North Kenai had been scheduled to be heard, but ns no rnpronentative wan prenont, City We Harrison reported on attendance at n meeting with the No. Kenai Commun- ity Club. There mutual problem wore discussed, and it wan hie opinion they would be asking the support of Kenai for oatabltahment of a Pont Office at Grouning, Mr. Ron Miller. owner of Bi.11's Garbage Service, talked with Council concerning his plans of operation in this area, Ilia truck's pickup schedule: Kenai., Mondays; Soldotna, Tuesdays= Notth Road, Fridays. The rate is $3.00 a month for a residence Business houses are charged according to volume and time involved. He hopes rates can be made lower in the future. Sonled dumpstor units are svailablo if the people want them. He requests the City's withdrawal of Ito objection to his application for a permit from the Public Service Commission. The Atty, was instructed to not- ify the PSC the City did not object to Bill'w Garbage Service operating in the City, but did object to the PSC's assumption they could regulate rates, ate, within the City. The City Mgr, suggested Miller should be under contract with the City; the City would do the billing, collecting, enforement, etc. It is not the City's wish to be in the garbage business, but this kind of an arrangement would protect the public health as wall as lend assistance to Miller, He is willing to work with the City on any program that will provide sanitation and better service to the publi Minutes of the last meeting were approved. The City Manager reported: L. Mr. Thouren of USPHS, during hie visit here last week, encouraged the City to consider applying for government funding for various projects. Of prime importance Is a sewage disposal system for Wildwood. Mr. Galliett presented plans for apply- ing for advance planning funds for a pressure sewer line from W/W to the City's treatment plant. it is estimated the City can obtain 30% money from the Federal Government, 30% from tho U.S, Dept, of Health, and it is hoped the balance might be furnished by the military. Galliett's plan is to run the line along the beach to the Army Rd, intersecting the sho*of Cook Inlet; estimated cost, $20 a ft. for 150000 ft., $3009000. This would be a 10" line capable of handling W/Wo the River Tarrace area, Kilien•e S/D's, Birch Drive area, and Sections 29931 b 36, Galiiett recommends applying for planning funds and being prepared to undertake construction if construction grant monies are approved. The City's treatment plant can handle about 2500 people. Morin moved, McCann seconded, Galliett be instructed to apply for advance planning funds from HHFA and to talk with them on this and the other planning ap- piications the City has submitted. Motion carried unanimously. Discussion on the water supply at W/W revealed they have an adequate supply, but the treatment processes are very expensive. Galliett also suggested the City give some thought to protecting the Bank along the Inlet by Groins or Bulkheads. He thinks the latter would be more satis- factory and feasible. He says these might be constructed in conjunction with a pressure sewer line to Kenai Packera, etc. 2. Harrison also requested permission to spend about $3,000 for putting in W&S to the new construction in Aleyeoks 5/1) (formerly Airport S/D Ill). This money will return to the City through assessments on the lots leased or sold. Morin moved, McCann seconded to authorize $3,000 expenditure for taking W&S to Aleyeska R/D where building is in progress. Motion passed unanimously by roll call vote. A Council Minute6 15 Sept 65 Page two 3. Meeting is requested for Friday 24th Sept. to approve Aleyeaka S/D Final Plat. Investors cannot get loans on these lots until the Plat is approved. 4. Letter was received from H. E. A.re sale of their facilities in the City. Harrison recommends R, W. Beck A Associatea conduct a feasibility study on purchase. McCann moved, Morin seconded, to have Beck h Associates appraise H.E.A. facilittee In the City and study the feasibility of acquiring generation. Motion passed un- animously by roll call vote.. 5. Letter was received from ASHA saying they had used an advance copy of Real Es- tate Research Corporation's Report in their draft of the Revised Compresheneive Plan. They hope to have copies for the City soon. The Mayor suggested an addendum to RERC Report with a copy of the letter from the oil co., regarding the City Harbor. 6. Since the City was late in preparing the lots in the Small Aircraft Apron for use by lessee Kenai Flying Service, it is recommended he be granted an extension of time for building. There was some discussion on preparation of the ground. Cone moved, McCann seconded to extend the time for Lofstedt's (Kenai Flying Service) construction on the Small Aircraft Apron to 1 October, 1966, Motion passed unanim. 7, Letter from F.A.A. was received expressing satisfaction with their inspection of the airstrip paving and construction project. 8. Harrison suggested letters to the voters just prior to the Borg election ex- pounding the reasons for having the Borg seat in Kenai. Council concurred. 9. It is estimated a power line to Columbia Ward Fisheries will cost $40,000. At the Mayor's request, Harrison will talk with Mr. Pearmain, Supt, for CWF, to see if they would be willing to share part of this cost. Discussion was held on best route to cross the River. 