16 JUNE 1965
Vice Mayor Gene Morin Called the meeting to Orlar. Roll call showedt Members
present - Lofstedt, McCann, Meeks, Morin; Absent - Chester Cone. Carl Seaman and
Mayor Dye.
Minutes of the last meeting were approved.
The City Manager reportedt
1, A telegram from HHPA had asked the City to desist from any action on air-
port bonding until further word is received from them; that the processing was not
complete. A letter from Don Meyer had said everything was okay. Harrison says he
would go to Seattle if necessary, but doesn't think the situation warrants it now.
2. The Airport Consultant conducted a public outcry land sale for Lot 6 in
Airport S/D $10 priced at $159000. There was one bid for $7500 which was rejected.
The bidder, George Navarre, wanted more area and nominated for future sale all of
Lot 6 and a portion of Lot 7. The next sale will be about the middle of July.
The airport commission may be obliged to review evaluation of these lots.
3, It appease to be impossible to obtain the use of a water -bourne pile driver
Evidently the close available one is at Kodiak. In addition, Harold Daubenspeck,
Mgr. of Kenai Packera, advises Harrison the hazards of mooring floats in the Kenai
River would preclude such action until such time as the City has a small boat har-
bor. The tides and winds make it all but impossible to keep floats moored. The
City Mgro will talk with the Corps of Engrs, and try to get pdrmission to store the
floats until a small boat harbor is constructed. Money received for transporting
floats and building an access stairway can be held until the floats are installed.
Council agreed to this action.
4, Through the courtest of the Airport, the City Mgre now has a vehicle for
conducting City business. A carry -all and a crash truck were transferred to the
City by the Kenai P.A.A., and Harrison is driving the carry -all. The Fire truck is
fully equipped; has apparatus for utilizing foam, etc. It is especially designed
for f lihting fires at the airport, but can be used generally. Eventually it will
be kept on the airport when qualified personnel is available for operating it.
A letter of thanks will be sent to FAA with copy to Airport Commission.
5. The key to the former Tacan building has been given to the City Mgr. and
the building will be moved soon to a site adjacent to the present City Administra-
tion building for additional office space. This transaction will go through Plan-
ning Commission according to the Code.
6, Harrison will be in Anchorage next Toes, and Wed., principally to see the
Corps of Engineers about the harbor, tnmt will also contact other Govn't. agencies
re some of the City's projects. He wild. be back Thursday a.m.
7. A visit from Bruce Adams, Dept. of Health in Anchorage, and from Joe
Kuchta, local Sanitarian, reveals that Dr. McGowan, Commissioner of Public Health,
is eliminating all evnorinmental health activities in Alaska. There will be only
one man representing the State in sanitation --one man to inspect canneries, sea
food, etc. With consent of Council Harrison will direct a letter of protest at
the curtailment of these services as there will no longer he anyone to test water
samples, inspect subdivisions for health standards, inspect water and sewer systems,
and public eating houses. $721,000 was deleted from the Dept. of Health budget by
the Legislature, and Dr. McGowan has cut it all from Environmental Health.
Be An application for selling fireworks had been referred to the Fire Chief
as per Code. The Code says fireworks may be expended within the City only on the
Fourth of July, unless it's done on the Flats. The Fire Chief had said the 3rd
and 4th, and Harrison recommended Council go along with his ruuling&

