Dye; Absent -none. Also present: Airport Consultant Gene Roguszka and City Manager James W. Harrison; City Attorney and City Clerk, John Morris, PNA agent, representing Harold A. Olsen, talked with Council re the CAB hearings. He says PNA is appealing the petition to remove PNA from the Peninsula; they have been on the Peninsula for 34 years, have the oldest route, and have no intention of loaving. Attorney ri.ohor will do whatevor is necesaary for the City to become a party in the cage, and to enable the City to fight these petitions by Cordova Airlines. Mr. Willimm Smith, of Continental 'relephone Systo.ns, now with Trans - Alaska Tel. gave a brief resume of TAT's hope of extonding and improv- ing services on the Kenai. Severe losses during the earthquake havo durtailed efforts, but an application for an SHA loan will likely be approved next week. He hopes: to get started by I Jean 166. Specs for equipment will be mailed to Council rather than wait for the next meeting; If Council has any corrections he would appreciate I ! knowing before publication. He looked at a backhoe in Col.dotna, but It wasn't very good, and thore seas no price on It. 2. Harrison and Furnen of H.Es A. had talked about servicing the people this summer while negotiationa are underway for the City's purchase of H.E.A. facilities. Morin moved, Seamen seconded, to authorize the City Mgr. to negotiate with 11,E.Ae to serve customers this summer until the City can arrive at a purchase agreement with them. Motion passed unanimously. 3. A telephoned inquiry to t)nion Gil revealed they had purchased Pure Oil Co. and had been so busy trying, to place personnel, they had not - - had time to work out a contract for Kenai's purchase of gag. It will i likely be the first of Sept. before we hear from them. - - 4. The Housing and home ri.nance audit has been completed on their por- tion of the City`s Water & Sewer Project. 5. The Ctty's Audit is complete, but: stencils for copying had to be corrected before printing,. 6. Kenai City 'Light Audit has not been dyne yet. 7. Warning Signs have been placed on City property by the Bluff. 8. The Mental. Health Lands in Sec. 6 cannot be solA, but the City may fget a 55 year lease to establish a Municipal Park. An evaluation will 1 have to be made as leawe price will be his of the assessed value. 9. The City's contract cal.ln for this, and thaat is what money was budgeted for; it Is necesuary that firmer contact be available between. the Troopers and the City. 11. Council agreed to the City Mgr.'s request to be authorized to pre- pare specs and invitations to bid on 3 1.500 KVA transformers for KCL. The load is high now, and this winter it will be worse. The now trans- -formers are to handle the anticipated increase in no rvices. K.esl has the money without touching, the bond money. 12. $399750 was received from the State for the Airport Construction Fund. 13., $170465.25 had been received from the State as 75% of the Tobacco Tay, Refund. The remainder- will come about next Feb. The City will in- vest some money in Times Certificate:; tomorrow. 14. The City has acquired about 60,000 in equipment from the State-- 2 D-89s, a low boy, 5 T. Tractor, etc. 15. The new Public Housing Hill allows 90% grants for W&S systems for towns under 10,000 population. The City will get more details on this. 1G. The floats for small boat moorage are in --thanks to the Mayor and the Airport Director. Pictures will be sent to Don Statlor's office. 17. Harrison talked with Bell. and Reynolds at the Div. of Lands and received advise on consolidation of the City's applications for lands. The Administration will research State lands in the City and make appli- cation at a later date. 18. Corthell has applied for final. payment to M-K in the amount of 526,972.71. This does not count the 5% still withheld. The check will be sent along with a letter of thanks and appreciation to them. Attorney Fisher reportedt 1. He had replied to a letter of inquiry sent him as Chairman of the Western Kenai Peninsula Redevelopment Comm. from the Federal Maritime Commission asking about needs on the Peninsula. He pointed out the necessity of Kenai River facilities. 2. Had submitted a letter,(copies will be gent to Council) re Joe Consiel'cs property and road r.o.w. by the Tide's In. 3.. A transfer of license from Kenai Garbage Service to Miller had been ,i applied for. The Attys will write a letter similar to the one submitted on transfer of license from Cupp's to Miller. No rate schedule has been - given to the City --no contact has been made by Millar at all. 4. Submitted a pamphlet on Harbor Development for the City', Library. - -- 5 . The Mayor reported a favorable letter from Union Oil regarding use of City bock facilities had been written; also one from Pan American was awaiting approval from tho "Boss" before being sent. Foss Tug E Barge say thoy will come into the River if dredging is done. The Kenai Dock can be the focal point of operations for all of Cook Inlet if we can assure them of 1124 hr. water". The U.S. Coact and Geodetic Survey will have representatives from Washington here tomorrow. Galliett also presented application for planning funds for Strnet Paving for construction costing $250,000--planning coats, y16,600. Application for pl.anninp grant for a Pas distribution system was submitted by Galliett for $316000 for a syntom costing $196009000. Galliett says this would pay for preliminary and final plans on the last three projects; he would prepare cover letters to HHFA and would prepare the feasibility study also. Those construction coasts Include eapitolized interest for two yearn --and in the case of the gas system, it inc.iudec conversion to gas burners. Galliett thinks he should have a consulting engineer on the gas installation and is willing. to withhold fees for this unless the City would rather pay a consultant separately. The Electrical. planning depends on whether or not we buy or build a system. Item r-2. McCann moved, Morin seconded, to authorized the City MLr. to sign the Fire Dept. contract. Motion passed unanimously. Item F-39 Preliminary Draft of the 1980 Revised Plan will. he discussed at the next meeting. Item G-1. The City Mgr. presented Ordinance #91 transferring Adminis- trative function of the Airport Commission to the City Manager. Morin moved, Seaman seconded to adopt Ord. 091 for first reading. Roll call vote passed the motion unanimously. The Attorney was instructed to prepare a resolution for Mayor Dye to present to the Borough Assembly to place the name of Kenai on the ballot in the coming Boro election an a nomination for a Borough Site.
