Dye; Absent - Bud Lofstedt. Also present, City Manager Bill Harrison and City Clork Frances Torkilsen. The City Manager presented the Final Plat for Thompson Park Addition N1 and in- formed Council the streets had passed inspection except for tha need of two cul- verts. Owner of the S/D, J. W. Thompson hadsigned an agreement to install culverts as the City required. Harrison recommended approvalof the Plat conditioned on la st.allatbin of the culverts, and presented Resolution #65-27. McCann moved, Meeks seconded, to approve Res. 65-27 contingent on culverts being installed. Motion passed unanimously by roll call vote. There was considerable discii5sion on streets. Harrison presented Final Plat for Aleyeska Addition #1 (Lots 8, 9, 10, 11, 12 and 13 of Former Airport S/D 91), and Resolution #65-28, Intent to Construct Sts. when needed. Morin moved,.Cone seconded, to amend Res. #65-28,'Item WI, by deleting the Word6•"not later than the close of the 1966 construction season" and adding, "as need warrants". Motion passed unanimously. McCann moved Morin seconded, to approve Res. 065-28 as amended. Motion passed unanimously. Seaman moved, Morin seconded, to change the name of the street shown on the Flag as RaTanof n8*tve to Willow St. Motion passed with McCann dissenting. This is to coincide with -the name of the Wit. lining up with t%.- Air;,J)J,t a•'. x011d across from the Kenai arljr :tighk;�y. A review of purposes of the unobligated bond f nd shows it is to be used for paying on: 1. Consideraing this, Harrison does not recommend purohns3o of the new tractor -loader at this tir.,e. We have equipment that can hand.Le these jobs, and buying; a new one would entail borrowing monoy and paying Interest; therefore, he recommends rejectinj� All bids on the tractor. ` Seaman moved, Horin aoel.nded, to reject rill bids on the tractor Motion passed unanimously. j Harrison recommended acceptance of the low bid on the new line truck, as it will do the job re:luired. Cone moved, 6esman seconded, to accept the low bid on the line truck of C:arrin ton Co. (:;!c4350 ) Motion passed unanimously by roll call vote. Harrison reported on a meet'.ng with H. A. in which service to the public was discussed. A memorandum a,:reement was presented to Ui.ve service to applicants between now and the time when the City purchases H.S.A. facilities within the City. If the City can service the people, it will do so; if it seems more convenient for H.E.A. to service them, then the City w.11 buy the new insttallotions at cost. Cost was defined as "cost of materials, direct labor, and pro -rated administrative costs". Council wants to get the purchase agreement signed as soon as ossible. Leon Spencer of R.W.Reek & Associates will be here Oct. & to conduct a feasibility study of purchase of II.F.A. lines in the City. Perry Hobbs,of HHn1l on business to kodiak, had stopped off in Kenai by special arrangement with VSA. His visit here seemed to impress him most Favorably on the growth of the City and he said he would reactivate the file on the Uity's Terminal 15oxidini, application, PHA then flew him to Anohorage via the oil fields, off shore drilling etc. PNA+s letter regarding rental space in the Terminal is being drafted. Alaska Aeroneutioal wants space for office, cocktail lounge, and gift shop. Hogusska wanted to knew if Council afrreed to let F.A.A. have a year to year lease to ae automatically renewed for 10 yrs, with an option for 10 yrs. at the expiration of the first 10 yrs. Catherine Malone read a letter from Paul Costa requesting the Counoil's support for North Konai's (Gruezingts) application for a Post Office there. seaman moved, !florin 6econded, to support Gruen- ing for a post office for them. notion passed unanimously. Letters will be sent to Bartlett, Gruening and Rivers re this. There was oonsideralbe discussion on the brochure to be sent to Boro voters outlining Kenai's reasons for asking: for votes for location of a permanent Boro seat. The brochure was amended somewhat and received approval of Cc'uncil for mailing about the middle of next week. The Mayor read a Lotter frc'm im. C:ravel announcing hearings in various boutheentral Alaska towns to be held by the Legislative Council. They will be in Anchorage Monday 11 October, at the ANTI, Convention in Ketchikan, and then will hold hearings in Seward, Nov. 1; Kenai- S oldotna, Nov. 2; Homer, Nov.3. Hearings will principally cover 6.B. 101, Revisions of the Municipal Code; H.i;. 138, Public Service Commission Dill. and H.B. 12, School Law and Schools, though discus- sion will not be limited to these items. Council may invite the Le--islative Committee to dinner the evening of the tad, and adjc,urn to a public meeting later, though this was not definitely decided.
