Members present at roll gall: Choster Cone, Billy McCann, Roger Mooks, Gone,
Morin and Mayor Dye; Absent - Bud Lo Ntodt and Earl Seaman.
City Mgr. J. W. Harrison announced he had talkod with Mrs. Consiol reg;ardiog
Water t; Sower assessments to Russian Orthodox Church proporty and had sold If
the treaty precluded such assessments, Ito would goo what can be done. 'Thin
treaty, between Russia and the U.S.,prosumably denies the right to assess.
Minutes of the last meeting wore corrected to show Ord. Nos. 84 and 86 had hocm
passed by roll call vote; minutes wore then approved as corrected.
Harrison mentioned there had boon some misunderstanding on tho motion at last
week's meeting wherein an application for $450#000 was to be submitted for a
loan for the terminal building. Several Councilmen thought they were voting
for a loan of only $400,000. Morin moved, Cone seconded, to bring back the sub-
joct of apjj�lication for it loan for the terminal building. Motion passed unani-
mously. Sinco Lofstodt was one of the Councilmon who had misunderstood the
former action, Morin moved, (;one seconded, to table discussion until l.ofstodt is
hero. Passed unanimously.
The City Mgr. reeomnonded a mandatory requirement for hook-ups to the laity Witter
system since this is in kooping; with the policy of the City of installing the
service for public health purposes; Ito suggests hook-ups should have boon accon-
plishod within one yr., within a certain nunbor of foot from the system. Along
with this requirement he thinks a study should be made of rates in order to be
sure the pouple are getting their money's worth. Council thought two construction
seasons would be a more reasonable time limit. Council instructed Harrison to
undertake the rate study.
Harrison says tho City is trying to comply with the Judgo's suggestion re-
garding expansion of KCL facilities, but the domand for services is heavy, and
we will run a line to Better Concrete Products --a 3 phase line.
Ito Tidelands: Kirk Stanley, the Atty., Council, otc. will moot with 11.
Uaubonspeck (Kenai Packers) on 17th of Juno at luncheon if present tentative plans
can be firmed up.
With consent of Council a letter draftod by the City Atty, will be mnilod
saying the City will support the project "Road Start
Council discussed the Urban Renewal program outlined by ASHA two weeks ago. Tito
general fooling is that this is not the time to undertake such a project. Morin
moved, Cone seconded, to decline the services of Urban Renewal for the present.
Motion passed unanimously.
Re Vice Mayor: Mooks moved, Cone seconded, to nominate lone Moritz as Vi o Mayor.
McCann moved, Lone seconded, nominations eoase. Both motions passed unanimously.
Mooks movod, Cone seconded, to elect Morin as Vice Mayor. Roll call vote passed
the motion unanimously with Morin abstaining.
The City Mgr. presented Ord. #85, Adopting; the Managor-Council Norm of l;ovn't. and
Appointing J. W. Harrison as City Mgr. McCann moved, Morin seconded Ord. 085 be
- approved for second reading. Roll call vote passed the motion unanimously.
Ord. 086, ratifying the Taxing; Powers of the Borough was presented by the City Mgr.
McCann moved, Morin seconded, Ord. 086 be approved for second roadljtg!. Passed
unanimously by roll tali veto.
Harrison presented the Piscal 1905-1966 Budget: Most Department budget; arc
in three main categories - i.e. Personal Services, Maintenance and Operation and
Capital Outlay. The Budget was reviewed page by sago with the Mayor allowing; for

likely receive propositions to purchase the old bridges--ho estimates the cost at 4t
a pound, and they weigh 14,000 lbs.

oiluipment and fix up the rest.