9. 11te electrical requirement tar next winter is mountings Harrison will
work with Odlsi Strandberg to get the new unit in by November as the latter had
announced to Council a few months ago. A report on too much voltage at night at
the Royat Redoubt was being checked --a new meter installed, etc.
10. The Atty, reported he had consulted with Gantz re H.E,A9 court case, and
since the City is being pushed for new installations of electrical service.
the Attys felt obliged to inform the Judge= a letter from H.E.A.'s atty., to the
judge, had accused the City of soliciting HEA customers, This is not the case ---
the City has not solicited HEA customerai we are only hooking up new customers
who request City power. There is one stockholder in the corporation who has re-
quested City power, but this was not solicited by the City, Atty. 0antz is trying
to conclude the case.
Ile The W&S dept, has had nothing but trouble this past week. The pump is
not working right in Well House 112. Galliett has been down all week -end= the
pump manufacturer has been notified --a new pump ordered= and the contractor who
Installed the rump was notified. The City cannot gat along with only one well
working. The electricai contractor will be paid for any work done on the hook-up.
12. KCL has an opportunity to obtain transformers from Sitka at a considerable
saving. Since the City's lines are an off -bast type, it is hard to got transform-
ers. They will be shipped via Alaska Steamship Lines via Seattle. No single trans-
former has been used more than five years; we are getting them for about $5 per
KVA (counting freight) ve. $15 per KVA for new ones# roughly.
13. This reminded Harrison he needed an ordinance from Council with directives
as to how much he can spend without going to Council. There's no regulation now
to limit spending. Ne suggests $2500 on any one order or contract. The Attye con-
curs with the suggestion. McCann moved, Lofetedt seconded, the City Manager be
authorized to spend as such as $2500 on any one order or contract without going
to Council. Roll call vote passed the motion unanimously.
14, Executive session for personnel discussion was requested.
15, Kirk Stanley, Tidelands Supervisor, will be here Friday a.m. to go over
things with Harrison= there will be a noon meeting with Council, the Atty., and
Harold Daubenspeck re Kenai Packers' tidelands application. Harrison requests the
entire Council be present if at all possible.
16. Requests a meeting Monday night instead of Wednesday next weak with Coun-
cil, at 700 p.m. ASHA will be here at 8 to meet. with Council to the final re-
vised Gen. Plan design; Planning Comm. and Airport Comm. will be invited to be
present,

Under Old Busineoss the City Mgr. presented Ordinance #87 for second reading --
establishing Council meatings, regular ones, on the first and third Wednesdays of
the month. McCann moved, Meeks seconded, Ord. 087 be scopted on second reading.
Roll call vote passed the motion unanimously.
Ord. A88, re mandatory wacer connections for commercial establishments was presented
for second reading. McCann moved, Meeks seconded, Ord. 1188 be adopted. Roll call
vote passed the motion unanimously.
There will be no meeting of Council on Wednesday 23 June, as the meeting on the
21st will take the place of the Wed. meeting. Council will nest-owthe 30th, then
In July, regular meetings will be the first and third Wednesdays, unless special
meetings are called.
The City Mgro also reported, under new business, we have a part-time hourly mech-
anic working on light equipment. We are still looking for a permanent man who can
work on heavy duty vehicles.

Re the mandatory hook-ups for Water and Sewers we had planned on using the State
Health Office to assist us in requiring private residences to hook-ups now we
will have to work with our own ordinances, etc.
Re Inlet View S/D strectas since the City has no standards for streets, the City
Mgre recommends he be allowed to accept the streets in Inlet View, as they have
complied with what minimum requirements the City has. It is possible these streets
may need more gravel in places, and he will see this is done& meanwhile, Harrison
requests the City enact -an ordinance setting out standards for street construction.
Clay Lyons has already done some work on this, and the City Mgre will continue to
work on it --will try to have it ready by the 30th meeting. Ron Thiel save the
City streets, during W&S installation were patterned along PHA specifications for
streetas this is 1/2 of 1% grade --Inlet View Ste. are .2 x. Council says go
ahead. The City started such an ordinance (00) about a year ego, but never got
It finished.
George Navarre inquired as to a rate study on commercial users of City power. The
City Mgre proposes to undertake a rate study after getting out the personnel man-
ual, and after the rate study on Water 6 Sewer. The personnel manual will probably
take about a month.
The Atty, reported Kenai Days planning is well underway, and distributed a news
release re this.
He also suggested the City might want to nominate some of its tidelands
for sale of oil lands. This would not bring revenue, as the City would not own
the mineral rightso but it would be good publicity, and would promote economic
growth. Mrs. Ruby Coyle thinks the tidelands are already leased.
The City Mgre says we do own the streets and a few pieces of property we
had before Statehood, and we would be entitled to oil revenues in the event we
would "pool" the area for all development.
Mr. Joe Conatel thinks there is a pile driver at Snug Harbor. Harrison will look
Into this.
Council adjourned for an executive session re personnel at 900, and reconvened
at 900.
Tt-e City Manager presented a request by the Airport Commission for an increase in
salaries for temporary help from $3.50 per hr. to 03.90 phr., and for an in-�
crease for the Airport Director from $150 per month to $ per month. McCann
moved, Meeks seconded, the City adopt the recommendations of the Airport Commission
regarding salaries for airport workers. Motion passed unanimously by roll call
vote. G
