L. Hudson, John Morris, Minutes of the regular meeting of 18 August wore approved. Minutes of the special mooting of 27 August wore approved. The City Manager reported: 1, Receipt of a letter from Columbia ward Rishories revealed they would like to have Kenai City Light services; Council and Harrison agree this should be a prior capital improvement for KCL; Harrison will have list of requirements from CWF and materials e6,3t-list from KCL for next Council meeting. 2. Vice President Humphrey may hnvo two hours for dedication of the Airport; tho City will got a resolution of invitation off to him. 3, Receipt of a letter from Atty. Fisher requested authorization to work with n Washington Atty. ro the CAB hearing - PNA vs. Cordova Airlines. John Morris does not think it necessary to go to that exponso•-that Fisher can submit the City's pleadings and testimony. Fisher says an atty. on the spot can do much more than ono in absentia. Thorn was considerable discussion with Council agreeing the main point to emphasize is that Kenai does not want any less servicos than PNA is rendering, and hopes to havo these services increased. A, The City Administration desires to know Ccuncil,s feeling about the $600 bill for display in the Anchorage News "One Year Later"; Council had instructed a letter be written for consideration of a discount, but no answer had boon recoivod. McCann moved, Cone seconded, the City Mgr. be authorized to nogottate regarding the $600 to Anchorage Times, and pay it if necessary. Tho motion passed with Seaman dissenting. S, Brude Adams of the State Dept. of Health and Mr. Thouron, USPHS will be hero next week to audit and inspect Water $ Sewer Construction Project. 6, FAA will inspect the Airport Project at 2 p.m. tomorrow. The contractors and inspectors are having lunch at the Royal Redoubt at noon; Councilmen and Airport Commission members are urged to he present. 7. The Nu State Nursery requests permission to close until Spring,due to ill health of the owner, without jeopardizing their non -conforming use. Planning Commission and Council agroos --- nurseries are permitted in Residential Zone anyway. 8, The three Oil Co. letters had been sent to the Corps of Engineers who said they would state in their Cook Inlet Report that "groat thingsworo happening in the Kenai River areas that the ratio of 10 to 1 almost doffed belief, bat they would present a favorable picture. The flood plain study is underway, and should he available by early winter. Mr. Malone will work with the Corps of Hngrs. on what is required on a tidelandL survey and will present a proposal to the City. 9. A bond premium and interest payment has boon made on W$S for $13,AU. In order to have sufficient monies for this payment the City has prepaid its assessments for 1966, This relieves the City of an outright grant to W&S Fund --at least for the present. 10. An agreement had boon reached to supply the Health Center with W&s. $2500 had been allocated for this --they will buy the materials and the City will install. Some discussion on health services ensued. 11, Two plans wore submittod for W&S assessment district for this rtrea ern+md the Royal Redoubt. Council agreed Airport Subdivision 01 should comprise the assess- mont district: Morin moved, Cone seconded to make Airport S/D #1 an assessment district for Wks. Motion passed unanimously. A letter from 1111FA concerning the Torminnl Ronds inquired if. the City would be willing to reduce the project from $450,000 to $400,000; Council dislikes cutting the scope of the project and will inquire if lease monies can be used on bond payments. As a last resort, the constructior of the wings could he deleted. 13. Dr. Roll has applied for his Alaska License and has stntod he wants to he on the Peninsula in the Konai-Soldotna nrnn, and prefers to he in Kenai. 14. Letter of thanks from the Wnlly Bynam Cnravnners to Homer Swiros had onclosod a donation of $100 for the City's Parks 6 Recreation Fund. Ilarrison will acknowled 15. The Dept. of Public Safety will conduct a Fire Training School hero Oct. 4.9. 16. Lot 010 of Airport 8/1)B1 has been roquosted for the Walsh Mortunry. The Cemetery Land will be applied for as soon as the RLM gives title to the State. 