Ile painted out the City has no binding contract with the Fire Dept. and they are, reluctant to rate a City when the rice Dept. is not under the authority of the City --that the r.D. s.ltnuld be n department of the City. City Mgr Narriaon recommends this be dotio right away. The Atty. will by .g the contract up to date and Ineurpornt:e the F.L. as a department of the City. Bids for the construction of the Maintenance Building were opened and were as fnllowss NAME BASIC AID ALTERNATE Kenai Stoat Buildings, Inc. $ 46,24S $ 8,664 8 4 8 Construction 48,859 4,000 Saunders, Inc. 601,706 14,177 Steward $ Co. 54s$00 9,800 The .l.owent bid in in excoos of funds for the project, but dis- cusaion with the low bidder and Airport Commission reoulted in a decision to recommend to Council a bid be awarded on a negotiated banin. Alan Corthell, Engr. and planner for the building,, says the grease pit and heating, syntum can be eliminated --the latter would be obsolete anyway with the introduction of natural gas in the City. Ile nays other things can be easily nitered. Eliminating the grease pit would delete $1710; heating system and chimney $5125, miscel- laneous things additional thousanOr to bring, the total cost to 038#665. The low bidder has agr.en;d to thin plan; the quality of the building; would not be harmed; the City can use the present heating system (forced air furnace) until gas is installed. In dincueoion, the Atty. aayn it would be bent to award a bid on a negotiated hasia; he'doen not recommend that the City commit it- self for a bid in excess, of its fundn. McCann moved, Meeks seconded. to award to Kenai. Steel Buildings the negotiated bid of $38,665 for Snow Romoval Equipment Building on the Airport. Roil calls Affirmative - Chester Cone, Billy McCann, Roger Meekn, Mayor Dye; tleg;ntive - None, rubl.ir discussion before the vote revealed no npposition to the construction. Roguezka also notified Council property had to be acquired from Mr. Stump for the seaplane base. rormer negotiations hnd been an offer of 0.00 an acre for 40 acres; i;tump asked $1,000 an acre. 21..519 acres are actually essential; the Airport Commission recom- mended offering* 0300 an acre; (City':; valuation is $200 per ac.) Roll. call. vote parsed the motion unant- mousl.y. Roguszka recommended dotail.od written reports be made to Council by the Airport Commission. Ile says a public lease sale: will be hold August 24 on three trnets of land --there are parties interested in erecting an ()ffire building by the end of the year; also development of 1/2 to 1 1/4 acre tracts should be accomplished to trade for Air- port run -way approach zone. He said discusni.on revolved around coots, depreciation, inter -ties, customers in the City and North Kenai; a total price of { $280,033 was suggested by H.E.A. for everything but the meters. A meeting with the Corps of Engineera, Mayor Dye, Harrison, and representatives of Union, Sholl, and Pan-American Oil Companies re- j vealed the oil companies were definitely interested in Kenai's in- tention to construct facilities for work boats of the Oil industry. r Pan American had plans ready to construct a 3 1/2 million dollar dock! of its own, but wouli be gratified to be relieved of this if a dock can be built in Kenai. Plans call for dredging to a depth of 10 or F 13 foot; no damming of the river would be necessary.
