Council had deci&-d to -!rant a r.o.w. on the Fast boundary of Lot 3 if the line could be lowered helow mean low water; Union Oil's construction supervisor and Galliett said this is not financially <easible as it would nean sinking the line to a depth of thrity feet. Waldo Coyle offered a free r.n.w. between Lots 1 and 2, but this would involve an additional $40,000 expenditure to Union ail. The City's concern over the r.o.w. on the Fast boundary of Lot 3 was basce on future potential use-=i.e. [taller & Gibils tentatively contemplate a dry dock and boat repair service there. There was considerable discussion with Council, Galliett, Union Oil representa- tives, and from the audience. Sneakers from the floor were: Ruby & Waldo Coyle, Dave Boyer, Ron Thiel, etc. After two hours, Seaman moved, 'brie seconded, to have a special meeting at 7 p.m. Thursday 27th to try to resolve this aroblem. Bob Wade and %h rk Beauchamp, renresenting the P.T.A. ,asked if the City could heln on the hot lunch program for the elenentary and jr. Ili school. 'Most years the the, has not met expenses, except for last year. Meeks moved, 'Morin seconded, the City of Kenai support the hot lunch program not to exceed 51,ol)n and subject to review at the end of the year. Passed unanimously. Janet McCabe of Alaska State Housin^. Authority, introduced Chuck Olson of the Urban Renewal Planning Section for AS:1A. Olson reviewed the nroeram stating the Purlose of U.R. was to upgrade sections of a City that have d-teriorated. Funds are provided by the Fed. Govn't. for 75% of the cost--th^ other 25% is furnished by the City. Surveying and nlanning is done first; if the City accepts the plans and designs, the application is submitted to U.R., and if aaproved, re -construction begins. A City may apply costs of Public improvements in the area involved which were already spent three years prior to the time of the U.R. a-recment. Annraisals are made Dy disin- terested parties --if the property owners decline. the preferred price, the dispute Roes to the �bster (Court); the ~taster decides what he thinks is erjuitaol^ and if the property owner still disagrees, the case goes to iury trial. There can be no up- rooting of residences or business unless a facility of higher standard is available. Hence, U.R. also often works simultaneously with a low, or median -cost housing project. Roll call: Affirmative - Cone, McCann; Negative - Lofstedt, Meeks, Morin, Seaman. Wermer presented bills of sale showing the price he had -said for Stan's Cab and informed Council he thought he was buyinv,"Grandfather rights" when he bought the business. Council thought he snould be given an opportunity to redeem his investment, and the Mayor pointed out Werner was the only applicant with a Publis Service permit to operate limousine, bus and freight service outisde the City Limits. Werner said lie didn't see how he could make a qo of it unless he were the only comuany operating, but he said he could try. Meeks moved, Lofstedt seconded, Duke Deering and mr. Werner be permitted to operate a taxicab business. Roll call: Affirmative - Lofstedt; Negative - Cone, McCann, Morin, Seaman. Seaman moved, McCann seconded, not to consider any applications for other taxi permits at this time. Affirmative - Cone, McCann, Morin, Seaman; Negative - Lofstedt, !leeks. The Mayor suggested the successful applicants consider buying Itierner's P.S.C. nermit, as it had value. Minutes of the meeting of 12 May were approved. Minutes of the meeting of 19 May were approved. Seaman moved, !florin seconded,to appoint James C. aye as Borou^h Assemblyman. Passed unanimously. Morin moved, McCann seconded, to adopt Resolution 65-1u, approving Gabriel Juliussen's Subdivision Plat. Passed unanimously. jl Some discussion was held re Killer's request to use the City grader for preparing his t; roads for blue toppin$ in +bmnsen Additions. McCann moved, Seaman seconded, Killen r be permitted to use the grader for this onle blue topping project and Killen be liable * for any damage to the equipment that might occur. Passed unanimously. Morin moved, McCann seconded, to adopt 1kes. 65-17, thanking Homer Swires for his services. Passed unanimously. • Killen has offered to pay for operator's time --the City man will stand by while work is being done,as Killen's employee has experience with blue top nrenaration. Mayor Dye administered the oath of office to Lofstedt as he was not-iresent at last week's meeting when otner officers subscribed to the oatn. Seaman requested leave of absence for 6 weeks as ne expe!cts to ent^r the hospital next week. Cone moved, McCann seconded, t- annrove Seaman's request for leave of absence. Passed unanimously.
