KENAI CITY COUNCIL MINUTES -
Roll call at 8:05 showed all members present.
IS January 1964
Mrs. Donnis Thompson presented a plat and data on restoration of old Ft. Kenay and re-
quested assurance from Council that ground would be made available for re -construction
of the Fort when money can be obtained. Discussion was held as to the best means of
getting funds; as a National Park and Monument, as Urban Renewal thru HHFA; which
method would allow for quicker results; who should operate and maintain the Ft., etc.
The Old Jail property, Lot 3, Bl. 6, Original Townsite was guaranteed to Mrs. Thompson
for location of the Ft. if nothing better and larger can be had. Mr.Morin moved,
Swires seconded, the City will make the Old Federal Jail lot available for reconstruction
of Ft. Kenay if it is desired. Motion passed unanimously.
Mr. Galliett gave a resume of his trip to Seattle and San Francisco re W$S; Mr. Thouren
got additional funds from Washington and Harold presented a new budget. Mr. Caoghran's
performance -payment bond are in correct in the amounts and power of attorney is needed
for the agent of the bonding Co. Mr. Galliett recommended the contract be signed and
that Council grant the bid correction. Mr. Morgan moved, Knackstedt seconded, we in-
crease the Caughran Water and Sewer contract in accordance with the recommendations of
Mr. Galliett in the amount of $9,124,59. Roll call vote: Affirmative: Knackstedt,
Lofstedt, Morgan, Morin; Negative - McCann, Swires. Mr. McCann moved,Lofstedt seconded,
to authorize the Mayor to sign the contract onbehalf of the City of Kenai for the Water
and Sewer project. The Atty. will direct a letter to Caughran requesting the bond and
the contract, signed by -him (Caughran). Work is to start the 27th with Caughran, the
Mayor and a photographer present at the ground breaking ceremony. Mr. Galliett will
authorize drilling for a well; Mr. Caughran will give the City a list of employees
needed and local help will comprise the main work force --the key men will be brought in
by Caughran.
Mr. Maivin Smith and A. A. Farmer presented a proposal to Council for stockpiling gravel
for the Airport paving job; Council will reserve action 'til the bids are let and re-
ferred Smith and Farmer to the Airport Commission.
Air. Leo Oberts reported bonding of $20,000 for all City employees can be had for $209.44
per year. He will ascertain the cost of bonding the Clerk for $50,000.** Mr. Oberts
also reported the Dock and Harbor Commission has plans for installing water and fueling
facilities at the Dock and wanted assurance from Council they were still of the same mind
in approving a lease to James G. Dye. Each Councilman was questioned and it was the un-
animous opinion that Mr. Dye should be allowed to operate if he wants to lease. The Atty.
' advised advertising according to Ordinance 1, Sec. 20(c). Dye's atty. will draft a pro-
posal and a statement of monies spent on the dock will be presented. Leo will assemble
material giving history of the dock transactions.
Council also agreed the time is propitious for requesting the additional $68,000 for the
y; Airport, and that it should be in the Governor's budget. Mr. Roguszka will be asked to
r compile the history of actions taken and to summarize the City's needs. Mr. McCann will
1 write Governor Egan, and Mr. Swires will present a similar paper to Homer Mosely, etc.
for the Democratic District Committee.
Discussion on a National Guard Unit was held: Mr. ;Morin will check with the School as
a potential meeting place; Mr. Knackstedt will spearhead the movement by contacting
Gen. Carroll, Don Berry, Lt. Col. Reger, etc.
The Mayor read a letter from Don Berry re Kenai as a site for the Boro and offering
AML services to the Boro. The Chamber of Commerce will serve coffee at the meetin

f Saturday and the Assemblymen will be guests of the Chamber at Tide's Inn for the noon
meal. The City will provide chairs and cushions for the Sssembly. Jim will see that
the Trade Bldg. is opened and cleaned. fie also offered his secretary's services as
bookkeeper for the Boro Chairman in the event that office is in the Trade Bldg. The
Atty. talked with Mr. Pease, Atty. for KPC, re easement for W&S and collection of delinquent
KPC bills. He will attend the final hearing Friday which will dissolve the Receivership
for KPC. Mr. Crinklaw, also will attend this hearing. Deposits might be refunded to KCL's
customers within two years. The Chamber will sponsor Carla Seaman at the Anchor Point
Festival. The Chamber also will make a trip to Homer soon to renew contacts, etc.
Minutes of the Special Council Meeting were approved. Minutes of the last regular meeting
were approved.
Correspondence was read: Jerry Eidem requested retroactive refund on taxes paid on his
property in Walkerville. Since 1961 he has paid on 1.2 acres of land. Mr. Malones' title
search, etc. in compiling property maps shows Eidem owns actually 3/4's acre. Mr. Morin
moved, McCann seconded to refund Jerry Eidem's 161, 162, 163 overpayment of taxes --the
difference between 1.2 acres and 3/4's acres. Passed unanimously.

The new Zoning Map was presented for Council's approval. It was decided the change in
Zonin-7 according to Ordinance s34 will have to t�gglega legal before the Map

Mayor Dye presented Resolution #64-2 authorizing the Alaska State Bank to automatically
invest the monthly $500 Bond Reserve payment in Government Securities. Mr. McCann moved,
i Swires seconded to adopt Res. s64-2. Motion passed unanimously.
The fire siren may be placed by the water well, but not on the new school building.
The sponsor of the Moosepaper definitely does not want to be involved with collecting
sales tax for advertising sold.
The Ut will not be moved to the Dump as it will be used on the Airport soon.
W. Jenkins will be contacted to ascertain status of the grading and drainage program

and the City Clerk in the amount of $50,000. Passed unanimously.