17, A report regarding establishing linrbor Lines has been promised soon, The City Manager will inquire about the financing for tidelands survey --Will the ,State pay the lump sum, and the City roimhurse within 5 years, etc.??? Attorney Fisher reported: 1. Requested an executive session regarding the Clinic. 2. Employing a Washington Atty.--already agreed on. 3. Had submitted a letter re CAP facilities in Kenai, and had inquired how the City could cooperate with their program. 4. The settlement re W$S and Gantz was proceeding along. S. Suggested a meeting with other Cities to discuss mutual problems, common inter- ests, etc. Council authorized the City Mgr. to attend Council meetings of Cities in the Peninsula Borough and to arrange for a meeting of Council with these Cities after the Boro election. The Mayor. suggested the City might inquire if the Air Force would consider extend- ing the airstrip to 81000 ft. Planning Commission recommends adopting the Universal Building Code --they will sot up hearings, etc. Resolution M65-26 was presented by the City Mgr. McCann moved, Morin seconded, Res. $65-26, adopting a Personnel Manual be approved. This Manual has been cnA. curred with by Personnel, and provides paid holidays, annual leave, sick leave, etc The motion passed unanimously. The City Mgr. explained the Pay and Classification Plant The Classification, or Job Description portion was drafted to serve the City for many years; some em- ployees will fill more than one position until increase in job activities war- rants more personnel. The Pay Scale has 6 Grades with five 5% ranges between Grades and is based on the take home pay of last year. $129,640 was budgeted for 65-66, This plan allocates $118,964, which leave3 $100676 for part-time, project labor. No over- timo will be paid, but salaries are such that the employee is encouraged to got the job done, even if extra hours are required at times. The City Mgr. will try to regulate jobs so a maximum of 40 hrs. a week is maintained as an average. Nee Cann moved, Morin seconded,to adopt the Pay and Classification Plan. Motion carried unanimously. Resolution 65-25 was presented by the City Mgr. Cone moved, Morin seconded, to adopt Res. 65-25, applying for placemont on the Ballot for location of a permanent Borough seat. Motion passed unanimously. Ord. #91 was presented for second reading. There was considerable discussion, with A. L. Hridson maintaining executive sessions re airport should include those inter- ested in the airport; John Morris thinks an Airport Advisory Board should be ro- tained. The Mayor questioned the offfective date of the Ordinance. P Council Minutev 1 Sept 65 Pago three Cone moved. Seaman seconded, to approval Ord. $91 transferring functions of the Airport Commission to tho City Administration. Considerable discussion followed. Cone moved, Seaman seconded, to nmend the motion by adding1 Sec. 3. Emer- gonc Declared. An emergency is hereby declared to exist and the rWes govor—ninR the n ro uc on, rending, passage and approval of this ordinance nro hereby sus- pended and this ordinance shall be effcctive immediately upon its passage. The amendment passed unanimously. After more discussion, roll call vote passed the main motion unanimously. A check for $450 for 180 day option was recieved from Texaco Co. for Got 6 in Air- port S/d N1. McCann moved, Morin seconded, to, issue a quit claim d ood to Texaco. Motion passed unanimously. Roguszko reported Don Bailey, consignee for Untion Oil had 90 days tot 1. Purchase, 2. Execute the lease, or 3. pay tho rent for the period and aband- on the lot. The Mayor thanked the Airport Commission for its dedicated effort and expressed Council's appreciation for the many hours spent in behalf of the City. He said he hoped an advisory board could be set up with many interested people serving on it. Mr. Dunham, of Union Oil Co., informed Harrison a basic contract is being prepared for submission by 19 Sept. Copies will be sent to Council. Morin inquired about hiring special counsel for assistance on the contract. No action was taken at this time. ASHA's revised Gen. Plan was discussed briefly. it was agreed to send it back with Planning Commission suggestions for change, and to require incorporation of the Real Estate Research Corp.'s report in the Plan. The meeting adjourned at 11t35 p.m. for an executive session re the Clinic.
