Fisher, Kenai. Planning Commis- sion, and the Kenai Chamber of Commerce Road Committo Chairman, Betty Warrens Representatives of the State Dept. of Highways: Cosby Steen, District Engineer, Daniel Cooper, Chief Design Engineer and Ed Holliers General Foreman, Kenai Peninsula, Mayor Dye made some preliminary remarks regarding the City's planning for streets, highways, etc. with Alaka State Housing Authority for the revision of the City's 1980 Comprehensive Planning. Mr. Steen and Mr. Cooper joined Council at the table ao all could see maps and plats. First odor discussion was the Kenai Spur: Steen Kays the State plans to stay generally within the present plan except for the curve by the Airport. The route agreed on by the City Council, Planning Comm., ASHA9 and the District Bngrs has not yet been approved by the BPR or the Juneau offices After lino inspection and approval is obtained then hearings will be held in Kenai. The State Is not only concerned with a through highwayy, they want to consider the problems of the residents, etc. Steen says the State will need to acquire rights -of -way for the contemplated changes The City can grant this with no trouble as the lands involved are owned by the City. Harrison outlined the land use program for the airport lands, but pointed out nothing can be done until the City knows for sure where the Highway will goo and how much reoewe they will require•. There was discuession on land -ownerships and the extent of the re -grading and change, Steen says Cpra iM to take in the area from the High School to Wildwoode The Mayor inquired if this han would include drainages sidewalks, ate liter, steep similar to a project recently completed at Haines. Steen says the State can only provide drainage and two 24' paved stripe. Anything else would have to be paid for by the City. Council agreed an urban secion is desirable from the FAA to the junction with Forest Drive (formerly Homesite Loop), or from "creek to creek". An urban section is a 48' v1d6:•ett1p.tofi pavingp with no divider in the center. Opposed to this is a rural section, which has the same amount of paved surfacingp but has a d1v- ision betwen the four lanes. The State does not want and will not have controllet access on the Kenai Spur. Concerning Beaver Loops The City's long-term hope is to get this classed as a Z Secondary "A" road. Steen will let the City know whether or not this request should come through uep and if sop when. More urgent is the need for straightening out the curve along the industrial dock area• The traffic hazard is growing by the month. The ASHA plat showing the straightened curve was discussed. The area involved would roughly follow the reoswe for the 20" gas line just installed by Union Oils anilould take off near Jaynes' driveway, following North to connect up with road W Walkervillee Steen says this might be done without federal aid if the City could obtain the rights -of -ways The State cannot extend Beaver Loop according to the roads planned on the Airport S/D map from ASHAs The State will continue to maintain Secondary "B" roads. The State will let us know in Fabruary whether or not the City should plan u " to Cake over permanent maintenance of the two loops within the original Twasite• w The City is willing to undertake this if we can just handle the snow removal@ d d Harrison pointed out it would be appreciated if we could be notified of these Intended changes in State policy in March or April so the additional costs of street mtess could be included in the Budget. Steen says the State will do �O whatever they can to help, even should the City officially undertake this mteo. ~ Mayor Dye suggested just before break up the City might need assistance in re- moving the snow. Steen says the State could furnish a loader and some trucks C6 fd if necessary. e Kenai River Bridges Mayor Dye stated the City is not asking for the "moon". We have close to $20#000 in a Bridge Reserve Fund, and would like to be told • what we can do to got a bridge started; where should it go? Now much will it cost? Steen says this will take a lot of field work; we need sample cores of var*., a sous potential site areas; we need corings from 100' down; need a cross see- d tion of the channel; grade line approaches; all this takes a lot of work and w w money. if the City can come up with the data, they will be glad to help oval- 0 $ uate the information. jle,�S, The City asked if we could have the advice and assistance of. their "Bridge man" if we paid for his time. Steen says "yes, and we have the best bridge man In the country - Charles Smith". Smith will be in Soldotna this weak - Steen • will see if he can't get with the City Mgro re this. Harrison has arranged with .toe Cole to let the City have first chance at d w the Kenai and Ksailof River Bridges now being replaced. These will not be avail- able until about next Sept. Steen says the City's biggest problem is in the approaches, not in the Bridg, He also said the District will do everything they can to get us a road; he can- not speak for the State; he thinks we are going way over our head; says the 4 City should get the Legislature to appropriate money for the Bridge, and then ci Tf they could go full steam. The State standard for Bridges is a 30' deck. ,W Kalifoaski Beach Roads nothing in the Five Year Plan on this. North Roads Steen says completion of a Coastal Highway depends on the Turn- o again Crossing; the engineering and design on this was not complete, but was a a rush job right after the earthquakep and was undertaken to get traffic moving eo again. d Road leading from the Crossing was discussed$ The City hopes the road will g lead along the Coast# not thru the Chugach Nat'l. Forest and the Moose Range. w The land North has been surveyed, and withdrawn from the Moose Range for a o considerable distance; a road here would also open up an extensive recreation i 0 area, as wall as provide access to homesteaders and fishermen. Steen agrees with this reasoning, but says the first thing is to get the E Crossing. P4 The Mayor briefly reviewed points covered in this meeting. g, Cone moved, Morin seconded, the City should start a study for a Bridge site. Motion passed unanimously. The intent is to authoriaea expenditures to deter- :o mine a possible site and cost of construction of a Bridge. The City would pay "40 + for the State man's time. $ Ed Hollier cautioned about lowering the State Hwy# too much; snow drifts too badly.