hour coverage.
Harrison complimented tho City on the Volunteer 111.remon, but expressed the hope
more firenon could be recruited who were not fishermen, as firemen tire few in number
during the Commercial fishin+; season. Tito City Mgr. will contact the fire underwriters
ro inspection and fire rating;.
There was Homo discussion on putting the Wl;;i hook-ups out to competitive biddint,
vs. purchasing; a back-hoo of our own --any considerable expenditure may as well he
applied toward tine purchase of now equipment; we need to remark the situ of key -boxes;
the control system on the pump is not working--tho prossuro rolay control on well
house 01; the alarm system is net hooked up yet its tho lino from Alaska Tol. is not
available.
Harrison recommended the budget be adopted and the mill levy i.o sat at ton.

to adopt Res. 065-210 adopting; the Iludget. Roll call veto passod the motion unanimously
The City Manager presented Resolution 065-19. Morin moved, McCann seconded, to adopt
Res. H65-19 Authorizing; tine City Manag►,or to siign payment application to FAA and dosig,-
Rating; the City Manaller as the Sponsor's representative. Motion passod unanimously.
The City Manager presented Resolution $65-20. Morin moved, Cone seconded, to
adept lies. 065-20 Approving application for I'odoral aid for :ion Plano Basin and auth-
u izing the City Managlor to sign. Roll call veto passed the motion unanimously.
Gone Itoguszka explained the plans to convert the borrow pit into a son plane basin
using laity equipment and personnel; originally this was to cost $110,000, but FAA has
recommended additional improvements to cost $220000--$9,000 of this will be the City's
share; honco, the City will ask the Lopislature for the $28,000 which is the balance
of the original State grant of $68,000.
Harrison presented Res. 065-22 listablishing tho Mill Levy for 1905 Property Taxes.
McCann moved, Lone seconded, to adopt Res. 1165-22 setting the tax levy. Motion passed
unanimously by roll call veto.
Ord. 087 was presented by tho City Mg;r. Cone moved, Morin seconded, to accept Ord. 087
on first reading, which designates the first and third Wednesdays as regular Council
meetings; passed unanimously by roll call vote. Clork will l;et a notice in the paper
and post it in the Post Office attd cin the City Bulletin Hoard re this.

Harold Galliott announced he hass opened an office in the Seaman Building until 1 .tan.,
after which time he will have ponnanent offices in the Terminal Building;.

Roguszka announced the land sale of Airport /D No. 1 lots on 16 June at 2 P.M. in the
Library Room. The preliminary plat has boon approvod by the Planning! Comn. anti final
Plat is being prepared.
The Acceptanco of Compliance ro Civil Rights has boon signed for the Torn. Bldg.
Project.
It is recommended the City Rot an application for advance Planning; for a Civic Center.
Ordinance #88 was presented by the City Mgr. which requires mantadory hook-ups to the
City Water System by any establishment serving the public. Considorablo discussion was
given to this re time element, whom should be required to hook-up. i.e. residential
also, or just commercial?
McCann moved, Morin ancondod, the date of 1 September, 1966 be the deadline for
connecting; to the system. Motion passed unanimously.
Morin moved, McCann seconded, to approve Ord. 088 on first reading. Motion
passed unanimously.
This, too, will be publicized.
During public discussion, Ruby Coyle inquired as to the items in the budget for
AS which are paid for out of Con. Funds monies, and questioned this policy. It was
pointed out, the system's costs are pull for primarily from assessments, but until there
are more users, some Gen. Funds have to supplement the revenues to meet all expenses.
The same could be true of gas distribution linos.
Re W$S hook-ups, Harrison will got the help of Dr. Frank Go of the Dept. of
Public Iloalth -to determine who should be connected to the lino.
Galliett cautioned about hooking up without being sure there will be no back-up
siphonage.
Harrison says the City will make every effort to got water to the now terminal
building --that it would not be practical to use a separato woll.
The PAA is agreeable to running W49 to their facility, and the.lino will be big
onough for future expansion in that area.
No contact has boon had with 114WL recently as to AS hook-ups.
The Mayor announced paving will be accomplished in the Mommsen Additions, start-
ing about tho 17th; Killen wants the City to accept the Stroots at that time, and
also tho W&S system. The City should inspect those before the time of acceptance.
