any particular problems we may have encountered with the 1990 Gen. Plan or the Zoning Ordinance??? If so, we want to let them know now. Have two copies of a preliminary outline for the new Kenai Plan --if anyone has the time to look this over, ASHA would appreciate haveing your comments. Run-down of costs and revenues from now until 30 June: Expenses $37,780.28 Revenues 22 560.28 Short , The cost of the Microfilm Recordak, used, from the Bank, is $400.00. Might be able to get it for less ??? Should the City embark on �j a micro -filming program for keeping its records, etc.? PERSONS NOT SCHEDULED TO BE HEARD: KIaAI CITY COUNCIL ;41NUTLS 8 4PRIL 1065 Roll call: Present - Bud Lofstedt, dilly 'McCann, Roger 'leeks, Gene Phrin, Homer Swires and Mayor James G. Dye; Absent - Chester Cone. Mrs. Allan Petersen introduced Miss Helen Dirtadian, Director of Libraries and Museums, who is visiting the Peninsula from Juneau. This is National Library Beek and Miss Dirtadian is narticinating in Peninsula Library observations of the event. There was considerable discussion of the Library nroc!rams. Federal Aid now allows money for new construction of Library hcilities on a matching 60-40 basis. The local effort furnishes the larger share. The Kenai Community Library has submitted a budget to the Council for planned expansion of facilities for the coming Fiscal year. Council hasn't started on budgets yet, and the Mayor suggested 701 Planning money to get the project started. If this is done, any work accomplished prior to date of acceptance of the plan cannot be included in the costs of construction. Under the Library grants in aid, architectural fees, cost of site, etc., can he reimbursed. The Library Board has already contacted Arthur Bunnell, Architect, who is working with the Centenniel Committee, for assistance in planning the exten- sion. He expressed willingness to cooner:tc and was interested in the project. The Council will meet with the Library Board sometime after 12 May to study how to * proceed toward expanding facilities. Questions of establishing a Nbseum were asked Miss Dirtadian. She said the Federal Government can designate an area, or building, as a historical Site, and suggested the local Historical Society pursue the subject. Doris Swires presented a letter to be sent to the Division of Lands anplying for ten acres in Sec. 6, TSN, R11W, S.M. Council says okay to sign and send. The order of business was changed, with consent of Council, to accomodate the people in the audience present for opening of bids on tax -foreclosed land sale. First, the Mayor explained the assessments for water or sewer had been inadvertantly omitte from the amount against the property on the Clerk's list. Only four lots were in- volved in the East addition. All interested parties agreed this did not affect the bidding as far as they were concerned; that any assessments against the prop- erties would be over and above the amount of tax, penalty and interest. Council and bidders agreed the opening of bids should proceed as scheduled. Considerable discussion on this as the description on the deed is in error in showing the Range ':o. as 11 hest. Council agreed this parcel should be withheld until title can be cleared. Roll call vote unanimously defeated the motion. Meeks moved, Morin seconded. to reject the bid of Northern Gas Co., Inc. for above - described property. Passed unanimously. Clerk will inform Council when the title has been corrected --the Atty. thinks the whole process will have to be re -done. Morin moved, Swires seconded, the three lots in the east addition be awarded to Elmer L. Knudson for his high bid of $1431). Roll call vote carried unanimously. Mr. Knudson inquired if he can't get a :)uiet Title thru Title Ins. will he get his money back from the City. Atty. Fisher said"no" as the City gives a 0uit Claim Deed to the property. Mb rin inquired about the road to the Russian Ce•netery--does the City maintain it? Is it a dedicated Street? etc. Minutes of the last meeting were arproved. Correspondence was discussed: Janet McCabe'.. notes on Urban Renewal -Morin moved, Swires seconded, the City would like to have more information on Urban Renewal and Median housing. Roll call vote: Affirmative - Lofstedt, Morin, 'McCann; Nesrativ�a - Swires and Dye. Discussion on Leutneuser's report: Atty's. and Clerk's letters to ASHA pointed out serious mis-information--the Atty. says some of this could be quite damaging to the City in the future. Leutheuser will be here S May and Council wil endeavor to clear up some of these errors. Homer and Seldovia had responded to the City's urging to write our Congressmen re CAB ruling on P.NA services. Letters and resolutions are inundating various Plasnington offices as well as Alaskan agencies and businesses. Clerk will write Mfr. Van Anteerp the City Council feels it best not to issue franchises on wrecker services at this time. Re priority claims on W&S liens, the Atty. will talk this over with Northern Insurance Adjustor when in ANchorage Friday. There is no further word from Mr. Gantz. The City doesn't want to out itself in a position of "holding" the monies either. There was discussion of turning the money over to the Adjustor; also the Atty. says we could go to Court and let!the Court decide who gets paid. It was not determined whether Peat, Marwick and Mitchell were on the job or not. The Clerk will look up the minutes on action taken regarding Caughran's claim for loss due to the earthquake. The