Roll call showed a quorum not nresent, but as reonrted he would be in
later, Council acreed to ro alwad :with :: meetin? and take official action when
a quorum was had. Present taus fnr: Vice '-%yor Homer Swires, Gene Morin and
Roger Meeks; .Absent, Billy McCann, Chet Cone, 3ud Lnfstedt and :favor Dye.
Leo Oberts renorted on the lane sale hele by thF: Div, of Lands for the acreage in
Sec. 6. The Fourtn Ave. Develo-imcnt Gorr, of Archoraee nought the parcel for
$89,500. Ooerts said a tentative a7reement had been reached wherein 0hurts Realty
was to be the developer for the Cornorati.on. They hnne to use the basic pattern
for subdividinl' as the State hnd planned, with some minor changes; the lots alonq
the inlet will be the first to be released; the Corn, wants water and power ser-
vices from the City, and possibly sewer. tuey also hone to -)ave the streets ult-
imately; Oberts had contacted Galliett ant: the closest tie-in for water is in
the vicinity of Navarre's, and Galliett's estivate for cost was about $40,000 to
bring the line to the corner of the subdivision; stoma drains will be installed
also; Oberts will have more definite commitments by next week's meeting he thinks.
Oberts also said the comnlaints about rocks in the River ioutn had come fron Air.
Piper of Pan .American Petroleum Co. and h-: thought it was okay to send the letter,
as drafted by Atty. Fisher, to the Corps of Engineers.
There was some discussion on the letter from the Corps of Eng rs. rc the repair
work on the City Dock, and also on chancing the Army -City lease a2 re•.;ment which
would allow the City to sub -lease the Dock Site. Inyor Dye and Oberts will re-
view this further.
Dr. Bailie approachod Council on the City's taking over the responsibility of
meeting payments for the Clinic, $320 a month, and suggested the City try to get a
Doctor to operate it, or to make extensions and imnrovements, and maintain it as
a hospital. Bailie suggested two Councilmen meet with the Clinic Board to discuss
the feasibility of assuming this responsibility. Meeks and :-;Orin will meet with
the Board Abnday 17 May, 8 p.m. Mayor Dye will also attend is possible. Swires
announced he will be going Outside in about b weeks and he hopes to come back
with a Doctor --that if he can do so, money for a nospital will be available in
30 days. Dr. Bailie asked Swires to inform the Bank of this anticipated action
as they had only b0 days more to meet payments, and under th•- terns of the pur-
chase, the buildin.r, will revert to Morris Killen if there is a default in naymant.
There is $27,000 outstanding yet.
John Coveyou reported Dick Aiorgan is taking a petition to property nuhers on, and
adjacent to, Birch Drive. The contemplated construction of Bircn Drive and sove
f side straets will be 7,000 ft. The City will try to ac,Iuire rights -of -way to
straighten out the curve behind Peninsula i,uilders so that Birch Dt. will have a
? direct access to the Kenai Snur. hill tells' Plunbin¢ & Beating, his offered a
r.o.w. plus $200 toward gravel. Th- City noocs to construct a path -way across
the gulley,from material removed from the old st rects,which will afford a walk-
way for students. dells has offered to maintain the -)ath and keop it cleared of
snow.
Jim Doyle reminded Council it will soon be time to advertise for bids for Ras $
oil contracts for the City. The Borouih will handle school Purchases for 1966
Fiscal year.
Swires reported on information given to R+avor Rye while he was in Seattle: I61FA
had recommended the City let the Court decide who was to be paid on the IM; nro-
jecte--this is in line with what Atty. Dick Lantz find said also+- RoinR into

safer for the City in the long, run; Swires also reported a l-.tter from the doro

The letter spoke of a naw %tel "adiacent" to Soldotna, of the oil field exelo ra-
tion "adiacent" to Soldotna, of the new Ireennouse, etc., etc. This letter was
a subject of debate at the Boro meetinR in Ilomer, when isomer 'rhonrson introduced
the subiect to the Assembly. The Assembly unanimously voted to direct a second
letter to the CAB Pointing out the nrior letter was not an act of the Assembly,
nor did it represent their feelint, on the matter.
Swires reported Mayor 11ve had talked with Union I)il and it aionears gas can

