KENAI CITY COUNCIL MINUTES - Roll tali at 8:05 showed all members present. 8 JANUARY 1964 Mr. Stan Thompson informed Council the Airport Commission recommended advertising for bids for gravel for Airport Construction in one of three ways: 1. By separate contract, 2. By General Contract, 3. By Stockpiling. Council and Mr. Thompson decided the first method would be the best. Bids will be advertised this week for a three week period. T The main contract should be advertised about 15 Feb. Considerable discussion was held on gravel, rds. to the proposed gravel site the City is applying for in the Moose Range, etc. Mr. Morgan moved, Knackstedt seconded, to authorize the Airport Commission to advertise for bids. Motion passed unanimously. Mr. Thompson also asked if land would be available for reconstruction of Ft. kenay if the City is able to get funds for this project. Council assured him land would be provided. Mr. Roguszka will request money of HHFA for advance planning on sub -dividing and planning land use for Airport property. Mr. Thompson suggested another route to follow might be to have a National Park instituted for the Old Fort, etc. Mr. 0. Strandberg informed Council he had received the letter from the City re his contract, and that he, as President of Consolidated Utilities, Ltd., could assure Council CUL will be able to provide 2100 K11 next winter and CUL can carry Wildwood and the City load by 1 June, 1964. The new unit is due in April; Interties with REA on a stand-by basis are impossible. He hopes within a month to have completed a study and survey of his own and will confer with Mr. Crinklaw on interties. He dlso will have to re -finance his own organization. This re- port will be submitted in letter form. On the job for the school, Mr. Strandberg stated he was given a certain area to conduct bor- ing tests; later, the School was moved out of the test -hole area, with the exception of one boring. He will get out a report in 10 days, but right now, in his opinion additional compensation to Lease Co. is not justified. Mayor Dye conferred with Mr. Lease, and acting on decisions and recommendations of the School Board, he signed a paper stating the window flashing was all right with the City. Mr. Wm. Wells inquired as to the status of the Water and Sewer bids? What would happen if the low bidder is unable to furnish a performance payment -bond? Mr. Galliett had said an extension of time, and additional monies wuld be requested from HHFA, and possibly neg- otiations with the next low bidder would enable the City to continue with the projects. Mr. Don Olson, of Bush Lanes, Inc. was present in the audience, and in order not to keep I( him waiting too long, Council consented to a change in order of business to consider a policy regarding the ABC Board's approval of renewal of the liquor license for Bush Lanes without receiving a recommendation from the City. It was Council's opinion, the ABC BoarA might have assumed our silence meant consent, and in the rush of last minute applications. had given approval to Bush Lanes without checking on the City's past correcpondence which listed business that had been approved, but did not list those yet to be PP } given approval. g 1 s � Mr. Lofstedt moved, Knackstodt seconded, the City take no action against Bush Lanes, Inc. - at this time with regard to liquor license renewal. Motion passed with McCann dissenting. Clerk was instructed to report to Council within two weeks whether or not Bush Lanes has - made any effort to pay delinquent taxes. The City atty. reminded Council any monies col- lected should first be applied to sales tax. -- t' Minutes of the last meeting were approved. Correspondence was read. City Council Minutes Page two 8 .Jan 64 The Atty. reported: a Brochure is being prepared for distribution to Oil Cols; the Awards dinner will be this Saturday --awards to be made for outstanding contributions to 1. Govn't., 2. Civic Affairs, 3. Cultural Affairs; lie had reed. notice the City's case with Kenai Packers was scheduled for next week, but he will ask for an extension as he needs more than a week to secure witnesses, etc. The Master report shows Kenai Packers owes $279.00 dollars to the City even if it finds in -favor of Kenai Packers, but if the decision upholds the City's Ordinance, Kenai Packers owes the City an additional $1900.00; in regard to 1962 tax foreclosures, Council wishes to follow procedures and timing similar to foreclosure of 1961 taxes. Re Service Area application -the Public Service Commission has refused to consider it as Cities do not come within the jurisdiction of the PSC; HKA has *grandfather rights' within the City --in addition, the PSC would not approve any blanket area, as' applications must follow existing electric lines, more or less; the Chanber will furnish lunch to the B000ug Assembly members when they meet in Kenai 18 Jan; Al Lee had authorized Mr. Fisher to hire janitorial services for the proposed offices of the Borough in the Trade Building for the inspection trip the 18th. All easements for WFS have been obtained except Kenai Power Corporation's; .. Mr. McCann moved, Morgan seconded, the City pay Phil Wilson $100.00 for his work in secur- ing Construction Use Permits plus $7.00 gas expenses. Passed unanimously. Mr. McCann moved, Morgan seconded to release Von Phillips to HEA for electric service. The Atty. will so inform HEA. Mr. Knakcstedt moved, McCann seconded the City pay for existing City street Lights at $6.50 per month per light. Passed unanimously. The school will be billed for its three lites. Clerk was instructed to look in the minutes for action on street lights. Mr. Morin moved, Lofatedt seconded to grant an exception to Clifton Carr on Lot 68, Sec. 31, T6N, R11W, S.M. from residential to business. Passed unanimously. Mr. Morgan moved, Morin seconded to ratify Council action re purchase of Mr. Osbo's lot S, !.. Block 20, Original Twnsite. Passed unanimously. Mr. Roger Meeks was appointed the City's representative to the Borough Planning Commission to serve when said Board becomes active. Council unanimously concurred. I Mr. Phil Nickerman was appointed to serve on the Dock b Harbor Commission which is being re -activated. Consent was given for the Engineers to repair the "deadman" at the City Dock Site as soon as Spring allows for pouring concrete. %r. Morin will contact the Moosepaper teacher -sponsor re collection of sales tax on adver- tising sold by the staff. The City will furnish a crane for moving the building for the Russian Church if the member- ship can furnish men to help.
