Persons not scheduled to be hoards 1. 2. 3• RESOLUTION N0. 65-33• A RESOWTION OF APPRECIATION TO THE JOHN CONSIEL FAMILY FOR THEIR OUTSTANDING CITENSHIP IN RAISING AND LOWERING THE UNITED STATES FLAG OVER THE CITY MUNICIPAL BUILDING THE PAST YEA:18. WHEREAS, the members of the John Consiel Family have daily raised and lowered the United States Flag over the City Administration Building, and WHEREAS# this expression of good cd tizenship is exemplary for the Citizens of Kenai, and WHEREAS, the City Council of the City of Kenai wishes to call this 3xamp3A of citizenship to the attention of the Citizens of Kenaij and WHEREAS,'this responsibility is now being assumed by the City of Kenai.* NOW THEREFORE BE IT RESOLVED By THE CITY COUNCIL OF THE CITY OF KENAI, that 1. This Resolution be eneoted expressing to the John Consiel Family the feeling of gratitude of the Citizens of Kenai for their outstanding civic oontribution. 2. That copies of this Resolution be spread on the Minutes of the City Council of the City of Kenai that copies be presented to each menber of the John Consiel Family and that copies be made available to the press. PASSED AND APPROVEED THIS 244DAYJNERO 1965, Byt ATTEST: ancesFrTorkilson, My vie=r 4-� SPECIAL COUNCIL inFTING - KENAI HIGH SCHOOL 24 NOVEMBER 1965 at 10:00 a.m. Council met/in frost of the student body at the request of the teaching, staff to demonstrate local government activities and functions of City Government. In the absence of the Mayor, the meeting was called to order by the City Clerk. Mayor Dye was weathered in at Anchorage so Vice Mayor Gene Morin took the Chair. Roll call: Members present - Bud Lofstodt, Billy McCann, Gene Morin and Carl Seaman; Absent - Chester Cone, Roger Meeks and Mayor Dye. Also present: City Mgr. James W Harrison and City Attorney .lames E. Fisher, Agenda Item B.1: Art Bunnell, scheduled to be heard on changes in Terminal Bldg. plans was unable to be here due to inclement weather and flying conditions. Item E.1: The City Mgr. reported: 1. Al Sacker of Collier Carbon and Chemical Corporation, and A. Bien, Project Mgr. of Chemical Construction Corp. have boon talking with the City about construct ion of a chemical plant amounting to a. multi -million dollar installation. This company, a subsidiary of Union Oil, is making a feasibility study for the construct- ion --said study will last until next May. There would be a steady payroll for 150 men; they would hope to start construction in Juno, and have the plant oper- able by 1968, Harrison requested authorization to work with them in every way pos- sible • Council heartily concurred. 2. Harrison has been working with the Membership and Board of the Russian Church, and with the Bishop, to aid the Church in meeting its obligation to the City for Water 6 Sewer Assessments. They are considering dedicating the 120 yr. old Parish House to the City for a musoum, etc. The gravel from the Old Fed. Jail site might be sold to help pay off the assessments. The Centenniel Committee is very interested as this is the area they are considering for the 1967 Celebrations. This would help keep the nucleus fop the Historical part of town in the area most suitable for development for tourist attraction. Harrison will continue to work with them on this. 3. The FAA wants to give its grader and snow plow to the city and contract with us for plowing and grading the road to the VORTAC site, and roads at the Station. Council says this would be all right. 4. The City has been advised to go ahead and advertise for bids on construct- ion. Bunnell is still going to try to get here today to talk with Council on the few changes in the Plans. Bid opening would be set for the first week in Jan. 166. Seaman moved, McCann seconded, the City Mgr. be authorized to advertize for bids on the terminal building. Motion passed unanimously. Vice Mayor Morin suggests the people be reminded of status of the terminal bonds, etc. Harrison has arranged to got a feature article to Janet Archibald of Anchorage News, and to the local papers, to accompany the announcement of HHFA approval of the bonding. Morin also suggested the bid documents should specify what constitutes a "qualified bidder". S. Thanks to the efforts of the Mayor, the Borough Chairman, the reports of the Dock 6 Harbor Commission and the S k Boat Harbor Commission, the Corps of Engineers has come up with a figure o � million dollars for cost of dredging the Kenai River mouth. The Oil Companies say this must be done by 066--Engineers say impossible, but Sen. Bartlett says it can be done. There is money available in Dept. of Rivers and Harbors Funds. The Corps of Engrs. have cooperated splendidly and say they will do everything possible to help. The Attorney reported: 1. Regarding W4S payments by the Bonding Companies --every legally qualified contractor has been paid. Riding has been advised his best course is to file suit Special Council Minutes - Kenai Isigh School 11/24/65 Page two if lie wants to be sure to get his money. Ise is a sub -contractor to a sub -contractor and does not qualify as a legal party. 