The meeting wos called to order at 7:45 p.m. by Vice Mayor Swires. Roll call showed all
mambers present but McCann and Dye. Also present: I1. Galliett and Ken Branch.
Mr. Knakcstedt moved, Morin seconded, Council finds there is an emergency justifying a
meeting and the public interest requires a meeting for awarding a contract for Water
and Sewer construction under Project Nos. APW-Alaska-31-G and WPC-APW-Alaska-14. Roll
call vote showed unanimous consent.
Vice Mayor Swires reported, and all agreed who had talked with bidding. contractors, that
said contractors remarked they had never seen such a perfect, complete set of bid docu-
ments on a project --that everything was spelled out for the benefit of the bidder and
all details were explained very clearly.
Considerable discussion was held regarding rights -of -way, easements and construction per-
mits. In view of the small amount of level ground on the bluff, Mr. Morin moved, Lofstedt
seconded, we excuse Lot 4, B1 20 of the Townsite of Kenai from assessment for Water 8 Sewer
improvements under APW-Alaska-31-G and WPC-"IV-Alaska-14 in return for an easement granted
by Mr. Webber for this construction. Motion passed unanimously.
The Clerk reported easements have been received from Showalter, Consiel, Hartley, Peterson,
and Div. of Lands (Tidelands): a letter from John Shaffer assured the City an easement
would be forthcoming from the Methodist Church; Frank Rowley will be in Kenai in two days
and will contact Billy McCann who will endeavor to get Mr. Rowley's easement. The Div. of
Hwys. had informed Mfr. Gailiett their easement will be forthcoming also.
Mr. Galliett presented a draft of a letter to be sent to the Council, copy of which will
accompany these minutes. He recommended the City notify Caughran he was lowest Bidder and
request performance bond from him. Mr. Knackstedt moved, Morin seconded, to notify Caugh-
ran he is low bidder and to proceed according to bid document to obtain a performance
payment -bond in accordance with the bidding document. Rall call vote showed unanimous consent.
Mr. Morgan moved, Knackstedt seconded, the City authorize Mr. Galliett to go to Seattle and '
San Francisco to expedite Water and Sewer according to his drafted letter. Passed unanimously.
Mr. Morgan presented resolution N. 64-1, authorizing Mr. Galliett to sign document forms
required for Water and Sewer contracts. Mr. Mbrgan moved, Knackstedt seconded, Res. #64-1
be acopted. Passed unanimously.
Mr. Caughran has five days to deliver performance payment -bond; Clerk will deposit the
$28.660.00 check submitted by Ed L. Caughran (in lieu of a bid bond) in the Water & Sewer
Fund; Mr. Galliett thinks the City is "over the hump" now, and the project has passed the
biggest hurdles. He will leave for Seattle and San Francisco about Wednesday to present
the documents to HHFA and U.S. P.H.S.
Mr. Galliett also presented a supplemental agreement between him and the City. Mr. Morgan
moved, Morin seconded, to appeove the supplemental agreement with Mr. Galliett. Passed
unanimously.
Clerk will furnish Galliett with list of applicants for work on the W$S project.