10. The application by the Assembly of God Church for land in the Airport S/D's has never been acted on, Their first choice for a location is by the Telephone Co. for the Church, and the Parsonage on a bluff lot= second choice at the junction of Beaver Creek Rd. with the Kenai Spur= third, on the road to the former Tacan Site. Harrison suggests land in the Baluga S/D might be oferred•-he will talk to Rev. Hanson on this. Hanson said they were willing to purchase the lot or lots they might decide on --that they did not want to let the new construction depend on disposal of their present facility. They hoped this could be preserved as a Museum. 11, The Final Plat of Thompson Park Addition O1 was presented, but action was de- layed until the Streets can be inspected. The Mayor reported$ The Borough Assembly had voted down any and all attempts to grant a tax relief to Union -Marathon who anticipate building a 25 million dollar liquefaction plant. Council was agreed a tax incentive should be offerred. This sub$ect will come up again at the next Borg meeting. Clam Gulch, Seward, Soldotna and Kenai have applied for Boro Headquarters. This site location will be voted on at the Borg election 5 October. Discussion was held on the exchange of property belonging to Joe Consiel in return for the City's payment of his WAS assessment, The Mayor suggested the City should exchange the 35' x 360' strip on the East side of Bluff Ste adjoining the Constel property for a similar strip on the West side of Bluff Ste at such time when the existing Building on Lot 1, B1. 17, Original Twnsite, might be demolished. This would allow the City to straighten Bluff St. Cone moved, Morin seconded, to auth- orize the City Manager to submit the deed to Joe Consiel for 35' strip of land in Govn!t, Lot 7, so* of the East Addition in exchange for City's payment of assessment on WAS ($2,074.18) and to instruct the City Attye to draft option to exchange this 35' strip for a 35' strip on West boundary of Lt. 19 Bi. 17, Origin' Twnsites wh6a the building on this lot is torn down, thus straightening the Street. Motion carried unanimously by roll call vote. The vehicle bids were discussed and Kan Ballingrud of Yukon Equipment, and Bob Baum of Carrington Co. talked specs on various pieces of equipment with Council, A motion to accept the low bid on the Tractor was defeated until further study can be made. A summary of the bids is included in these minutes. The steam boiler "e Council Minutes was the next item to be considered. 15 Sept 65 Page three McCann moved, Morin seconded, to accept the low bid on the Steam Boiler. of Carrington Co. for $4425.60, delivery in 4 to 6 weeks. Roll call vote passed the motion unanimously. Some discussion on the transformers followed. McCann moved, Cone seconded, to accept the low bid from Line Materials on thre 1500 KCA transformers at $5679 each. Motion carried unanimously. Mr. Ballingrud thanked Council for their consideration and excused himself to drive back to Anchorage. Mrs. Doris Swires reported on the illness of Mr. John Alcantra, Assistant,to the Governor. Council agreed to send flowers to him. Council agreed to wait for specs on the line truck before considering bids on this. The Attorney reported no change in the W6S settlements. In H. E. A. vs. the City, the Judge granted a motion for summary judgment. The City will get a transcript of the judgment. There was some discussion on pay- ment of court fees, etc. There will be hearings regarding the revision in the Municipal Code and we should have our presentations ready. We should also get Thorgrimson's and Mayor's comments re bonding, etc. Since there will be Federal findneidg-for the Centennial, we should get Mr. Hugh Gallagher to talk with Council on City projects. There was discussion .regarding release to Hood Corporation in relation to tort it claims which might result from installation of the Union Gas Liue thru City land. i Council thinks this release should be negotiated with Union Oil, not Hood Corp. The Attys inquired if overhead costs had been considered. The Atty, reported the Code allows covenants for all public improvements on Final Plate of S/D's with the exception of streets. Morin says the City has 40 days in which to approve a Plat, so consideration of the Thompson Park Addition Ill will be on the agenda for the special meeting Friday, 24th. There was some discussion on the Alaska Municipal League convention to be held in Ketchikan, October 27 to 30. Changes in the Municipal Code will be debated, and also legislation on the Public Service Commission Bill is on the Agenda. The City i Mgre says it is vital that Kenai be represented --the budget allows travel money . and he urges any Councilman who can attend to let us know so we can make arrange- ments. Thus far, the Mayor, City Mgr. and City Clerk will go. Harrison reported on the brief visit of Rear Admiral Louis Kirn. The Mayor pre- sented him with an honorary Citixenship certificate, and the Chamber of Commerce President made him a member of the Beluga Whole Hunt Club. Wtldwood personnel and , Admiral Kira seemed very pleasedand surprised with the presentations. There was a short discussion re the clinic, airport lands, the Assembly of God .-+ Church's needs, etc. The Attys read his report to Council re the clinic, copy of which appears in the minutes.