2..Ho has been researching the problem of tax exemption for personal property. It seems to boil down to the question: Can the Borough exempt personal property? Councilman Seaman rominded the Atty., the City was more interested in exempting the City's share (10 mills) of the tax. The Atty. understands this, and will try to have an answer to Council by the 1 Dec. meeting. 3. inquired if the revised General Plan had boon given to Messrs. Bien and Sacker - Chemical Corp. men? The City Mgr. gave them copies with the explanation this Plan has not been accepted as yet by Council, but it will likely he approved at the Council at the next meeting. Regarding the exemption of tax on personal property, the City Mgr. said he would have a full report on what this will do to the budget --there are more things to consider than what has been talked thus far. The City Clerk reported a meeting for about six hours Saturday with Leon Spencer, representative of R. W. Beck $ Associates, who have conducted a feasibility study of the City's purchase of II.H.A. facilities within the City, and the purchase of CUL, the Co. from which the City buys power generation, and who have also reported on the status of Kenai City Light. Most of this meeting time was spent on Account- ing procedures according to the requirements of the Bond Ordinance, and accounting practices to aid the management in maintaing control of mtce. and operations and capital improvements. Item P41: The City Mgrs presented rules for Sale of Lot #10 Aleyeska S/D N2. These are the same regulations as for the sale of Lot 6 except for: 1. Legal description of boundaries were included. 2. Para 2.B, regulations were established un•ler Federal Air Regulation Part 77 instead of FAA Technical Standard Order #18, 3. Para 8: A sentence was added. "The buyer has the full obligation for ex- tension of water and sewer lines from the mains abutting the property line to his building. Harrison explained to the audience the use of lots along the Highway in Aley- eska S/D. He said this lot will be offered for sale at a public outcry auction, There was discussion as to the beuiling time; Seaman pointed out a man could build a basement there and let it set for ten years. Harrison suggested adding the phrase "Said building to be completed within three years. Seaman moved, Lofstedt seconded to table the action on rules and regulations for sale of Lot H1, Aleyeska S/D 02 until the next meeting. Passed unanimously. Item G-1: Student John Consiel was called to the Council table and Vice Mayor read Res. #65-33 which accompanies these minutes, and which recognizes the civic spirit displayed by Mr. Consial in raising and lowering the American Flag at the City Administration Building. McCann moved, Seaman seconded, to adopt Res. 65-33. Motion carried unanimously Mr. Consiel was presented with a number of copies of the Resolution. This constituted the Agenda, but Harrison reported in addition: He hoped to contact i the Land office Friday re our application for the Cemetery, and for park land in Sec. 6. The latter can be had on a SS yr. lease, and will be used to build one large municipal park with facilities for ice skating, baseball, etc. The Centen- f niel Commission hopes to build a center here which will later be used as a Youth Center --also it is hoped an Armory will he here within four years. Persons Not Scheduled to he Heard: i Royal Parker inquired as to the responsibility of plowing the school a V and parking lot. Harrison said the City used to take care of this. The State, of plows the Kenai Spur. Since the Borough has taken over the School, it responsibility to arrange for snow plowing. Either the City or the St do it. Since the Boro is an "off -spring" of the State Government, per snow plowing should be done by the State.