Attorney reported: fie will be in Juneau the 5,6,7 and 8 of May. The Mayor will be there the 30th and possibly until the third. Fisher presented a suiuna ry on his emr,/cyment as City Atty; also the re -drafted ordinance re the taxing Mowers of the City and Boro. lie inquired if the Community College propram was Roing to be elimin- ated from the School Budget. If so, he recommends the City consider undertaking it. Kenai recommends the school budget be upped to $600,000 rather than $550,000. The delinquent Property tax lists for IJb2, 1963 and 1:164 will not be presented to the Court until about the :piddle of May. There was discussion on the route of the Gas line. Div. of Lands wants to know if the City has objection to ;ranting a r.o.w. across the tidelands. The Atty. will see if they are paying for tisis. The Mayor explained to the audience re the school budget, Born budget and City's financing for school purposes. A letter from Bill Harrison was read: If he comes to Kenai he would expect S14,00J ner yr; He would be willin? to take S12,901 the first year, plus $2,000 for moving: he would expect to start 1 June, but the City coffers Preclude this expenditure. C ouncil considered stinulating he would start I July. There was discussion on the merits of having a City 11.1gr.--the opinion was he could save the City the cost of his salary by coordinating activities in the various depart- ments, etc. McCann moved, Lofstedt seconded, Bill liarrison be hired as City Mgr. at $12,000 pdr year, plus $2,0100 for moving expenses. Roll call vote passed the motion unanimously. Swires moved, % rin seconded, Mr. Harrison be ratained as of June 1, 1965. Roll call vote passed the motion unanimously. Clerk will send him copies of the Charter, .udget, Code,et al Letter from Dave Pree, representing Peninsula Fnterprises, Inc.,was read in which land lease money was enclosed. Letter from Larry ?b nnans thanking Ceorge Jaynes, Airport Director, for his work during the high winds in saving airplanes by strength ening tie down lines, etc. Council concurred in appreciation of his acction, and 4 also expressed thanks to all of the City Personnel who worked around the clock to restore electric utility service, and to control the fires that occurred. Billy McCann presented Ord. #82 for first reading,, and moved for its adoption. bbrin seconded, and after public discussion, the motion passed unanimously by roll call vote. (Providing for City of Kenai Ratification Of Exercise of Taxing Power by the Kenai Peninsula Borough.) There was discussion on the amendment to the Taxicab Code. Swires moved, Morin seconded to table action "the two other taxicabs until the end of the 90 day probation period - 20th of May. Passed unanimously. Clerk was instructed to write Meehan notifying him of the hearing after the 20th on the taxi Ord. amendment. and to inquire if taxis were regulated by the PSC; also to inform him there was no limousine service operating now in Kenai. The Clerk was instructed to write sir. Clovis Mann, La Porte, Texas, that the City blgr's. position had been filled, and thanking him for his interest. There was discussion on the Zoning ordinance as it now stands; ASHA wants to know if the City has had any particular problems with the Ord. or with items in the general Plan. Council will keep this in mind for next week's meeting. The Clerk reported: The Tuesday noon luncheon meetings for City personnel, Commis- sion members, etc. had been re -activated; meetings are at the Inlet Cafe, and all Councilmen, etc. are invited to participate; -__ Clerk inquired where rabies shots for dogs could be obtained. Some citizens had wanted to get dog licenses, but were unable to get their dogs inoccula- s ted for rabies. Major Cherbuck will see about this being done on the Post --also Dr. Barnes may be in the area in a month or so. l Council Minutes 28 Apr 63' Page four Clerk urged Council to have a budget session, and said Dept. Heads requested a meeting prior to budget time for discussion of personnel policies. Council wanted to wait for Harrison to discuss either budget or personnel programs; the Clerk suggested Council might want to go over the budget, as there are many items that could be handled without larrison--things he would be unable to have an opinion on, and could be settled by Council, thus saving time for later sessions. " Clay Lyons reported: It would take about ten more days to complete repairs of the damage caused by the heavy winds; Clay will check on insurance coverage for such damages; He requested ne nnission to purchase a survey instrument for S725, suggest- ing the three depts. (KCL, W&S & Sts.) could share the cost. Meeks moved, 11cCann seconded, to buy the transit out of KCL funds. Carried unanimously. Lyons suggested the City finance appliances for the 4ome by allow- ing customers pay when they pay their light bill. Fie will check with the Ordinance on this. He has two sewer applications and requested instructions on hooking up --should it be contracted out? Should the City purchase equipment and materials, etc.? He will chekc with Ed Evans to get prices, etc. F Lyons suggested a st. assessment district for Birch Drive to allow for complete re -building of the street; he will draft a Plat; also costs, etc. He hopes to do it with City men and equipment. Subdivision Plat of R. L. Roper was presented which divided S acres into 8 lots. McCann moved, Morin seconded, Resolution #65-14 accepting the Roper Subdivision be approved. Carried unanimously.