The Clerk reported Bud Keener, at the Chamber of Commerce meeting, had urped the
Chamber to support the Fishermen's Coop in tacir efforts to set the two bridges,
to be removed from the Kenai and Kasilof Rivers,for re -installation on the Kenai
and Kasilof at locations nearer the mouths of the Rivars. This will be of v,reat
benefit to the fishermen as well as people of Cohoe, Kasilof, and points South.
Keener pointed out the Kenai crossing should be relatively single a3 Union Oil
is building a road on both sides of the River sphere the gas line is to cross --
presumably in Sec. 17, T5N, R11W, S.M.
The Clerk also reported Union Oil's Quarterly report Rave the following
data: Gas sales to the City of Anchorage were 12 million cu. ft, per day in 1964--
Contracts for delivering leased gas to the oil fields call for 35 m.cu. ft. per
day by the end of 1965--96 m. cu. ft. per day in 1966, and 112 m.c.f. per day in
1969. This gas will be returned to Union Oil after the oil reserves have been
depleted. Union Gil also says secondary recovery operations in the past few yrs.
have amounted to almost 16% of crude oil production.
Clean-up Day, to be spear -headed by the Chamber of Commerce, will be the
first Saturday in June (5th). This will be on next week's agenda to determine to
what extent the City will participates with personnel and equipment.
Clerk will direct a thank you letter to the Governor and to Commissioner
Guertin for the Shortfall payment to meet the school payroll.
Credits on the City's Fire Policies, in the amount of S774.71) had been reed.
but the charge for bonding Clerk, Council, KCL Mpr., etc, was SS09.42, so cash
actually reed. was $26S.28.
Clerk will direct a letter of application for Lots 15, 16. 31 and 33 in
See. 6, TSN, R11W, S.M. as per letter from the Div. of Lands.
Clerk will inform the Boro of W&S assessments against th^ School Reserve.
Frank Rowley had been in the office claiming exemption from property taxes
under the Franchise, but Council agreed the Franchise was not in effect in 1963
or 1964.

Mayor Dye appeared at this time/which gave the Council a quo rum: Ballots of
last Tuesday's election were opened, and the findings of the Judges and Clerks
was read. A resume of their report accormanies these minutes. '•favor Dye asked
if there were any protests as to election procedures --none were heard, and the
Clerk reported no written protasts nad been received. Swires noved, 'leeks
seconded, to accept the election Judges and Clerks' ballot returns. Motion nassed
unanimously. Council's comment on proposition #1, Charter Change, was one of
Surprise that it passed, as it was difficult to understand the wording.
Minutes of the last meeting were approved.
The Mayor reported he snent two days on City business in Seattle --some of the
results had been discussed in above.
Don `eyer's letter re assessment funds on firs`; to tha Terminal Bldg. not be-
ing used to pay off bonded indebtedness for revenue bonds was discussed --the Air-
port Commission will study this further Tours. eve. i1IIFA also would like to see
a 1.5 coverage by tie third year. The letter also states Gen. Fund monies can-
not be obligated to pay on this bonded indebtedness.
The Mayor says WIFA states KCL would be eligible for more funds if 50%, of

Fisher sugi'ests the City direct individually addressed thani you notes to
all Senators and Renrosentatives for their efforts in behalf of the pity during
the last Legislative-eriod. Clerk will comply.
In response to Mayor Dye's questions, Al Hudson, Cbairman.of Airport Comm., said
the maintainence building would he un before winter; Ro7uszka is worxing on ac-
quiring r's.-o-w all the time; the sea plane facility apnlication is supposed to
be in by 30 Ame--Roguszka didn't want to rush into it before City fora-s can
handle it --possibly by 1966 it will be feasible.
The FAA wants to give the City all their lines and will pay for transfer to our
poles, plus $400--this will give the City access for rower to the Airport. iiud-
son agrees the City should pursue this action, and not the Airport Commission.
Ordinance #83-65 was introduced for second reading. Swires moved, Morin seconded,
to adopt Ord. #83-65, Confirming Sale of Land Secured by the City Through Tax
Foreclosure Procedures. Motion passed unanimously by roll call vote.
Discussion on Real Estate Research Report reveals Juneau was not satisfied with
the material submitted on that area, which coincides with the attitude of the
Kenai Council on the Kenai Report.
Council agreed chairs from the Civic Center might be loaned to non-profit organi-
zations, and even to other groups�if circumstances warrant.
Council adjourned for executive session on nayments to 1,41$5 creditors, and resumed
the regular meeting about an hour later.
Morin moved, Meeks seconded, to table action on payments re TP£,S, as per Fisher's
letter, until next meeting. Passed unanimously. Fisher will contact Mr. Baster
(yes, Baster) Jenkins of the legal Dent. of H.IFA on this.
