The Alaska State Bank is holding its used .•licrofilminR machine in the event the City wishes to purchase it for $400. These cost about $1300 new. Jay Lietzke and Al Olsen say it is in very good shaper -the only reason the bank is chang- ing machines is this one is too slow for bank vuraoses. I have cnocked with the City of Anchorage on adopting microfilming processes, and the Chief of Police says: "Ile would recommend it to any City where a large volume of records must be retained." I am expectinR more on this from the Anchorage City Clerk. If Council wishes to adept a microfilming vrocedure, I think we can get the bank to allow for payment in July. �� v1Vill Council 'hold a nrelimincry budret session before Harrison gets here. Gene Roguszka, Plannin Consultant for the Airnort, briefly outline; work accomplish- ed by Morrison -Knudson Co. Pointing out the City owes money for work done, but the 10% retention clause precludes nayment now. tie requested Council to reduce the 10% to 5% which would allow for a $38,1)011 payment to M.K. Morin moved, McCann second ed, this request of the Airport Commission (and Roguszka) be recognized and a nav- ment of $39,000 be made to 4.K. Co. subject to written application from the Engineer Alan Corthell. Roll call vote passed the motion unanimously. Roguszka also nresented a request for cayment to Adans-Cnrthell-Lee, Wince & Associates. Morin moved, McCann seconded, to hay A.C.L. Wince 6 Assoc. the $15,769.50 requested. Motion carried unanimously. John Coveyou and Clay Lyons oresento.d a plat of the Birch Drive area and a plan to establish a street assessment district for eomnlete reconstruction of Birch Drive and adjoining roads. Council discussed costs, methods of building, etc. Lyons explained City personnel, plus some temporary help, and City equipment will be used. The cost of $29,219 will have to be budgeted this next Fiscal ,year as the assessments will have a three year pay period. Council concurred with Lyons' and Coveyou's proposal to contact all property owners in said area and see about signing a peti- tion for the assessment district as required by the City Code. Minutes of the last meeting were approved. Correspondence: Letter from Atty. to Council recommending payments to lienholders on W&S was tabled until the next meeting when the Atty. and Mayor will be present; Letter from ASHA, with accompanying, correspondence to Div. of Lands, informed Council they had succeeded in requiring the Div. of Lands to include a mandatory S/D clause in the legal advertisement for sale of land in Sec. 6. This will in- sure a S/D of smaller lots than the present 2 112 acre tracts, and will aid the - City when public improvements are offered in the area; Letter from Div. o: Lands _ s stating the 10:acres applied for by the City in Sec. 6 are not available for selec- tion, as they are classified lands --but that four lots in that section could be had. Letter drafted by the Atty. for the Mayor's signature re rock removal in the River was tabled until Leo Oberts and the Mayor can sienify their approval; Ordinance #84 was presented by McCann who moved for adoption on first read- ing. i4orin seconded, and Ord. #84 Repealing, Personal Pronerty Tax F.xemntion was unanimously passed for first reading. Cone seconded, and the motion passed unanimously for first reading. Clerk presented a plat snowing the road the Russian Church Group is reques- ting maintenance and construction for. Clerk was instruct«d to inform them of the steps necessary for dedication of a road right-of-way, as the City cannot maintain streets or perform construction work without dedication. hiarin reported on charges to Cupns and Cronce for use of the City's Sanitary Fill: Coveyou says charges for ^tce. are $442 nor mo. Lyons presented a resolution establishing a delinquency date_ for rayment on W6S assessment charges. First half payment would become delinquent after 31 May, second half would be delinquent after 30 Nov. --an 8% penalty charge would accrue if not paid before delinquent. McCann moved, Morin seconded, Res. M5;-1S be adopted. Passed unanimously. The Clerk reported: the atty. had brot forms to the office Tues. eve for notifying property owners the delinquency foreclosure order would be presented at Court next weck. Wed. a.m. the Clerk sent word to Segura to come to work for typing and mail- ing said notices, but information was received that Segura had gone acrnss the Inlet for the summer. Clerk contacted Mrs. G. Struble to get the notices out. Council thought Mrs. Andrea Tyler should be notified of the vacancy and hired if site still wants the job. Clerk will contact her. Discussion on Roper S/D Plat. Clerk will return the Plat for inscribing Covenants as required by the Code. Council agreed a budget meeting should be held in the near future even tho' City Mgr. Harrison won't be here until June. Clerk will contact the Mayor in an effort to set up a meeting next week. The question of miernfilminp will be referred to the Mayor and City Mgr. Lyons talked with Vice Mayor Swires re W&S serving the area near the Royal Redoubt.
